1. Policy adjustment and management needs Today, the importance of road traffic safety has been paid more and more attention by the government and people. How to standardize the quality of driving test, improve the management level of driving training and reduce the traffic accident rate is a very important topic. Since 20 12, Order No.2 of the Ministry of Communications, No.5 Document of Gongtong Zi, No.30 Document of Guofa, No.490 Document of Jiaoyunfa (20 12) and "Motor Vehicle Driving Training Examination Syllabus" jointly issued by the Ministry of Communications and the Ministry of Public Security all clearly require that students' awareness of safe and civilized driving should be cultivated and improved through information construction.

Zhejiang Road Transportation Administration is a pioneer in improving the quality and level of driving and training management through information construction. As early as 2005, Zhejiang Road Transportation Administration officially established the "Zhejiang IC Card Driving Training Timing Management System Project" and implemented it in all cities in the province. When IC card timing equipment and system management were used for the first time in China, good results were obtained. However, in the new 10 cycle, the State Council, Ministry of Communications, Ministry of Public Security and other ministries and commissions have put forward new requirements for the management mode, business process, teaching norms and information construction of driving training management. In order to continuously meet the needs of driving training market development and driving training management, Zhejiang Road Transportation Administration upgraded the original system and equipment, and realized intelligent networking and real-time monitoring of driving training information by introducing biometrics, GPS and 3G technologies, thus building a province. The goal of the project is to build a driving and training database integrating video, images and documents, accurately record the driving and training process and test results, automatically prevent the driving and training data from being tampered with, build a dynamic management and decision support system for driving and training business, build a four-dimensional integrated management platform for coaches, trainees, driving and training institutions and management organs, ensure the stable, healthy and sustainable development of the driving and training market in Zhejiang Province, establish a standardized driving and training data interface, and realize seamless docking with public security organs.

Second, Zhejiang Weir will build a new IC card timing management platform, innovate BOT operation mode, and help the healthy development of Zhejiang driving and training market.

Since 2005, under the leadership of Zhejiang Road Transportation Administration, Zhejiang Weir has promoted and implemented IC card driving training hours management equipment and system in the whole province. Through BOT operation mode, the cost of system updating and upgrading can be reduced, and the daily use and after-sales service quality of users after the platform is launched can be fully guaranteed.

The data switching between the old and new systems has been successfully completed, the equipment and systems are running stably, and the data center is running well. The successful implementation of this project has brought positive changes to the existing driving and training management and business model of Huzhou Transportation Management Bureau from three aspects.

1. Through GPS and 3G technology, the real-time collection and transmission of driving and training data are realized, and the real-time data networking among coaches, trainees and management platforms is built, and the Huzhou driving and training database with video, images and documents is built. Real-time collection, centralized storage and unified management of all data, and network data sharing have improved supervision efficiency, saved labor costs, and comprehensively and objectively recorded the daily life of Huzhou students.

2. Based on the business process, through the system platform, efficient driving and training management such as registration of driving and training institutions, registration of coaches, registration of trainees, transfer registration and file management has been realized, which has played a positive role in realizing the whole process of information construction of driving and training management, standardizing business operation processes and innovating business management mode, and is conducive to strengthening management efficiency and risk control.

Through the open platform design concept and standardized data interface, transportation management and public security can seamlessly connect the data of driving training and driving test, form a complete management chain of coaches, trainees and driving training institutions, make up for possible loopholes under the existing management system, facilitate the two departments to query relevant data, realize effective business linkage and supervision cooperation, and effectively improve the work efficiency of the two departments.

Customer Evaluation Under the guidance of road transportation management in Zhejiang Province, with the joint efforts of Huzhou Transportation Management Bureau and Zhejiang Weir, the whole project follows Zhejiang Weir's strict project management system specifications, uses Zhejiang Weir's latest integrated driving and training class management equipment and system platform, and adopts the software and hardware products of international manufacturers such as IBM, CISCO and ORACLE to build an efficient and advanced driving and training data management center. A flexible and stable driving training system framework is constructed. In the course of the project, it was supported by advanced management concepts such as centralized theoretical training business management mode, which effectively ensured the progress of the driving training information construction project in Huzhou, and with the help of the Dongfeng released by the two ministries, it became the first driving training class management project in China that truly realized the docking of public security and transportation management data.
