I. Overall completion

Students enrolled in training: 260; 200 trainees actually participated in the training.

Professional division of labor: edible fungi, Chinese herbal medicine (Acanthopanax senticosus), wild vegetables and high-quality rice, each with 50 people.

The base (class) is divided into four bases (classes): Hongsheng Township, Yongling Town, Weiziyu Town and Hongmiaozi Township.

Certification: 300 people have completed the professional skill appraisal, 296 people have participated in the senior high school entrance examination, and 300 people have been certified as new professional farmers.

Second, the main measures taken

1. Strengthen organizational leadership and formulate relevant policies.

First of all, a leading group was established with the county magistrate in charge as the leader and the county government office, county finance bureau, agricultural development bureau, people's social security bureau, agricultural machinery bureau, county supply and marketing cooperatives, credit cooperatives and relevant township leaders as members.

Secondly, draft and formulate the Pilot Program for Cultivating New Professional Farmers in Xinbin County (Nong Xin Fa [2065438+03] No.27) and the Administrative Measures for the Recognition of Cultivating New Professional Farmers in Xinbin Manchu Autonomous County (Xinzheng Ban Fa [2065438+03] No.47). The two documents were distributed to 15 township governments and relevant departments directly under the county.

Third, in the name of the Agricultural Development Bureau, a mobilization meeting for the cultivation of new professional farmers was held, which was attended by leaders in charge of 15 townships, agricultural stationmasters and members of the leading group, and the Administrative Measures for the Recognition of the Cultivation of New Professional Farmers in Xinbin Manchu Autonomous County was issued to interpret the Pilot Measures for the Cultivation of New Professional Farmers in Xinbin County.

2. Combine "characteristic industries" and do a good job of "five implementations".

The first is to implement the training major. According to the development status of leading industries and characteristic industries in Xinbin County, combined with the planting characteristics of new professional farmers, four majors were implemented based on edible fungi, Chinese herbal medicines (mainly acanthopanax senticosus), vegetables (mainly wild vegetables) and high-quality rice (mainly selenium-enriched rice).

The second is to implement the training base. Select Yongling Town, Weiziyu Town, Hongmiaozi Township and Hongsheng Township Agricultural Station as training bases for Chinese herbal medicines, wild vegetables, high-quality rice and edible fungi respectively.

The third is to implement the cultivation of students. According to the standard requirements of the "Administrative Measures for the Cultivation and Identification of New Professional Farmers in Xinbin Manchu Autonomous County": planting edible fungi and wild vegetables for more than 5 mu; More than 50 mu of Chinese herbal medicines; /kloc-Large industrialized high-quality rice farmers with an area of over 0/00 mu voluntarily signed up for the training. After screening at the county, township and village levels, 200 students were finally selected, divided into four majors with 50 students in each major.

The fourth is to implement training places. Through investigation and comparison, the content of systematic knowledge training (professional compulsory course) is finally determined. Taking advantage of the closed teaching in Fushun Professional School, students were trained intensively for 8 days to complete the systematic knowledge teaching task. Conduct "simulation operation" and "on-site guidance" in township teaching bases and demonstration bases.

The fifth is to implement teacher training. The training mode of joint teaching by experts and professors at the provincial, city and county levels is adopted, with provincial experts and teachers from professional schools as the main participants, as well as local experts at the county level, so that students can learn professional knowledge from different angles and improve their operational skills.

3. Improve the "rules and regulations" and implement training in an orderly manner.

First, make a training plan. The formulation of the training plan is based on the training standard of the agricultural system for cultivating new professional farmers in the province, combined with the specialty setting of Xinbin County. The training content includes the application of rural informatization, rural policies and regulations, agricultural management, agricultural product marketing, etc. Each course lasts two days.

Secondly, clarify the division of responsibilities, announce the list of organization members, and establish various rules and regulations, such as: teaching class responsibilities; The duties of a class teacher. List of leading groups for cultivating new professional farmers; List of members of the class organization of the teaching class; List of students in the class. Base management system; Teaching management system; Archives management system; Examination and evaluation system. The above Duties, List and System are all made according to the unified standards, styles and production of the county agricultural broadcasting school, and distributed to the county agricultural broadcasting school and four teaching bases for publicity and promotion.

The pilot work of cultivating new professional farmers in Xinbin County begins at the beginning of each period, including the opening ceremony and the closing ceremony. At the beginning of the course, all the students will get the relevant books. From September 9 to September 24, 200 students were systematically trained to study in Fushun Professional School in two phases (each phase 100). 2. Change the concept of training and improve the quality of training. According to the planning requirements, combined with the development characteristics of characteristic industries in Xinbin County, after careful investigation and repeated research, we finally decided to break the previous training mode limited to a certain township or village, and focus on selecting leading enterprises, characteristic industrial households, family farms, cooperative leaders and young and middle-aged farmers throughout the county, and strive to cultivate a group of new professional farmers with high comprehensive quality, strong production and management ability and meeting the requirements of modern agricultural development, so as to further promote the development process of modern agriculture in Xinbin County.

