With the development of large-scale precision instruments, the State Science and Technology Commission, various departments in the State Council and the competent departments of science and technology in all provinces, municipalities and autonomous regions can consult relevant departments to make appropriate adjustments to the catalogue of large-scale precision instruments. Article 3 All departments in the State Council and the people's governments of provinces, municipalities and autonomous regions must strengthen their leadership over the management of large-scale precision instruments, equip and enrich the management personnel of large-scale precision instruments, and establish and improve the necessary management system. Chapter II Planning and Management Article 4 The departments of the State Council and the competent departments of science and technology of provinces, municipalities and autonomous regions shall work out the annual demand plan for large-scale precision instruments according to the scientific and technological development plan and the laboratory equipment plan, as well as the following three conditions:
(1) Heavy workload;
(2) Having the technical force to adapt to the use and maintenance of large-scale precision instruments;
(3) Having the conditions for installing large-scale precision instruments. Fifth, the purchase of large precision instruments should be based on the principle of applicability and economy. Where medium and low-grade large precision instruments can meet the needs of experiments, high-grade large precision instruments should not be purchased; Don't import the whole machine if you can buy the main components for assembly; Those that can be produced domestically and meet the needs of users will not be imported. Article 6 The import of large precision instruments shall be subject to unified examination. Large-scale precision instruments in charge of the State Science and Technology Commission belong to general trade, which shall be submitted to the State Science and Technology Commission for examination by the competent department of the State Council and the relevant departments of provinces, municipalities and autonomous regions respectively, and shall be imported only after being examined and approved by the State Machinery Commission. The import of other large-scale precision instruments shall be directly reported to the State Machinery Committee for approval by various departments of the State Council and relevant departments of provinces, municipalities and autonomous regions.
The import of large-scale precision instruments under the unified control of the State Science and Technology Commission by Guangdong and Fujian Special Zones can be handled according to the self-prescribed examination and approval procedures, but they must be reported to the State Science and Technology Commission for the record. Seventh all users should strengthen the responsibility system and establish technical files of large precision instruments. Large-scale precision instruments with a single unit price of150,000 yuan or more shall be reported to the competent department every year.
Report, send a copy to the competent department of science and technology of the province, city and autonomous region. Eighth large precision instruments that are idle or improperly used due to task changes or other reasons have the right to be allocated separately by various departments of the State Council and the competent departments of science and technology of provinces, municipalities and autonomous regions. Chapter III Cooperative Use Article 9 In order to give full play to the benefits of the use of large-scale precision instruments, the relevant departments of the State Council and the competent departments of science and technology of provinces, municipalities and autonomous regions shall be responsible for organizing specialized use, regional cooperation networks and other forms of cooperative use.
In addition to completing the experiments and testing tasks of each unit, large precision instruments of each unit must also participate in the cooperation organized by the competent departments of science and technology of the province, city and autonomous region where they are located. Industry-specific large-scale precision instruments are used by relevant departments in the State Council. Tenth collaboration * * * adopts the principle of low fees, and generally only charges direct consumption fees and a small amount of management fees. The measures for collaborative charging shall be formulated by the relevant departments of the State Council and the competent departments of science and technology of provinces, municipalities and autonomous regions according to the specific conditions of their own departments and regions; Large precision instruments under the unified management of the State Science and Technology Commission shall be reported to the State Science and Technology Commission for the record. Eleventh * * * fee is not paid, and the expenses of consumable raw materials, reagents, vulnerable spare parts, fuel, water and electricity are reserved. Twelfth units or individuals that have made remarkable achievements in collaboration with others may be given appropriate spiritual and material rewards. Chapter IV Testing Center Article 13 Various departments of the State Council and the competent departments of science and technology of provinces, municipalities and autonomous regions may, according to the characteristics and specific conditions of their own departments and regions, establish professional and regional testing centers and gradually form a national testing network. The State Science and Technology Commission may establish a national testing center to guide the national testing and analysis work and carry out academic exchanges and other activities. Fourteenth testing centers should be established by units or laboratories with good conditions and strong strength. Its main tasks are:
(a) to carry out sample testing, spectrum analysis and other services;
(two) to help and guide the discipline or industry to carry out testing and analysis work;
(three) to carry out the application research of large-scale precision instruments, develop new testing technologies, and organize the exchange of testing technologies;
(four) to improve and innovate the existing large precision instruments;
(5) Training operators and maintenance personnel of large-scale precision instruments. Article 15 The charging method of testing center shall be formulated by the testing center with reference to the provisions of Article 10 and Article 11 of these measures, and shall be tried out after the approval of the administrative department of science and technology of the province, city and autonomous region or the administrative department of science and technology of the State Council. Chapter V Maintenance of Large-scale Precision Instruments Article 16 The principle of "whoever produces the large-scale precision instruments shall be followed". Large-scale precision instrument manufacturers must do a good job in the technical service of their large-scale precision instruments, take the initiative to undertake maintenance tasks, and be responsible for providing vulnerable spare parts. Seventeenth imported large precision instruments repair, take the following measures:
(a) cooperate with foreign manufacturers to establish technical service points, responsible for the maintenance of large precision instruments inside and outside the warranty period. The establishment of such technical service points must be approved by the State Import and Export Commission.
(two) the competent departments of science and technology in the State Council and the provinces, municipalities and autonomous regions may organize the technical forces of their own departments and regions to repair various large-scale precision instruments.
