If the training target of small and medium-sized enterprises that stop production or business meets the requirements of item 1, the subsidy period shall be implemented in accordance with item 1.

4.( 1) Foreign trade, accommodation and catering, cultural tourism, transportation, wholesale and retail industries that are greatly affected by the epidemic; (2) Enterprises undertaking the construction of the 14th National Games; (3) Key enterprises for epidemic prevention and control. Second, the enterprise reporting conditions

1. 2. Identification of key enterprises for epidemic prevention and control: refer to Forwarding: Notice (Shaanxi No.202036) issued by Shaanxi Provincial Department of Industry and Information Technology.

3. Identification of small and medium-sized enterprises: Except for large enterprises identified in Article 1, all other enterprises can be identified as small and medium-sized enterprises.

4. Identification of small and medium-sized enterprises that have stopped production or business: Notice of stopping production or business, or relevant certification materials and enterprise commitment letter are required. (Relevant certificates, such as the epidemic prevention acceptance report issued by the local epidemic prevention headquarters).

5. Identification of industries greatly affected by the epidemic: foreign trade, accommodation and catering, cultural tourism, transportation, wholesale and retail industries, and the identification of industries shall be determined according to the business scope of industrial and commercial business licenses.

6. Identification certificate of the enterprise undertaking the construction of the 14th National Games: provide relevant bid-winning notice or contract.

7. Identification of various production and business entities such as new community factories (including poverty alleviation workshops and village factories) and farmers' professional cooperatives: labor contracts or employment agreements must be signed with employees. Other types of SMEs must sign labor contracts with employees.

8. Labor dispatch enterprises shall be implemented in accordance with the relevant provisions of Document No.20204 of the Municipal People's Social Security Bureau.

9. Eligible enterprises and objects shall enjoy the subsidy for training on behalf of others within the term of the labor contract or employment agreement, and the maximum subsidy shall not exceed 6 months.
