2. The public teachers in the establishment belong to the staff of public institutions and are national staff. It is forbidden to work part-time outside. If a labor contract is signed and managed according to the employment system, then according to the Labor Contract Law, part-time jobs are prohibited only if the contract stipulates or seriously affects the work.
3. Local education bureaus prohibit teachers from making up lessons conveniently. If the Education Bureau explicitly prohibits it, you can't do it, and other part-time jobs can be done without explicit prohibition. In a word, in-service teachers can't take good care of every student's development because of the large amount of class teaching and the big gap between students' own levels, so extracurricular remedial classes have certain existence value and market, but the main teachers pay special attention to policy restrictions and avoid risks in advance. Whether to take a part-time job depends on the teacher's own choice, but it is still suggested that while completing his school work, he should do what he can and allocate time appropriately.
