The basic requirements of Grade A government procurement agencies:
(a) the government project bidding construction unit has the qualification of a legal person, with a registered capital of more than 4 million yuan;
(2) It has no subordinate relationship or other interest relationship with the administrative organ;
(three) the government project bidding construction enterprise has a sound organizational structure and internal management system;
(four) the government project bidding construction enterprise has the conditions of fixed business premises and office equipment and facilities needed to carry out the government procurement agency business;
(five) the government project bidding construction unit has a good business reputation and a good record of paying taxes and social security funds according to law;
(six) in the three years before applying for the qualification of government procurement agency, there is no major illegal record in business activities;
(7) Having professionals who have participated in the prescribed government procurement training and are familiar with the laws, regulations and rules of government procurement and the legal, economic and technical aspects of procurement agency business, among whom, technical professionals with technical secondary school education or above shall not be less than 70% of the total number of employees, and those with senior titles shall not be less than 20% of the total number of employees.
