TSGR 100 1—2008 Rules for Design Permission of Pressure Vessels and Pressure Pipes Chapter I General Provisions Article 1 In order to strengthen the safety supervision of pressure vessels and pressure piping design units (hereinafter referred to as design units) and ensure the design quality of pressure vessels and pressure pipes, according to the Regulations on Safety Supervision of Special Equipment and the Decision of the State Council Municipal Government on Setting Administrative Permission for Administrative Examination and Approval Items that Really Need to be Reserved, Article 2. Article 4 The design of pressure vessels and pressure pipelines (hereinafter referred to as design) must be carried out by the design unit of pressure vessels and pressure pipelines (hereinafter referred to as design unit) that has obtained the special equipment design license (hereinafter referred to as design license) issued by AQSIQ. After obtaining a design license, a design unit may engage in design work within the scope of the license nationwide. The design permit is valid for 4 years. Those who continue to engage in design work after the expiration of the validity period of the design form shall go through the formalities for replacement in accordance with the relevant provisions of these rules. Those who fail to pass or have not been approved to change their certificates within the time limit shall not continue to engage in design work after the expiration of the design license. The design unit is responsible for the quality of the design documents. When designing products (systems), design units should meet the requirements of relevant national safety technical specifications and standards, and should also give full consideration to product energy utilization and system energy conservation to improve energy utilization. Article 5 The design license shall be examined and approved by the General Administration of Quality Supervision, Inspection and Quarantine and the provincial quality and technical supervision department respectively according to the principle of hierarchical management. Grade A, C and SAD pressure vessels are accepted by AQSIQ; D-level design units shall be accepted by provincial quality and technical supervision departments. GA, GC 1 and GDl design units of pressure pipelines shall pass the acceptance of AQSIQ; GB, GC2, GC3 and GD2 design units shall be accepted by the provincial quality and technical supervision department. When the design unit contains projects accepted by the AQSIQ and the provincial quality and technical supervision departments, the AQSIQ shall be responsible for the acceptance. Article 6 The personnel engaged in the examination and approval of pressure vessel design (hereinafter referred to as the examination and approval personnel) and the designers engaged in the analysis and design of pressure vessels shall have the corresponding professional design ability and pass the professional examination to obtain the corresponding qualifications of the examination and approval personnel and designers of pressure vessels. Personnel engaged in the examination and approval of pressure pipeline design (hereinafter referred to as the examination and approval personnel) shall pass the examination of pressure pipeline design appraisal and evaluation institutions, be announced by the AQSIQ, and obtain the qualification certificate of pressure pipeline design examination and approval personnel within the corresponding examination and approval scope. The examination plan for the examination and approval personnel shall be uniformly announced by the AQSIQ at the beginning of each year. The qualification of designers and approvers related to pressure vessels and pipelines is valid for 4 years. Article 7 The design units and examination and approval personnel who have obtained the design permission of Class A or Class C pressure vessels shall have the design qualification and design examination and approval qualification of Class D pressure vessels; Designers and approvers who have obtained D2 pressure vessel design permission have D 1 pressure vessel design qualification and design approval qualification; The design unit and approver who have obtained the design permission of SAD pressure vessels must have the design permission and design approval qualification of A, C or D pressure vessels at the same time before they can engage in the analysis and design work of the corresponding pressure vessels. The design units and approvers who have obtained the design permission of GAl pressure pipeline have the design qualification and design approval qualification of corresponding varieties of GA2 pressure pipeline; Design units and approvers who have obtained the design permission of GCl-class pressure pipelines are qualified to design and approve the corresponding varieties of pressure pipelines in GC2 and GC3. The design units and approvers who have obtained the design permission of gd 1 grade pressure pipelines have the design qualification and design approval qualification of corresponding varieties of GD2 pressure pipelines. Article 8 An appraisal institution licensed by a design unit shall conduct appraisal and evaluation in accordance with the Administrative Supervision Rules on Appraisal and Evaluation of Special Equipment (hereinafter referred to as the Appraisal and Evaluation Rules). Article 9 A design unit that has obtained a design license shall regularly provide technical training to personnel engaged in design and audit. During the validity period of the pressure vessel design license, if more than 50% of the personnel engaged in design work in the pressure vessel design unit have participated in the relevant professional training organized by the pressure vessel technical organization and obtained the certificate after passing the examination, the pressure vessel design unit may simplify the examination and evaluation procedures when the license is renewed, and no personnel assessment will be carried out during the examination and evaluation. If the pressure vessel design approval personnel who have passed the professional examination have participated in the professional training organized by the relevant institutions for more than 2 times (including 2 times) within the validity period of the examination and obtained the examination certificate, they can be directly renewed without trial. Tenth design units and appraisal institutions shall accept the supervision of quality and technical supervision departments at all levels. Appendix A: Grade A 1A (1)A 1 refers to ultra-high pressure vessels and high pressure vessels (indicate single-layer and multi-layer); (2) (2) Category A2 refers to the third category of low and medium pressure vessels; (3) Category 3 A3 refers to spherical storage tanks; (4) Class 4)A4 refers to nonmetallic pressure vessels.
