I. Basic situation after the transition

Second, the responsibilities of the Party branch and the village committee.

Unity and cooperation is the lifeline of team building. The secretary of the village party branch and the director of the village Committee are the "top leaders" and "helmsman" in the village. The development of a village is closely related to the ability and quality of village cadres, as well as the cohesion and combat effectiveness of the two committees.

First of all, it is necessary to clarify several vague misunderstandings between the Party branch and the village committee. (1) extreme democratic view. Some comrades believe that the village party branch has no right to ask questions when the village Committee carries out its work and exercises its functions and powers according to law, and uses this as an excuse to exclude the leadership of the village party branch. This kind of understanding extremes grass-roots democracy, which is a manifestation of liberalism and anarchism, and must arouse our high vigilance. Villagers' autonomy is an autonomous activity under the leadership of the Party, and the village committee must work under the leadership of the Party branch, which is an important principle that we must always adhere to when dealing with the relationship between the Party branch and the village committee. (2) the concept of power struggle. Some comrades believe that the core role of the leadership of the village party branch is embodied in grasping party building and managing party affairs, and other authorities belong to the village Committee. Comrades who hold this view, although they admit that the Party branch is the core of leadership in principle, not only do not accept the leadership of the Party branch in specific work, but also compete with the Party branch for power and profit. This view and practice is also wrong and must be corrected and overcome. Party branch is the leading core of all kinds of organizations and work in rural areas, and its role is not limited to grasping party building and managing party affairs, let alone an empty slogan, but must reflect the party's all-round leadership over rural work. When dealing with the relationship between the Party branch and the village committee, we must unswervingly adhere to this principle. People who attach too much importance to their own power will inevitably lose it. ③ Infinite power view. Some comrades believe that the village party branch is the core of leadership, which is to manage all affairs in the village. This view ignores and denies the role of village committees, fails to see the important role of village committees in promoting the construction of rural grass-roots democratic politics, promoting rural economic development and social stability, regards the party as a substitute for politics, and understands the party's leadership over rural work as that the party branch has the final say in all affairs in the village, and then takes over the work of village committees. This view and understanding has gone to the other extreme, which is also wrong and needs to be corrected and overcome.

Secondly, it is necessary to clarify the functional relationship between the leader and the led. The work of the Party branch and the village committee is an organic whole. The party's leadership and villagers' autonomy are highly unified in the interests of the people. Only by upholding the party's leadership can villagers' autonomy be carried out smoothly. Therefore, the party branch and the village committee are the functional relations between leaders and led, which are mainly reflected in the following aspects: First, the village party branch has the important functions of implementing the party's line, principles and policies, implementing the work arrangements of higher-level organizations, planning and deploying the village's economic and social development, making decision-making opinions on major issues in the village, managing, educating and supervising village committee cadres, and is responsible for unified leadership of various organizations and work in the village. However, the performance of the core leadership function of the Party branch and the exercise of leadership power are inseparable from the functions of the village committee and the important foundation for supporting and ensuring the work of the village committee according to law through strict democratic decision-making procedures. Secondly, the functions of village committees mainly include carrying out villagers' self-government according to law. In addition to handling the daily village affairs within the scope of its functions, the handling of important matters must be carried out under the leadership of the Party branch, and villagers' congresses or villagers' representative meetings shall be held to discuss and decide in accordance with relevant laws and regulations. To perform its functions, the village committee must conform to the Party's line, principles and policies, and consciously safeguard and accept the leadership of the Party branch. In other words, through the functions of the village committee, the party's policies and the deployment of the party branch are implemented in the villagers' self-government activities, which has become the will and action of all villagers.
