I. Objectives and tasks

Second, the work measures and requirements
(1) Strict post-holiday production resumption procedures to achieve safe and orderly production resumption.
Counties should strictly follow the notice requirements of the State Administration of Work Safety, the State Administration of Coal Supervision, the Provincial Administration of Work Safety and the Sichuan Bureau of Coal Supervision on the safety work of post-holiday resumption of production, strictly control the pass, and resume production in one place to prevent the resumption of production acceptance from being strict first and then loose, and going through the motions.

1. Make contact survey and improve basic mine map. 2. Incorporate safety and quality standardization into normal management. Standardization is the main starting point to further improve the intrinsic safety of coal mines. All counties and enterprises must take safety and quality standardization as a long-term and regular work. Each coal mine must organize a monthly self-examination and evaluation, check for leaks and fill vacancies, make standardization work run through the whole process of enterprise production, achieve management norms, construction norms, operation norms, quality and safety norms, and constantly promote post standards, professional standards and enterprise standards. Mine construction should pay close attention to the construction and installation of safety facilities and equipment from the source to avoid repeated investment and endless rectification.
3. Actively and solidly promote safe and efficient mine construction. All coal-producing counties should guide and urge enterprises to speed up the construction progress according to the safe and efficient mine construction plan, and ensure that by the end of 20 1 16, according to the requirements of the Notice on Doing a Good Job in the Mechanization Development Plan of Small Coal Mines issued by the Provincial Administration of Work Safety, Sichuan Coal Supervision Bureau, Provincial Development and Reform Commission and Provincial Energy Bureau, it is necessary to formulate the development plan of mechanization, new technology and new equipment of small coal mines, and arrange funds from coal taxes in a certain proportion. Commend and reward the collectives or individuals who take the lead in improving production technology, improving mechanization level, improving safety guarantee conditions, and outstanding performance in coal mine safety production, so as to promote the pace of safe and efficient mine construction. (3) Strengthen the grass-roots work in coal mines and build the first line of defense for safe production.
