1. According to Article 19 of the Bidding Law of People's Republic of China (PRC), the tenderee shall prepare the tender documents according to the characteristics and needs of the project subject to tender. The tender documents shall include all substantive requirements and conditions such as the technical requirements of the project subject to tender, the standards for qualification examination of bidders, the requirements for bid quotation and evaluation criteria, and the main terms of the contract to be signed. If the state has provisions on the technology and standards of the project subject to tender, the tenderer shall put forward corresponding requirements in the tender documents in accordance with its provisions. If a project subject to tender needs to be divided into blocks and the construction period is determined, the tenderer shall reasonably divide the blocks and determine the construction period, and specify it in the tender documents. "

In a bidding project, the bidding content can be divided into several parts, that is, blocks or packages. Bid (or package) is the minimum content of bidding and winning the bid. Bidders may bid for all or one of the blocks. A project subject to tender includes at least one tender section or tender section.

2. According to Article 27 of the Measures for Tendering and Bidding of Construction Projects, if the construction project subject to tender needs to be divided into blocks and the construction period is determined, the tenderer shall reasonably divide the blocks and determine the construction period, and specify it in the tender documents. Units closely related to engineering technology and inseparable shall not be divided into blocks. The tenderer shall not restrict or exclude potential bidders or bidders with unreasonable bid sections or construction period. "

3. The division of blocks is too large (the amount and quantity of bidding content are large), and fewer bidders can undertake bidding, which does not constitute full competition. The tender block division is too fine (the amount and quantity of tender content are small), which is less attractive to bidding and the bidder's quotation may not be high. Therefore, the division of blocks should be scientific, which can attract enough bidders to participate and arouse their full interest.
