First, the work of political and legal talents in our county
In recent years, all political and legal departments in our county have focused on the objective reality and development requirements, focused on the construction of high-level talents, coordinated the needs of talents at all levels and all kinds, taken various effective measures, vigorously developed human resources, vigorously strengthened the construction of talents, trained and brought up a large number of outstanding political and legal talents, and gave full play to their roles, which further increased the total number of political and legal talents and further enhanced the cohesion and combat effectiveness of the team. The quality of police officers has been further improved, the team style has been further improved, and the level of law enforcement has been further improved, which has played an important role in promoting the in-depth development of political and legal work and maintaining social stability and stability.
First, firmly establish the concept of talents. Political and legal departments at all levels have always placed talent work as a basic work in the first place in all professional work, and clearly realized that only by doing a good job in talent work and mobilizing the enthusiasm and creativity of the broad masses of police officers can we comprehensively improve the overall quality of the team, enhance its combat effectiveness, enhance its professional level and law enforcement level, and promote the in-depth development of all political and legal work. Therefore, political and legal departments at all levels should further unify their thinking, establish the idea of doing talent work first, actively invest in the construction of talent team, and lay a solid ideological foundation for the in-depth development of political and legal talent work.
The second is to strictly control the "entrance". In the introduction of talents, all departments of political science and law always strictly control the entrance, so that those with insufficient academic qualifications do not advance, those with low quality do not advance, and those with unrealistic style of work do not advance. For example, before the grassroots judicial assistants in our county were merged in June 5438+February 2002, there were only 25 administrative police officers in the county bureau. In order to solve the problem of serious shortage of talents after the establishment of the hospital, on the basis of absorbing the former judicial assistants with strong sense of responsibility, rich work experience and energy, the civil servants were recruited openly for the society in the form of recruiting civil servants and transferring them from other administrative departments. Through the unified examination organized by the personnel department and the approval of the superior business department, * * * has recruited 12 young civil servants with good quality, further enhancing the vitality of the team.
The third is to cultivate and use talents boldly. First, take advantage of your advantages. For the police with a long history, we should overcome their shortcomings, make use of their special skills, put them in the right position, and give full play to their talents. For example, in June 5438 +2003 10, a police officer passed the judicial qualification examination. In order to give full play to his specialty, he was immediately transferred to the relevant department of the organ as the person in charge, so as to give full play to his role and talents. Second, scientific employment. First of all, we should adhere to meritocracy, break through the shackles of fixed thinking, and boldly use police officers with good moral character, responsible work, rich experience and outstanding performance. Secondly, broaden the channels for selecting people and introduce a competitive mechanism in the selection and appointment of cadres. In 2003, the county procuratorate took out all the positions in the hospital except those appointed by the county party Committee, so that outstanding talents could find suitable positions in the competition. Dare to take responsibility again. In view of the serious seniority phenomenon in the political and legal departments in the past, we should not temporarily release the police officers in their prime just because they are young, but give priority to training in posts with heavy tasks and hone them under difficult conditions to further stimulate the vitality of the team. In 2004 alone, four young police officers were promoted to deputy division level cadres.
Third, I am willing to invest. As a poor mountainous county, the funds of political and legal departments at all levels in our county are very limited. However, in this situation, political and legal departments at all levels have overcome difficulties, raised funds in various ways, regularly sent police officers to relevant departments in provinces, cities and counties for business skills training, encouraged police officers to participate in various on-the-job education, and constantly improved the cultural quality and professional quality of the team. In the past two years, political and legal departments have invested a certain amount of money every year to train talents, which has provided a strong material guarantee for talent training.
Second, the problems in talent work
Although some achievements have been made in the work of political and legal talents in our county, due to various factors, there are still some problems in the work of talents, which are embodied in the following aspects:
First, the total number of talents is insufficient. With the deepening of reform and opening up, the situation of social stability is becoming more and more complicated. To deal with these difficulties and problems, the police force is very important. Judging from the current situation, the police force in our county is very limited, which is far from meeting the needs of political and legal work. As far as public security organs are concerned, the population of the county is about 360,000, but there are only 223 policemen, with an average of less than one policeman per 654.38+10,000 people. There are only/kloc-0 policemen in some departments within the organs, which seriously affects the in-depth development of public security work.
Second, there is a shortage of high-quality talents. As far as the police education is concerned, only 1 of the existing police officers in the county graduated from full-time political and legal colleges, and most of the rest obtained relevant education through correspondence, distance education and TV university study. As far as the professional quality of police officers is concerned, there is a lack of professional case leaders and experts, and some police officers can't fully meet the job requirements, so that in some units, there is a phenomenon that "one third of the people are capable, one third follow the trend, and one third stand and watch".
