Yantai city forest fire prevention regulations
Chapter I General Provisions Article 1 In order to effectively prevent and put out forest fires, safeguard people's lives and property safety, protect and develop forest resources, and maintain ecological security, these Regulations are formulated in accordance with the Forest Law of People's Republic of China (PRC), the Regulations on Forest Fire Prevention, the Regulations on Forest Resources of Shandong Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention, fighting and post-disaster disposal of forest fires within the administrative area of this Municipality. Third forest fire prevention work adhere to the principle of prevention first and active elimination. Fourth forest fire prevention work to implement the chief executive responsibility system of the people's governments at all levels.

The competent forestry authorities of the people's governments of cities and counties (cities, districts) shall be responsible for the supervision and management of forest fire prevention within their respective administrative areas.

Other relevant departments of the people's governments of cities and counties (cities, districts) shall be responsible for the relevant forest fire prevention work in accordance with the division of responsibilities.

The township (town) people's government and the village (neighborhood) people's committee shall, in accordance with the responsibilities of forest fire prevention, do a good job in forest fire prevention.

Forest resource management units and individuals shall bear the responsibility of forest fire prevention within their business scope. Fifth people's governments at all levels should sign the responsibility book of forest fire prevention step by step, and implement the annual responsibility target management.

County (city, district) people's government or township (town) people's government shall sign a letter of responsibility for forest fire prevention with the units and individuals responsible for forest fire prevention within their respective jurisdictions, scientifically delimit the forest fire prevention responsibility area, determine the person responsible for forest fire prevention, and implement annual target management of responsibility. Article 6 The people's governments of cities and counties (cities, districts) shall set up a forest fire prevention headquarters with the chief executive as the general commander, responsible for organizing, coordinating and guiding the forest fire prevention work in their respective administrative areas. The forest fire prevention headquarters is composed of relevant departments, garrison troops, armed police forces and public security fire fighting forces.

The competent forestry authorities of the people's governments of cities and counties (cities, districts) undertake the daily work of the forest fire prevention headquarters of the people's governments at the corresponding levels, and are equipped with full-time or part-time personnel. Article 7 The people's governments of cities and counties (cities, districts) shall incorporate forest fire prevention infrastructure construction into the national economic and social development plan, and incorporate forest fire prevention funds into the fiscal budget at the corresponding level to ensure the needs of forest fire prevention and fire fighting.

People's governments at all levels should increase investment in forest fire prevention science and technology, popularize and apply advanced science and technology, and improve scientific fire prevention and extinguishing ability. Article 8 Where forest fire prevention involves more than two administrative regions, the people's government at the next higher level shall determine the forest fire prevention joint defense area, establish joint defense mechanism, formulate joint defense systems and measures, and jointly do a good job in forest fire prevention. Ninth city and county (city, district) people's government or its forest fire prevention headquarters shall commend and reward the following units and individuals:

(a) remarkable achievements in the prevention of forest fires;

(2) Having made outstanding contributions in fighting forest fires;

(three) outstanding achievements in the post-disaster disposal of forest fires;

(4) Report the hidden danger of forest fire, field fire or forest fire in time to avoid heavy losses;

(five) other circumstances that should be commended and rewarded. Chapter II Forest Fire Prevention Article 10 The competent forestry authorities of the people's governments of cities and counties (cities, districts) shall, in accordance with the national forest fire prevention plan and in light of local conditions, formulate forest fire prevention plans in their respective administrative areas, and organize their implementation after approval by the people's governments at the corresponding levels. Eleventh city, county (city, district) people's government departments in charge of forestry should prepare emergency plans for forest fires, reported to the people's government at the same level for approval, and reported to the competent forestry department of the people's government at the next higher level for the record.

The forest fire emergency plan shall include the following contents:

(a) forest fire emergency command institutions and their responsibilities;

(2) Early warning, monitoring, information reporting and processing of forest fires;

(three) forest fire emergency mechanism and measures;

(4) Guarantee measures such as funds, materials and technology;

(5) Post-disaster disposal.

The township (town) people's government shall formulate emergency measures for forest fires according to the emergency plan for forest fires.

Village (neighborhood) committees, forest resource management units and individuals shall, in accordance with the provisions of the forest fire emergency plan and forest fire emergency treatment measures, assist in the emergency treatment of forest fires. Twelfth people's governments at all levels shall, according to the forest fire prevention planning and relevant regulations, organize the construction or configuration of the following forest fire prevention facilities and equipment:

(a) forest fire prevention project or biological barrier network, warning signs;

(2) Forest fire prevention observation stations (stations) and forest fire prevention passages;

(3) Forest fire prevention communication network and remote video monitoring system;

(4) Water storage facilities such as forest fire prevention reservoirs, ponds and water storage pools;

(five) forest fire prevention materials storage, transportation and fire extinguishing equipment;

(six) power generation, lighting and other facilities and equipment;

(seven) other forest fire prevention facilities and equipment that should be built or configured.

People's governments at all levels shall simultaneously plan and support the construction of forest fire prevention passages and water storage and delivery facilities as stipulated in Items (2) and (4) of the preceding paragraph.

The people's governments of cities and counties (cities, districts) shall establish an aviation fire-fighting cooperation mechanism, build and improve aviation fire-fighting water sources, temporary aircraft aprons and other infrastructure to ensure aviation fire-fighting needs.

No unit or individual may destroy or illegally occupy forest fire prevention facilities and equipment.
