Article 1 In order to further standardize the management of funds for promoting the coordinated development of provincial-level foreign economic and trade regions (hereinafter referred to as "funds for promoting coordinated development") and improve the effectiveness and efficiency of the use of funds, these Detailed Rules are formulated in accordance with the Interim Measures for the Management of Funds for Promoting the Coordinated Development of Foreign Economic and Trade Regions (Caiqi [2008] 1 18, hereinafter referred to as "Administrative Measures") issued by the Ministry of Finance and the Ministry of Commerce.
Article 2 The funds for promoting the coordinated development of foreign trade and economic cooperation at the provincial level mentioned in these Detailed Rules refer to the special funds for promoting the development of foreign trade and economic cooperation arranged by the central finance and the provincial finance. The detailed rules for the implementation of the fund management for promoting the coordinated development of foreign trade and economic cooperation in the western region (Enshi, Changyang and Wufeng counties) clearly defined by the central government shall be formulated separately.
Article 3 The management of special funds shall follow the principles of openness and transparency, earmarking, scientific management and strengthening supervision.
Chapter II Supporting Contents
Article 4 The key support directions of coordinated development promotion funds are as follows:
(1) Support export enterprises to actively participate in international competition and further explore the international market;
(two) support the technological transformation of pillar export products such as mechanical and electrical products, high-tech products and agricultural products, guide the adjustment and optimization of import and export commodity structure and trade mode, and further expand the export proportion of processing trade and service trade;
(three) support the research and development of export products with independent intellectual property rights, cultivate high-quality brand-name export commodities and create independent export brands to improve the competitiveness of Chinese products in the international market;
(4) Supporting the construction of export bases;
(five) support all kinds of import and export enterprises to use export credit insurance to expand exports and avoid exchange risks;
(six) to support overseas project contracting, overseas direct investment and various labor export;
(seven) to support the construction of public service platform and the development of e-commerce;
(eight) to support the scientific demonstration of major foreign trade projects and the research of key commodities and key markets;
(9) Support international economic and trade academic and talent exchanges and cooperation, support talent training in the field of foreign trade and economic cooperation, and promote foreign trade capacity building.
Article 5 According to the use principle and direction determined in the Administrative Measures, the funds for coordinated development and promotion specifically support the following contents (see Annex 1 for details):
(a) support enterprises to participate in internationally renowned trade fairs (exhibitions). Enterprises that export more than $150,000 will be subsidized according to 50% of the booth fees actually borne by the enterprises when they participate in internationally renowned trade fairs organized by the Ministry of Commerce and provincial governments or government departments, and the maximum subsidy amount of a single enterprise will not exceed $100,000; 70% of the public exhibition expenses actually incurred by the organizing unit shall be subsidized, with a maximum of 500,000 yuan; According to the calculation of 70% of the round-trip cost of economy class for enterprises participating in international flights, there are no more than two sponsors for a single enterprise; According to the national financial regulations, 70% of the subsidy standard for overseas exhibition host countries will be given a living allowance, and the number of sponsors of a single enterprise will not exceed 2.
The key exhibition projects listed in the international market development plan issued by the Provincial Department of Commerce at the beginning of each year shall be declared by the Provincial Department of Commerce or its organizer.
(2) Support enterprises to increase investment in product technology upgrading. Enterprises that export mechanical and electrical products, high-tech products, agricultural products and other pillar products will be given discount subsidies for loans raised by product technological transformation projects to improve the quality and grade of export products or extend the industrial chain. The discount period is 65,438+0 years, and the discount amount is calculated according to the benchmark interest rate of the People's Bank of China for the same period (lower than the benchmark interest rate of the People's Bank of China, it is calculated according to the actual interest rate). The maximum amount of subsidy for a single project is no more than 2 million yuan, and the projects that are particularly important to export enterprises will be appropriately increased.
(3) Support enterprises to increase the research and development of new export products. For R&D projects of export products independently researched and developed by enterprises with independent intellectual property rights, 50% of the total actual R&D expenses of enterprises will be funded, and the maximum amount of funding for a single project will not exceed 6,543,800 yuan, and the proportion of funding for particularly important projects of export enterprises will be appropriately increased.
