In order to implement the spirit of the State Council's Opinions on Strengthening Vocational Training to Promote Employment (Guo Fa [2010] No.36) and Hebei Provincial People's Government's Implementation Opinions on Strengthening Vocational Training to Promote Employment (Zheng Ji [2011] No.75), further standardize the vocational qualification training in the whole province and promote the orderly vocational qualification training.
First, the scope of vocational qualification training
According to the national vocational standards (including the industry appraisal and evaluation norms or technical grade evaluation norms, the same below), the training with clear training requirements (excluding the training that enjoys subsidies from special funds for employment) in the nationally unified appraisal (unified examination) occupations, the province-wide unified appraisal (unified examination) occupations and daily appraisal occupations will be included in the management scope of vocational qualification training as mentioned in this document. Institutions of higher learning, vocational training institutions and enterprise training institutions with independent legal personality and corresponding vocational qualification training conditions may apply for undertaking corresponding vocational training after being recognized, which are collectively referred to as vocational qualification training institutions.
Two, the identification of vocational qualification training institutions
According to the principle of overall planning and rational layout, the identification of vocational qualification training institutions is organized and implemented according to the following procedures.
(1) Division of responsibilities.
1. The administrative department of human resources and social security of the province is responsible for the identification of vocational qualification training institutions that intend to undertake national unified appraisal (unified examination) and provincial unified appraisal (unified examination) throughout the province; Responsible for the identification of the national first-class, second-class and third-class vocational qualification training institutions that intend to undertake the daily appraisal occupation in the province (the third level should be the provincial appraisal occupation); Responsible for the identification of vocational qualification training institutions of various categories, occupations and grades undertaken by the central and provincial governments.
2. The administrative department of human resources and social security of each district and city is responsible for the identification of the national vocational qualification training institutions in the third, fourth and fifth levels of daily identification of occupations within its jurisdiction (the third level is the identification of occupations in each district and city), and the application procedures, application conditions and assessment are organized and implemented by the administrative department of human resources and social security of each district and city.
3. Provincial vocational qualification training institutions in Shijiazhuang shall be subject to daily supervision by the provincial human resources and social security administrative departments; Provincial vocational qualification training institutions other than Stone, the provincial human resources and social security administrative department may entrust the local municipal human resources and social security administrative department to carry out daily supervision; Vocational qualification training institutions in cities divided into districts shall accept the daily supervision of the administrative departments of human resources and social security in cities divided into districts.
(2) application procedures. According to the above division of responsibilities, the training institutions to be reported to the provincial administrative department of human resources and social security shall be declared according to the following procedures: if the institutions to undertake vocational qualification training in various districts, municipal districts and cities are not in Shijiazhuang, they shall be declared to the administrative department of human resources and social security in the districts and cities where they are located, and the vocational capacity building section (office) of the municipal human resources and social security bureau shall organize the professional skill appraisal institutions and relevant experts at the same level to conduct preliminary examination and recommend them to the provincial administrative department of human resources and social security; In stone, provincial institutions directly to the provincial human resources and social security administrative departments to declare. The Vocational Capacity Building Department of the Provincial Department of Human Resources and Social Security conducts a written review of the application materials of institutions in Shijiazhuang, provincial institutions and recommended institutions with districts and cities. Meet the reporting conditions, in conjunction with the provincial departments of vocational skills appraisal institutions to conduct on-the-spot assessment.
(3) application materials. Institutions that intend to undertake vocational qualification training shall submit the following materials in accordance with the Application Conditions for Vocational Qualification Training Institutions (Annex 1):
1, Application Form for Vocational Qualification Training Institutions in Hebei Province (Annex 2);
2. Feasibility report on developing vocational qualification training;
3, legal person qualification certificate, school license, certificate of training function, certificate of professional setting, fee license, etc. ;
4 resumes, academic qualifications and professional titles (professional qualifications) certificates of at least three key managers and full-time and part-time teachers to be employed;
5. The area of office space, training classroom and training place suitable for applying for vocational qualification training, the list of equipment and facilities, the property right certificate or lease agreement of the listed items;
6, vocational training plan (outline) and training materials;
7. Main management rules and regulations;
8. Carry out training commitments according to law.
Cross-regional training in this province needs to be approved by the administrative department of human resources and social security of the city where it is located, and approved by the administrative department of human resources and social security of the province.
(4) Organization number. The vocational qualification training institution recognized by the administrative department of human resources and social security of the province shall issue the Confirmation Letter of Vocational Qualification Training Institution (hereinafter referred to as the Confirmation Letter, Annex 3) and number it uniformly, valid for two years. The number of vocational qualification training institutions is seven, and the first four are specified as follows: provincial and below PX00, Shijiazhuang PX0 1, Tangshan PX02, Qinhuangdao PX03, Handan PX04, Xingtai PX05, Baoding PX06, Zhangjiakou PX07, Chengde PX08, Langfang PX09, Cangzhou px010 and Hengshui px6544. The last three digits are arranged in sequence number. When it is necessary to increase the training occupation or improve the training occupation level, the application procedures shall be fulfilled. Vocational qualification training institutions shall organize training and appraisal examination registration according to regulations. Without the approval of the provincial administrative department of human resources and social security, no unit or individual may engage in the corresponding vocational qualification training and appraisal.