Third, the layout of talent structure is not reasonable. From the perspective of knowledge structure, there are fewer police officers who graduated from political and legal colleges, more police officers who are not political and legal majors, and there is a serious shortage of talents in computer, secretarial and financial fields. In terms of distribution, there is a shortage of talents at the grassroots level, especially at the front line of handling cases; Judging from the age distribution, there are relatively few backbones of existing departments with strong majors, and there is a fault phenomenon.
Fourth, the mobility of talents is not great. There are too few exchanges and adjustments between political and legal departments, between political and legal departments and other departments, and between higher and lower political and legal departments. As far as our county is concerned, in recent years, apart from the promotion of departmental leaders to other counties as main leaders, there has been little communication between deputy leaders of politics and law. If there are changes, they are only responsible for the work within the department or adjust the department. As for the exchange of ordinary police, except those transferred to coastal areas, there is basically no change, which is difficult to stimulate the vitality of the team, thus affecting the work.
Fifth, the import and export are not smooth. Smooth import and export is a topic that has been raised for many years. However, apart from the regulations on import, there are no clear regulations for those policemen who have not contributed to their work, made big mistakes and often disobeyed their leaders, which makes it difficult to deal with or adjust these policemen through organizational measures, that is, the problem of cleaning up still exists to varying degrees, and the employment system and qualification system that can be promoted, lowered and released need further reform and improvement.
Sixth, the professional ethics level and law enforcement level of a few political and legal police officers are not high. There are still some violations of law and discipline in the political and legal team, such as handling relationship cases, human cases and money cases. In 2003 alone, two police officers of politics and law in our county were dealt with for violating the law and discipline, and one of them was sentenced.
Seventh, insufficient investment in talent training. Although there is investment, at present, due to the shortage of funds, most of the funds invested by political and legal organs are used to solve hardware facilities and handle cases, and the funds for talent team construction are still relatively insufficient.
Third, the countermeasures of talent work
1, it is necessary to effectively raise awareness of the importance and urgency of talent work. Under the guidance of Deng Xiaoping Theory and Theory of Three Represents, all departments at all levels should conscientiously study and profoundly understand the decisions of the Central Committee and the State Council on further strengthening the work of talents, further unify their ideological understanding with the major decisions and work arrangements of the Central Committee and superiors, further enhance their sense of responsibility and mission in doing a good job in the work of political and legal talents from a global and strategic perspective, and firmly establish a scientific view of talents. Focusing on the central task of expanding the total number of talents, improving the talent structure and improving the overall quality of the talent team, we will vigorously break through all ideological concepts that hinder the rapid growth of talents, resolutely break down all institutional obstacles that restrict talents from displaying their talents, make efforts to change all the atmosphere and environment that affect talents' entrepreneurial innovation, and strive to build a political and legal team with good political quality, strong professional ability, high work efficiency and people's satisfaction.
2, strengthen the investigation of political and legal personnel. In view of the outstanding problems such as talent shortage, high-quality talent shortage and unreasonable structural layout, it is necessary to seriously carry out research, formulate long-term plans and short-term goals for strengthening the construction of talent teams in this system and department, and put forward corresponding work measures. First, to vigorously promote the "talent gathering project", we should establish the concept of "talents for our use", further broaden the thinking of talent development, implement both "entering talents" and "entering talents", and gather all kinds of political and legal talents into various political and legal undertakings by strengthening the construction of talent carriers and innovating the way of talent development, so as to strive to achieve the coordinated development of talent structure and political and legal undertakings. 3, strengthen the implementation of the work measures of political and legal personnel. In accordance with the law of talent growth, we should build a support system for the cultivation of outstanding top-notch talents with clear positioning, distinct levels and mutual support, continue to adhere to the special requirements of the political and legal front for leaders at all levels, strictly enforce political standards, highlight their abilities in accordance with the principle of having both ability and political integrity and selecting people on the basis of performance, and strive to form a good atmosphere for outstanding talents to stand out.
First, we must continue to increase the intensity of study, education and training. It is necessary to reform the training methods and contents, pay attention to the transformation from knowledge-based training to competency-based training, adhere to the focus on leading talents, business backbone talents and professional and technical talents, and give priority to training. Adhere to the establishment of a "learning-oriented political and legal organ", form a benign mechanism for all-staff learning and lifelong learning, and strive to cultivate more high-quality and sophisticated talents. Persist in training talents in practice, and train a large number of professional experts and post pacesetters through rotation training, actual combat training and post training. We should adhere to the combination of training and use, and regard business training as a necessary procedure for appointment, appointment and promotion. It is necessary to increase investment, continue to implement the talent development strategy, set up special funds, and select a group of outstanding young police officers with solid theoretical foundation and innovative potential to give key support.
Second, we must continue to increase the intensity of exchange and rotation.
