Chen, 60, studied under Wen Rongguang, dean of Xiuchuan Mental Hospital and professor of Kaohsiung Medical University. In that era when psychiatry and mental illness were seriously stigmatized, he resolutely joined the field of psychiatry with his teacher Wen Rongguang. When Chen's parents heard that he wanted to be a psychiatrist, their first reaction was: "Is mental illness contagious? Fortunately, my sister, who is an obstetrician and gynecologist, helped me, and my parents promised that Chen would embark on the road of psychiatry.

During 1990, a series of social cases caused by mental patients occurred, including mental patients throwing sulfuric acid at primary school students in Yingqiao, Taipei, the murder of Guan Zheng, the minister of finance, by his mentally ill wife, the illegal reception of mental patients, the Longfatang incident in which managers were suspected of inhuman treatment of patients, etc ... Under the pressure of strong public opinion, the Mental Health Law was passed. Chen, who helped teacher Wen Rongguang pay long-term attention to the development of Longfatang, pointed out that the development of mental health in Taiwan Province Province has taken a big step forward from legislation to revision of the mental health law.

1997 revised the Mental Health Law for the third time, mainly by deleting the words "maintaining social order" in Article 1 and replacing them with "supporting and assisting patients in community life", that is, implanting the spirit of "community treatment" into the Mental Health Law, making mental health care community-based, and stating "At that time, the requirement of compulsory community treatment was very avant-garde. Taiwan Province Province is the first country in Asia that explicitly stipulates compulsory community treatment in the law. Chen said that it also attracted psychiatrists from all over the world to visit and observe Taiwan.

In 2007, in view of the protests of human rights groups, only two psychiatrists could identify patients as "compulsory hospitalization", which violated the modern trend of human rights. Therefore, the Ministry of Health and Welfare led the revision of the Mental Health Law and added a "review meeting" mechanism, which included psychiatrists, clinical psychologists, clinical nursing practitioners, clinical social workers, functional therapists, family representatives and legal persons.

Just as this amendment was promoted, Chen was transferred from the post of vice president of Kaohsiung Cihui Hospital to the post of president of Kaohsiung Kaixuan Hospital. Only three days after taking office, he was elected as the chairman of Taiwan Province Psychiatric Society, breaking the convention that the chairman of Taiwan Province Psychiatric Society is mostly a psychiatrist in North Taiwan Province Province. For the first time, a psychiatrist from South Taiwan Province Province was appointed as the chairman. He lived up to his mission and made great efforts to promote the amendment of the Mental Health Law.

During his tenure as president of Kaixuan Hospital, Chen not only promoted the amendment of the bill, but also implemented the mental health law and added a "community rehabilitation center", where mental patients went for functional rehabilitation during the day to prepare for future employment and then went home to rest at night; Secondly, provide "community therapy service", day care center and family therapy for disabled mental patients, and carry out self-care training.

At present, Triumph Hospital has 820 beds, including 70 in daytime, 500 in acute and 250 in chronic. It is the public mental hospital with the largest number of beds in China, and it sends 800 people to the community for family treatment every month.

Since Kaixuan Hospital, headed by Dean Chen, is famous for its "community mental health care", in recent years, with its unique advantages in mental health care, it has been helping Penghu County Hospital to pass the evaluation of the Ministry of Health. Since 2009, Triumph Hospital has received international tourists. 20 1 1 cooperated with Professor Cai Dujian, consultant of Pingtung Christian Hospital, to establish a cooperative research platform for community mental rehabilitation and a training workshop for professionals.

At present, Anwen RSKD Psychiatric Hospital in Indonesia sends staff to Kaixuan Hospital for training every year, once 1 ~ 3 months, with 3 ~ 5 people each time; Vietnam Nha Trang Mental Hospital and Da Nang Mental Hospital also send staff to Kaixuan Hospital for 10 to 2 weeks of training every year. Therefore, Triumph Hospital trained seven Vietnamese medical staff in 20 14, 18 medical staff from Vietnam, Indonesia and the Philippines in 20 16 and 14 medical staff from Vietnam, Indonesia, Thailand and Singapore in 20 16.

In addition to sending medical staff from Southeast Asian countries to visit Triumph Hospital for training, Triumph Hospital will regularly send staff to Vietnam to inspect the implementation of medical staff in two hospitals, check and accept the learning results, and give substantive suggestions through on-site observation. From 20 15, the number of medical personnel attended by delegations including doctors, practical nurse, occupational therapists, social workers and medical management talents. Chen recalled that two years ago, he helped set up a community rehabilitation center in Yogyakarta, Indonesia. All the activities were designed and planned by the medical staff of Triumph Hospital.

"Regardless of Indonesia and Vietnam, Triumph Hospital only provides humanitarian relief and assistance. In addition to helping mental hospitals in these Southeast Asian countries grow up in mental health care, it has also won praise from health authorities in Vietnam and Indonesia. Kaohsiung MRT Hospital brought the treatment concept of "community-based mental health care" into the world, which was affirmed by the international medical community. The Ministry of Mental Health of Thailand invited Chen to give a lecture on "The Current Situation of Depression Treatment in Taiwan Province Province".