3. Establish a contact card and track the service in place. During the training period, the county agricultural broadcasting school printed a contact card for each student to keep in touch. The trainees of this training course are the backbone of the development of characteristic industries in this county. They have worked in the front line of rural production for a long time, and there are not many learning opportunities at ordinary times. Through training, they not only give every peasant student a dream of studying in secondary vocational schools, but also provide a platform for peasant friends to change their minds, update their concepts and advocate science. Therefore, most students cherish this opportunity, are eager for professional knowledge, study hard and take notes, and some students write their own experiences. After learning, we strengthened communication, enhanced understanding and established a good interpersonal network, which played a bridge and link role for students to enjoy information, complement each other's advantages and leapfrog development. In order to show sincerity, the students sent a banner to the Agricultural Broadcasting School, which read "Inheriting professional skills and building a century-old industry".

4. Reward outstanding models and promote advanced models. In order to make the process of cultivating new professional farmers complete, a summary meeting was organized at the end of the year. The meeting was held in the conference room of Xinbin Town Government. Leaders of county government and county agricultural development bureau attended the meeting and delivered speeches. At the closing ceremony, an award ceremony was held for outstanding classes, outstanding teachers and outstanding students to encourage outstanding students in the form of awards, rather than subsidies. 5. Strengthen information publicity and pay attention to public opinion orientation. During the training of new professional farmers this year, county TV reporters tracked and recorded the whole process. During this period, they not only broadcast on Xinbin News in time, but also regularly produced a special program called "The Road to Wealth". Thanks to the strong support and full participation of county TV stations, it has played an unprecedented publicity effect. It is a highlight in the publicity reports of pilot counties in the province.

Fourth, the main results achieved

Through eight days of systematic knowledge study, three days of simulated operation and three days of on-site guidance, the theoretical level of the students has been greatly improved, their operational skills have been enhanced to some extent, their ideas have changed unprecedentedly, and innovative industries have been developed.

First, innovate training methods and pay attention to training effectiveness. In the training process, according to the needs of students at any time, flexible and diverse training methods such as "question and answer", "learning and watching", "teaching and doing" and "taking one exam in one subject" are adopted. "Question and answer" means that the teacher asks questions and the students answer them. "Learn and see", and immediately go to the field to visit and study after learning the theory (to Shennong experimental base and edible fungi base). "Teaching and doing" means hands-on operation. "One subject and one test" means to test the training effect immediately after each subject is finished. During the training period, make full use of the effective time to complete the training content, interspersed with exams and simulation operations in the morning, middle and evening after school, so that the training work is colorful, intense and orderly, and the effect of doing the same thing with half the effort is achieved.

Second, the policy support is in place, and the cultivation effect is remarkable: excellent new-type professional farmers who meet the requirements are selected by the county government to enter higher institutions for free training and study. Meet the conditions, give priority to the declaration and promotion of a higher level of professional and technical titles of farmers. For new professional farmers who meet the requirements, priority should be given to agriculture-related projects, and those who set up professional cooperatives can be given priority to declare provincial and municipal demonstration societies.

The third is to strengthen registration management and provide talent protection. By the end of 1 1, the systematic training, simulation operation and on-site guidance of 200 students in Xinbin County have been successfully completed. At the same time, the county agricultural broadcasting school actively organized four teaching classes to sort out and improve the training institutions, teaching classes and trainees' training files, so that 200 new professional farmers in the county can establish long-term training records and form permanent technical files, and carry out dynamic management with the continuous improvement of professional skills. Before the end of the year, every qualified trainee can get the professional skill appraisal certificate of agricultural industry issued by Ministry of Human Resources and Social Security and the Ministry of Agriculture, the new professional farmer cultivation certificate issued by the county government, and the systematic knowledge training certificate issued by the Agricultural Development Bureau. After two years' study, they will also get the secondary professional education certificate certified by the State Education Commission and issued by Liaoning Agricultural Radio and Television School. The implementation of the new professional farmer cultivation project will provide strong talent support and technical support for the development of characteristic industries and the construction of new countryside in our county.

1, the indicators are in place late, and the specific implementation of training lags behind. Missed the best training period, especially the on-site guidance, visit and study missed the golden season. It is suggested that the training plan should be transformed into a cross-year implementation project, or implemented in two years, with annual payment, which can realize the two-year academic system of secondary school.

2. Lack of training funds affects the quality of training. The provincial training fund is 2000 yuan per person, and it is difficult to complete the training content of 14 days. Moreover, the lack of timely training funds will inevitably affect the effective implementation of the training plan.

3. The number of cultivation certifications is inconsistent. If the farmers who did not participate in the training course are identified, it will be unfair to the trainees who participated in the training, and it will also have a certain impact on the enrollment and seedling selection next year.

4, individual township and department leaders do not pay attention to, the work is not in place, and the trainees are not seriously recommended, which affects the training effect and quality.

5. Individual students have a low level of understanding and are not serious about participating in learning. It is suggested that students' attendance, class discipline and test scores should be assessed, and the fund of "replacing compensation with awards" should be honored, which can play a positive role in promoting future training.

6, propaganda and mobilization is not in place, there is a dead end of information. It is suggested to take various forms to further strengthen publicity and mobilization, so as to make the cultivation of new professional farmers a household name.
