Danyang talent subsidy policy
There are many kinds of subsidies in China. In the deepening process of China's economic system reform, especially the price reform, the proper use of financial subsidy policy can alleviate the contradiction brought about by the change of prices and interests to a certain extent, and create conditions for the smooth progress of price reform and social stability.

The Ministry of Finance and Ministry of Human Resources and Social Security have issued a circular requesting all localities to implement relevant subsidy policies for college graduates to participate in vocational training and skill appraisal, and standardize the use and management of funds. According to the notice, if college graduates attend employment skills training in the graduation year (referring to the natural year where they graduate, that is, from June 65438+ 10 to February 65438+3 1 year), and pass the training and obtain the vocational qualification certificate above junior level through vocational skills appraisal, they will be given training subsidies according to the regulations (occupations that have not promulgated the national vocational skills standards should obtain special vocational ability certificates or training qualification certificates). Enterprises that sign labor contracts with newly recruited college graduates for more than six months in the graduation year and conduct pre-job training within six months from the date of signing the labor contract shall be given a fixed training subsidy according to the situation of continuing to perform the labor contract after training and a certain proportion of the local vocational training subsidy standard. For college graduates who have participated in entrepreneurship training and entrepreneurship training and obtained entrepreneurship training certificates within the graduation year, training subsidies will be given according to regulations. College graduates who have passed the initial vocational skill appraisal and obtained the vocational qualification certificate or special vocational ability certificate within the graduation year shall be given a one-time vocational skill appraisal subsidy according to the regulations.

I. Characteristics

(1) subsidy is a kind of government behavior: the government behavior here is a broad concept, including not only the subsidy behavior of the central and local governments, but also the subsidy behavior of non-governmental organizations with government intervention.

(2) Subsidy is a kind of financial behavior: that is, there is expenditure in the government's public account.

(3) Subsidies must give the subsidized party certain benefits: generally speaking, this benefit is that the subsidized party has obtained some value from a government subsidy plan that it cannot obtain in the market.

(4) subsidies should be specific: specific subsidies refer to subsidies provided by the government to some enterprises selectively or differently.

Second, the role

1. Support the development of agricultural production

2. Stabilize people's lives

3. Alleviate economic contradictions

4. College graduates enjoy training subsidies.

Third, the elements.

1. The government of a member or a public entity within a member provides financial assistance, or provides any form of income support or price support in the sense of GATT 1994, thus giving certain benefits, which constitutes subsidies.

2. Whether a measure constitutes a subsidy depends on two factors, one is the financial support of the government or public institutions, and the other is the support to generate benefits.

Legal basis:

WTO rules related to subsidies include Article 6 of General Agreement on Tariffs and Trade, Article 16 and Agreement on Subsidies and Countervailing Measures (collectively referred to as Countervailing Rules). These rules not only adjust the issue of countervailing, but also adjust the issue of subsidies. These rules allow the use of subsidies, but limit subsidies; For unfair subsidies, countervailing measures are allowed, but they are also limited.
