The State Education Commission (89) No.035 "Opinions on Strengthening the Training of Primary and Secondary School Principals in China" puts forward the task of carrying out on-the-job training for primary and secondary school principals, and all localities should conscientiously organize and implement it in accordance with the spirit of the above-mentioned documents and the document No.013 of the State Education Commission and the Ministry of Personnel.
On-the-job training of primary and secondary school principals is carried out in accordance with the requirements of post specifications and on the basis of the existing political and professional qualities of principals. Through training, the principal has a certain level of Marxist theory, basic political quality, professional knowledge and the ability to manage the school. This is the orientation training for obtaining the post qualification.

Anyone who holds the post of principal of ordinary primary and secondary schools organized by the state or social forces (above the principal and vice principal in rural areas, the same below) must participate in on-the-job training and obtain the Certificate of On-the-job Training. Due to the need of work, the entrants before training can only serve as acting principals, and then formally appoint or employ principals after obtaining the Certificate of On-the-job Training.
Those who have obtained a junior college degree or above in education management can be exempted from the courses with the same contents as the on-the-job training for primary and secondary school principals.
All localities should take effective measures to maintain the relative stability of principals who have obtained job training certificates. If the school changes and still serves as the principal of primary and secondary schools, its "On-the-job Training Certificate" will remain valid.
