Provisions of Jilin Province on Continuing Education for Professional and Technical Personnel
Article 1 In order to improve the quality of professional and technical personnel, protect the rights and interests of professional and technical personnel, and standardize continuing education activities, these Provisions are formulated in accordance with the relevant provisions of laws and regulations and combined with the actual situation of this province. Article 2 These Provisions shall apply to the continuing education of professional and technical personnel of organs, enterprises, institutions and social organizations (hereinafter referred to as employers) within the administrative area of this province.

The term "professional and technical personnel" as mentioned in these Provisions refers to on-the-job personnel who have obtained professional and technical professional qualifications or professional and technical post qualifications at or above the junior level in accordance with state regulations, as well as professional and technical civil servants.

The term "continuing education" as mentioned in these Provisions refers to the education that supplements, updates and expands relevant professional knowledge and skills, improves the knowledge structure, improves the comprehensive quality, and enhances the innovation ability of professional and technical personnel. Article 3 Continuing education should be guided by economic and social development and scientific and technological progress, centered on capacity building, focused on pertinence, practicality and foresight, and adhered to the principles of integrating theory with practice, teaching according to needs, paying attention to practical results and combining training with use. Fourth continuing education should establish a mechanism of joint investment by the government, society, employers and individuals.

The people's governments at or above the county level shall include the funds for continuing education in the financial budget to ensure the needs of continuing education.

Enterprises and institutions shall pay not less than 1 of the total wages of employees? 5% full extraction of staff education funds, among them, the proportion of continuing education funds, not less than the proportion of professional and technical personnel in the total number of employees in this unit.

Encourage social organizations and individuals to participate in, fund or donate continuing education. Fifth continuing education work to implement the overall planning, grading responsibility, classification guidance management system.

The administrative departments of human resources and social security of the people's governments at or above the county level shall be responsible for the comprehensive management, guidance and supervision of continuing education within their respective administrative areas; The relevant administrative departments of the people's governments at or above the county level shall be responsible for the organization and management of continuing education in this system and this industry according to their respective responsibilities; Industry organizations are specifically responsible for the planning, implementation and related work of continuing education in this industry. Article 6 People's governments at or above the county level shall strengthen guidance and support for continuing education, provide policies, projects and information services, encourage and promote employers and professional and technical personnel to participate in continuing education, and ensure the sustainable development of continuing education. Article 7 An employing unit shall perform the following duties:

(a) the implementation of continuing education laws, regulations, rules and policies, and accept the supervision and inspection of the administrative department of human resources and social security of the people's government at or above the county level;

(two) according to the continuing education plan, formulate the continuing education plan of the unit and organize its implementation;

(three) to ensure the time and related funds for professional and technical personnel to participate in continuing education;

(four) to ensure that professional and technical personnel enjoy the same wages and benefits as on-the-job personnel during full-time or non-full-time continuing education;

(five) to inspect and evaluate the continuing education of professional and technical personnel. Eighth professional and technical personnel have the right and obligation to receive continuing education.

Professional and technical personnel shall enjoy the following rights of continuing education:

(a) during the continuing education, in accordance with the provisions of laws and regulations, enjoy the same wages and welfare benefits as employees;

(two) put forward opinions and suggestions on continuing education;

(3) Complaining that their right to receive continuing education has been violated;

(4) Other rights stipulated by laws and regulations.

Professional and technical personnel shall perform the following continuing education obligations:

(a) to abide by the laws, regulations and rules of continuing education;

(two) obey the unified arrangement of the employer, and abide by the study discipline and related systems;

(three) to complete the required continuing education hours;

(four) to bear the continuing education expenses that should be paid by individuals as determined through consultation with the employer. Ninth continuing education includes public needs and professional subjects.

Public subjects include basic knowledge such as laws and regulations, theoretical policies, professional ethics and technical information that professional and technical personnel should generally master. Professional subjects include professional knowledge such as new theories, new knowledge, new technologies and new methods that professional technicians should master in their professional work. Tenth public subject training is organized and implemented by the administrative department of human resources and social security of the people's government at or above the county level in combination with the actual situation of the administrative region, and professional subject training is mainly organized and implemented by the system, the industry and the unit. Eleventh professional and technical personnel to participate in continuing education time, the annual cumulative should not be less than 90 hours, of which, public demand subjects are generally not less than 30 hours, professional subjects are generally not less than 60 hours.

Professional and technical personnel to participate in continuing education in the following ways, included in my continuing education hours:

(a) Attending training courses, seminars or refresher courses;

(two) to participate in relevant continuing education practice activities;

(three) to participate in distance education;

(four) to participate in academic conferences, academic lectures, academic visits and other activities;

(five) other ways in accordance with the provisions.

The specific measures for determining the mode and hours of continuing education shall be formulated by the administrative department of human resources and social security of the province.