(4) Increase support for the export of agricultural products. The inspection and quarantine fees of agricultural products export enterprises, international certification fees such as organic product certification, and registration fees of agricultural products export bases with market access of importing countries (regions) shall be subsidized according to 70% of the actual payment of enterprises, and the maximum subsidy amount of a single project shall not exceed 654.38+10,000 yuan; If the relevant institutions establish export agricultural products testing rooms and purchase related equipment, they will be subsidized according to 50% of the actual equipment purchase fee, and the maximum subsidy amount for a single project will not exceed 6,543.8+0,000 yuan.
(5) Support software export and software outsourcing. Give a one-time subsidy to software export enterprises that have passed CMM (Capability Maturity Model Integration) evaluation, and the maximum subsidy amount for a single project shall not exceed 300,000 yuan.
(six) support enterprises to create export brands. Enterprises that have won the title of national export brand-name goods will be given a one-time subsidy of 6.5438+0.5 million yuan; Give a one-time subsidy of 654.38+10,000 yuan to enterprises that have won the title of provincial-level export brand-name commodities.
(seven) increase support for the construction of export bases. For the construction of the public service platform of the export base recognized by the competent commercial departments at or above the provincial level, 50% of the funding will be given according to the actual investment, and the maximum amount of funding for a single project will not exceed 5 million yuan; For the construction of agricultural products export base facilities, 30% subsidy will be given according to the actual investment, and the maximum amount of subsidy for a single project will not exceed 6.5438+0 million yuan.
(eight) to encourage export enterprises and foreign economic enterprises to actively take out export credit insurance. Enterprises insured with short-term export credit insurance will be subsidized according to the actual premiums paid, including 70% of agricultural products, 50% of mechanical and electrical products and high-tech products, and 30% of other products; Enterprises insured with medium and long-term export credit insurance shall be subsidized according to 10% of the actual premium paid, and the maximum subsidy amount of a single enterprise shall not exceed 500,000 yuan.
(9) Support enterprises to actively respond to technical barriers to trade. Appropriate subsidies will be given to the expenses of international standard certification, product certification in export market and related registration, evaluation, testing and filing of relevant export enterprises in order to cope with the technical barriers to trade set by importing countries (regions) with harsh technical regulations and standards as the main content.
(ten) support enterprises to implement trade remedy measures. Enterprises that formally file lawsuits and complaints with relevant institutions at home and abroad shall be given appropriate subsidies according to the actual legal fees of their lawsuits and complaints, and the maximum amount of subsidies for a single enterprise shall not exceed 500,000 yuan.
(eleven) encourage enterprises to carry out international service outsourcing business. Give 30% subsidies to enterprises that provide onshore service outsourcing business, and the maximum amount of subsidies for a single project shall not exceed 200,000 yuan; Give 30% subsidies to enterprises that provide offshore service outsourcing business, and the maximum amount of subsidies for a single project shall not exceed 300,000 yuan; 30% subsidy will be given to joint ventures, equity participation and cooperation between enterprises and overseas enterprises to carry out service outsourcing business, and the maximum subsidy for a single project will not exceed 300,000 yuan; Give a one-time subsidy of 200 thousand yuan to enterprises that become outsourcing service providers of international multinational companies; Give a one-time subsidy of 654.38+10,000 yuan to enterprises providing service outsourcing services in Huawei multinational companies; 50% of the actual expenses shall be subsidized for the promotion activities of international service outsourcing carried out by professional contractors, and the maximum amount of subsidy for a single project shall not exceed 200,000 yuan.
(twelve) to encourage the implementation of the "going out" strategy. Overseas seafarers' training and internship fees will be directly subsidized and incorporated into the unified management of special funds for overseas seafarers promoted by the provincial government. Give appropriate funding to the upfront costs of enterprises to carry out foreign contracted projects and overseas direct investment projects; Give appropriate subsidies to foreign labor service enterprises, foreign economic training institutions, provincial overseas labor service comprehensive bases and overseas seafarers' source bases.
(thirteen) to support the construction of business information service system. The construction project of business information public service system is planned by the whole province in a unified way and arranged by stages.
