Better serve China's opening to the outside world and international exchanges and cooperation, and implement a unified, social-oriented and authoritative translation professional qualification (level) certification in the whole country in accordance with the spirit of establishing a national professional qualification certificate system; It is the recognition of the bilingual translation ability and level of interpreters or translators. Those who pass the examination of translation professional qualification (level) shall be awarded the "People's Republic of China (PRC) Translation Professional Qualification (level) Certificate" printed by the Ministry of Personnel. This certificate is valid all over the country and is one of the necessary conditions for the appointment of translation professional and technical positions. According to the relevant regulations of the Ministry of Personnel, the translation professional qualification (level) examination has been formally incorporated into the national professional qualification certificate system. After the examination is launched nationwide, the corresponding language and level of translation professional and technical post evaluation will no longer be carried out. According to the spirit of the Interim Provisions of the Ministry of Personnel on the Examination of Translation Professional Qualification (Level) (No.2/KLOC-0 [2003] of the Ministry of Personnel), under the guidance of the Ministry of Personnel, the examination of translation professional qualification (Level) is organized, implemented and managed by the Foreign Languages Publishing and Distribution Administration (hereinafter referred to as "China Foreign Languages Bureau"). According to the Interim Provisions on the Examination of Translation Professional Qualification (Level), China Foreign Languages Bureau has established an expert committee on the examination of translation professional qualification (level). The Committee is responsible for drafting the language, subjects, outline and proposition of the examination, and studying and establishing the examination question bank. China Foreign Languages Bureau Translation Professional Qualification Evaluation Center is responsible for the specific implementation of the examination. In 2003, the Ministry of Personnel formulated and issued the Interim Provisions on the Examination of Translation Professional Qualification (Level) and the Implementation Measures for Level 2 and Level 3 of the Examination of Translation Professional Qualification (Level). In July, 2003, an English expert committee for the professional qualification (level) examination of translators was established, and the pilot examination of English interpretation and translation for Grade II and III was held for the first time in China from June 6 to 7, 2003. After the examination, the Special Technology Department of the Ministry of Personnel, the Foreign Languages Bureau, the Training Center of the Foreign Experts Bureau and the Personnel Examination Center of the Ministry of Personnel also held a special forum to listen carefully to the candidates' opinions and suggestions on the pilot examination. According to statistics, 1682 people signed up for this pilot test, 1629 people took the test, and 492 people passed the test and obtained the translation qualification certificate. Pilots have a high reference rate and a wide range of candidates. From all aspects, the pilot work has been fully affirmed by the leaders of the Ministry of Personnel, the Foreign Languages Bureau, experts and all walks of life. Guo, executive deputy director of the Foreign Languages Bureau and leader of the leading group for the preparation of the translation professional qualification (level) exam, said, "The social response of this exam is good." According to the problems in the exam and the situation reflected by the candidates, the Foreign Languages Bureau asked the English Expert Committee to adjust some contents of the English exam syllabus. The registration conditions of translation qualification (level) examination are liberalized, facing the society, welcomed by the majority of candidates and recognized by the society, which is in line with the development direction of talent evaluation. The proposition work undertaken by colleges and universities and front-line translation experts is successful, which plays a role in testing proposition standards, proposition methods and test paper structure through the pilot, providing valuable experience for continuing to expand the pilot in the country and being recognized by the majority of candidates. In late May, 2004, the pilot examination of English translation qualification for Grade II and III continued to expand. The second and third level interpretation examinations were extended to six cities: Beijing, Shanghai, Guangzhou, Tianjin, Chongqing and Han, and the translation examinations were also extended to Xi 'an, Nanjing, Zhengzhou, Chengdu, Changchun and Fuzhou. These experts are all senior professors and scholars in the field of translation, representing the highest level of French and Japanese translation. At the same time, the establishment and improvement of the examination system of expert committees have played an important role in better forming a scientific, socialized and standardized evaluation system for translation talents. This exam is divided into four grades: level 3, level 2, level 1, interpretation, translation and advanced translation, which generally correspond to the titles of primary, intermediate, secondary and advanced translation. The difficulty of the examination is roughly as follows: level 3, bachelor degree in non-foreign language major, passing CET-6 or postgraduate level in foreign language colleges, and having some practical experience in interpretation and translation; Level 2, graduated from non-foreign language major or bachelor degree in foreign language major, with 3-5 years of translation practice experience; Level 1, 8- 10 years translation experience, bilingual translation expert in a certain language. Senior translators are obtained through examination, and those who apply for senior translators must have a first-class interpretation or translation qualification (level) certificate; First-level interpretation, translation and translation are obtained by combining assessment. The translation professional qualification certificate organized and implemented by China Foreign Languages Bureau is linked to the professional title. After the establishment of this qualification examination system for translators, the titles of translators and translation assistants no longer passed the examination, but were replaced by the second and third-level interpretation and translation examinations, which changed the way of evaluating translators in the past with a single examination model. Moreover, the national translation professional qualification certificate requires strong professionalism, which is not only suitable for professionals engaged in foreign language work, but also suitable for other professionals to enter the translation industry. Translation is the bridge and link between China's foreign exchange and international exchange, and the development of translation is also the inevitable requirement of China's reform and opening up. In order to improve the quality of translators, strengthen the construction of translation talents, and further promote the qualification examination for translation majors, it is in line with the needs of national economic development. Translators play a very important role in China's economic development and social progress, especially in absorbing and introducing foreign advanced scientific and technological knowledge and strengthening international exchanges and cooperation. The improvement of translators' political quality and professional quality plays a key role in strengthening international political, economic and scientific cooperation. The CPC Central Committee and the State Council attached great importance to the implementation of the talent strategy of "well-off and talented people". Translation is an important part of professionals in China. Incorporating the translation professional qualification (proficiency) examination into the overall consideration and design of China's professional qualification system is to further standardize and improve the professional quality of translators, meet the requirements of China's accession to the WTO and improve the translation team, and also to reform, improve and perfect the evaluation and appointment system for translation professional and technical positions. Implementing the qualification examination system for translation majors will contribute to the socialization of translation standards. As a national qualification system, the establishment and implementation of the national translation professional qualification (level) examination should be a major event in the translation field. It is a system construction to cultivate high-level translators and a major event to promote the construction of translation teams. The "Decision" of the Third Plenary Session of the 14th CPC Central Committee put forward the national system of paying equal attention to academic qualifications and vocational qualifications, and has established and implemented item 3 1. Vocational qualification is an important means and mechanism of talent evaluation, which is currently in its infancy, with a wide range of future development fields and arduous tasks.
