(a) to organize the formulation of technical qualification management regulations for nondestructive testing personnel of civil nuclear pressure equipment, establish examination question bank of various nondestructive testing methods, formulate detailed rules for the implementation of practical skills examination, compile technical qualification training and examination outline for nondestructive testing personnel of civil nuclear pressure equipment, and report to the State Nuclear Safety Administration for the record;
(two) to examine and approve the establishment of the training and examination center of this department, and report it to the State Nuclear Safety Administration for the record;
(three) check the training and examination work;
(four) responsible for the qualification examination and approval of qualified personnel and the issuance of certificates, and report to the State Nuclear Safety Administration for the record;
(5) To be responsible for sorting out and filing relevant materials of forensic personnel (relevant materials include work unit, age, education background, time engaged in relevant nondestructive testing, nondestructive testing method, certificate type, number, date of obtaining evidence, test scores and papers, extending the validity period, updating identification certification materials, etc. Article 6 A training and examination center shall meet the following conditions:
(1) There must be enough auditors for nondestructive testing, nuclear engineering and nuclear safety;
(two) must have the corresponding infrastructure and nondestructive testing equipment, equipment to meet the needs of civil nuclear pressure equipment nondestructive testing personnel training and assessment. Article 7 The main duties of the training and examination center are:
(a) responsible for the examination qualification examination and admission of candidates;
(two) responsible for the training and assessment of nondestructive testing personnel;
(three) responsible for the relevant files of qualified personnel, submitted to the competent department of technical qualification appraisal committee; At the same time, keep the files of those who have not obtained the qualification certificate;
(four) to be responsible for the unified identification of the test blocks or specimens approved by the appraisal committee of the competent department, and to file the relevant approved materials; At the same time, ensure that the test block or specimen is strictly separated from the experimental test block or specimen;
(five) responsible for ten days before the training, the training and examination schedule in written form to the National Nuclear Safety Administration. Chapter III Rating, Qualification Examination, Training and Examination of Applicants Article 8 The technical qualification grades of nondestructive testing personnel for civil nuclear pressure equipment are divided into three grades: I, II and III. The first level is elementary, the second level is intermediate and the third level is advanced. Technical appraisal should be conducted according to different scoring methods. Article 9 The technical abilities and responsibilities of NDT personnel at all levels are:
(1) The first-level NDT personnel should have the ability to carry out NDT according to technical specifications under the supervision and guidance of the second-level or third-level personnel, and be able to adjust and use instruments and equipment; Perform inspection operations; Record the inspection results; Preliminary evaluation of inspection results according to standards;
(2) Secondary NDT personnel should be able to prepare technical specifications according to the determined process; Installation and calibration of instruments and equipment, and specific implementation of nondestructive testing; Interpret and review test results according to laws, standards and specifications; Write and publish the inspection result report; Familiar with the applicable scope and limitations of the corresponding nondestructive testing methods; Train and guide the first-class nondestructive testing personnel and the non-certified nondestructive testing personnel;
(3) Level-III NDT personnel are fully responsible for determining NDT technologies and processes, and implementing laws, regulations, standards and specifications; Comprehensive supervision and management of nondestructive testing; Interpret and evaluate test results according to laws, standards and specifications; Should be able to design special nondestructive testing methods, technologies and processes; When there is no acceptance standard for reference, assist relevant departments to formulate acceptance standards; Should have practical knowledge of materials, structure and production technology, and be generally familiar with other nondestructive testing methods; First-and second-level personnel corresponding to nondestructive testing methods can be trained. Article 10 An applicant must meet the following conditions:
(a) applicants should have the academic ability and practical experience required in table 1 and table 2, and those who pass the exam must go through a certain period of training before they can apply for the exam.
(2) The applicant shall provide the eyesight certificate issued by the hospital with the following eyesight requirements:
(1) The naked or corrected vision should be above 1.0;
(2) The applicant's color discrimination vision should be able to distinguish color contrast related to nondestructive testing methods.
(3) Those who apply for the technical qualification certificate of nondestructive testing of pressure equipment must obtain the general technical qualification certificate of corresponding methods and grades.