(fourteen) to encourage the promotion of foreign trade and economic capacity building. For international economic and trade academic and talent exchange and cooperation, foreign economic and trade talent training projects, 50% funding will be given according to the actual cost of the project, and the maximum amount of funding for a single project will not exceed 200,000 yuan.
(fifteen) to support the research and demonstration of major issues in the field of foreign trade and economic cooperation. 50% of the research, evaluation and demonstration expenses of major projects, key commodities, key markets, important plans and other major topics in the field of foreign trade and economic cooperation determined by the provincial commerce department, and the maximum amount of funding for a single project does not exceed 200,000 yuan.
Article 6 The principle of making overall plans for development and promoting the allocation of funds for various support contents is not to exceed the approved budget, and at the same time, the needs of key projects and key products are fully considered. For projects that have received similar financial support from the state and local governments, there will be no repeated support.
Chapter III Competent Departments and Division of Duties
Seventh provincial financial departments and commercial departments are the competent departments in charge of coordinated development and promotion of funds in this region.
Eighth Provincial Department of Commerce is responsible for determining the key support points of the province's coordinated development promotion funds, putting forward the plan for the use of funds, establishing the project library and conducting scientific management, and organizing the project declaration and review together with the Provincial Department of Finance. The competent commercial departments at all levels below the provincial level shall, jointly with the financial department, be responsible for project organization, project application acceptance, preliminary examination and implementation supervision.
Article 9 The Provincial Department of Finance is responsible for reviewing the key support points and fund use plans for the coordinated development and promotion of the whole province, putting forward the requirements for fund supervision, determining the fund disbursement procedures, and supervising and inspecting the use of funds jointly with the Provincial Department of Commerce. The financial departments at all levels below the provincial level are responsible for the allocation of project funds, and jointly with the commercial departments entrust them to supervise and inspect the project funds.
Chapter IV Project Declaration
Article 10 An applicant for a coordinated development promotion fund project shall meet the following conditions:
(1) Having the qualification of an independent legal person;
(two) with import and export business qualifications, foreign-invested enterprises approval certificate or foreign contracted projects (labor cooperation) business qualifications, except for the relevant competent departments or institutions as project units;
(three) there are professionals engaged in the project and the implementation conditions;
(4) The financial management system is sound, and there are no illegal acts such as foreign exchange fraud, tax fraud and smuggling in the last three years;
(five) have good business performance, have a certain ability of matching funds.
Article 11 The cumulative annual support amount of the applicant shall not exceed100000 yuan. A single project expenditure of less than 50 thousand yuan will not be supported.
Article 12 The project declared by the applicant shall be the completed project from the deadline of last year's project declaration to the deadline of this year's project declaration (technical renovation, R&D and other projects with a long time span, and the time can be appropriately relaxed).
Thirteenth when applying for a project according to the administrative level, the applicant shall provide the following materials (in duplicate, a copy of which shall be stamped with the official seal of the unit, and a copy of the expense voucher shall be stamped with the special financial seal):
(a) a written report on the application for the use of funds to promote coordinated development;
(2) An application form for funds for the project of promoting coordinated development of foreign trade and economic cooperation (see Annex 2);
(3) Basic information of the applicant and relevant qualification certification materials (copy of business license, tax registration certificate, foreign trade business registration form, approval certificate of foreign-invested enterprise, copy of legal representative's ID card, etc.). );
(four) the project summary report and related certification materials (feasibility study report, contract, completion acceptance report, relevant competent department documents, certification certificates of relevant institutions, etc.). , indicating the authenticity and implementation effect of the project);
(5) Financial statements audited by accounting firms in the last two years;
(6) Summary table of project expenditure;
(seven) a copy of the project cost certificate.
Fourteenth coordinated development and promotion of funds to implement project management. The application for project funds shall be declared step by step according to the administrative level. Provincial enterprises directly apply to the Provincial Department of Commerce and the Provincial Department of Finance; Other enterprises shall, according to the principle of territoriality, report to the municipal commerce and finance department after preliminary examination by the commerce and finance department at the same level, and report to the Provincial Department of Commerce and the Provincial Department of Finance after examination.