Third, the supervision of vocational qualification training.
The administrative departments of human resources and social security of provinces, districts and cities shall carry out daily supervision over vocational qualification training institutions in accordance with the division of responsibilities. We can establish and improve the supervision system and accept social supervision through irregular inspection, spot check, entrusted inspection and publication of reports.
(1) Advertising censorship. All kinds of enrollment advertisements such as enrollment brochures and notices issued by vocational qualification training institutions shall be submitted to the administrative department of human resources and social security for review and release, and illegal advertisements and false propaganda are strictly prohibited.
(2) The beginning and end of the archiving course. Vocational qualification training institutions shall, in accordance with the contents and hours stipulated by the national vocational standards, formulate training plans and organize their implementation, and strictly sign up for the qualification examination for trainers. Within ten working days before the start of training, submit the Application Form for Starting Vocational Qualification Training in Hebei Province (Annex 4) and the Vocational Qualification Training Roster in Hebei Province (Annex 5) to the administrative department of human resources and social security, and start training after examination. After the training, the final exam should be organized, and the final exam results should be marked as qualified or unqualified in the columns of "Hebei Vocational Qualification Training Roster" and "Final Exam Results", and reported to the administrative department of human resources and social security for review and filing. Among them, those who pass the final exam will be issued a certificate of completion of vocational qualification training uniformly printed by the Provincial Department of Human Resources and Social Security. The administrative department of human resources and social security of each district and city is responsible for the statistical work of vocational qualification training within its jurisdiction, which is included in the statistical scope of the Statistical Table of Vocational Training in Hebei Province and submitted to the ministries and agencies in accordance with the regulations.
(3) Combination of training and assessment. Vocational qualification training should be closely linked with appraisal examination. Audited "Application Form for Offering Vocational Qualification Training in Hebei Province", "List of Vocational Qualification Training in Hebei Province" and "Certificate of Completion of Vocational Qualification Training", which have indicated the final exam results, shall be used as the qualification materials for reporting to participate in the appraisal examination and handling the examination and printing of vocational qualification certificates. Vocational qualification training institutions or individuals shall submit the above-mentioned corresponding materials when applying for accreditation registration review or applying for the inspection and printing of vocational qualification certificates after passing the appraisal. The administrative departments of human resources and social security of provinces, districts and cities, professional skill appraisal institutions and other materials that should be submitted shall go through the corresponding procedures.
(4) Annual registration. Vocational qualification training institutions to establish an annual registration system. Before the end of each year 1 month, the situation of vocational qualification training in the previous year and the Annual Registration Form of Vocational Qualification Training Institutions in Hebei Province (Annex 6) shall be reported to the administrative department of human resources and social security, and basic assessment shall be conducted on the basis of daily supervision and on-site inspection. Within two months before the expiration of the validity period of the certificate, the application for vocational qualification training and replacement should be submitted within the validity period, together with the Annual Registration Form of Vocational Qualification Training Institutions in Hebei Province, as the necessary information for the replacement of the certificate at the expiration of the validity period.
(5) Team building. Vocational qualification training institutions shall have no less than 3 managers and put on record in the administrative department of human resources and social security of the province, and carry out annual assessment. Those who pass the examination will be awarded the certificate of management personnel of vocational qualification training institutions; In accordance with the conditions stipulated by the national vocational standards, a team of vocational qualification training teachers will be established, and those who pass the examination will be awarded vocational qualification training teaching certificates. Teachers employed by vocational qualification training institutions shall hold vocational qualification training teaching certificates.
(6) accountability. If a vocational qualification training institution violates this document or charges fees under various excuses or commits other illegal acts, the administrative department of human resources and social security shall, according to its daily supervision duties, issue the Notice of Rectification of Violation of Vocational Qualification Training Institutions (Annex 7). If the circumstances are serious, the qualification recognized by the vocational qualification training institution shall be revoked. Suspected of violating discipline and law, the relevant authorities shall investigate their responsibilities. A vocational qualification training institution or occupation whose qualification has been revoked shall not declare again within two years from the date of revocation.
The ministries and agencies will standardize and clean up the vocational qualification training institutions in the province in a timely manner, and review them in accordance with the conditions, division of responsibilities and reporting procedures stipulated in this document. Unified numbering of qualified training institutions, effectively standardizing and developing the province's vocational qualification training. The vocational capacity building department (room) of the Human Resources and Social Security Bureau of each district and city shall, together with the vocational skill appraisal institutions at the same level, summarize the vocational qualification training institutions that should be recognized by the provincial offices, and be responsible for the daily supervision of the districts and cities. The Vocational Capacity Building Division (room) is responsible for filling out the Questionnaire of Vocational Qualification Training Institutions in Hebei Province (Annex 8) and submitting it by email before 20 12 15. Vocational qualification training institutions in Shijiazhuang and the province are directly submitted to the Vocational Capacity Building Department of the provincial offices.
