Measures of Hunan Province on Implementing the Anti-Terrorism Law of People's Republic of China (PRC)
Article 1 These Measures are formulated in accordance with the Anti-Terrorism Law of People's Republic of China (PRC) and other relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 The people's governments at or above the county level shall incorporate the anti-terrorism work into the national economic and social development planning and peace building, improve the anti-terrorism work mechanism, strengthen the anti-terrorism publicity and education, incorporate the anti-terrorism work funds into the fiscal budget at the corresponding level, and ensure the anti-terrorism work infrastructure construction and personnel and equipment needs.

Township (town) people's governments and sub-district offices shall, according to the requirements of anti-terrorism work and the actual situation in their respective jurisdictions, clarify the persons responsible for anti-terrorism work, incorporate anti-terrorism work into the grid management of safe construction, and do a good job in the collection of basic information related to anti-terrorism, social security patrol, investigation of potential safety hazards, publicity and education, etc.

Village (neighborhood) committees shall cooperate with the people's governments to do a good job in anti-terrorism work, and carry out anti-terrorism publicity and education for villagers and residents in various forms. Third provincial anti-terrorism work leading institutions shall, in accordance with the national anti-terrorism work deployment, unified leadership and command of the province's anti-terrorism work, and formulate anti-terrorism security measures.

The leading bodies of anti-terrorism work in cities, autonomous prefectures and counties (cities, districts) divided into districts shall be responsible for the anti-terrorism work in their own areas under the leadership and command of the leading bodies of anti-terrorism work at higher levels.

Leading institutions of anti-terrorism work should strengthen office construction, establish and improve the normalized working mechanism, and equip necessary staff. The office is responsible for the daily work of the leading organization of anti-terrorism work. Article 4 The leading body of anti-terrorism work shall formulate anti-terrorism work plans, plans, pre-plans and measures, establish and implement the responsibility system for anti-terrorism work, organize anti-terrorism publicity and education, direct special anti-terrorism actions and handle terrorist incidents, and other work stipulated by the state and the province. Article 5 The member units, work contact units and other relevant units of anti-terrorism leading bodies shall formulate anti-terrorism work plans of their own industries, systems or units, carry out prevention skills training and response drills, carry out investigation and risk assessment of potential anti-terrorism security risks, guide key target management units to implement safety precautions, and do a good job in the collection and submission of basic information and other work stipulated by the state and the province.

Relevant departments at the provincial level shall, according to the province's anti-terrorism security measures, formulate anti-terrorism security measures for industries or units, and report them to the provincial anti-terrorism work leading institutions for the record. Article 6 The leading institutions of anti-terrorism work shall promote the establishment of a cross-regional and cross-departmental joint anti-terrorism cooperation mechanism and build a comprehensive prevention, response and disposal system; Establish a supervision system to supervise the performance of anti-terrorism duties by the member units of the anti-terrorism leading institutions at the same level and the leading institutions at lower levels. If problems are found, they shall be ordered to make corrections, and the relevant responsible persons may be interviewed and informed, and suggestions shall be made to the relevant appointment and removal organs and supervisory organs. Article 7 State organs, enterprises and institutions, social organizations and other organizations shall, in light of their own characteristics, carry out anti-terrorism propaganda, education and training.

Radio, television, newspapers, internet and other media should publish anti-terrorism public service advertisements to publicize anti-terrorism knowledge. Article 8 The public security organs, the people's courts, the people's procuratorates and other relevant departments and units shall, according to their respective functions and duties, and in combination with their daily work, investigate and help educate those who have extremist tendencies, hate society and retaliate against society.

Township (town) people's governments and sub-district offices shall organize village (neighborhood) committees and relevant units and personnel to conduct a thorough investigation of residents and floating population in the region, clarify the responsible units and persons of the personnel mentioned in the preceding paragraph, and take measures such as legal education, psychological counseling, contradiction mediation and difficult relief to dynamically grasp the overall situation.

The relevant departments and units shall, in accordance with the provisions, report to the public security organs the important information found in the thorough investigation and assistance in education. The public security organ shall carry out social risk assessment in a timely manner, and promptly investigate and deal with terrorist activities or extreme behavior clues. Article 9 The leading institutions and relevant departments of anti-terrorism work shall guide big data owners, management users and service providers to implement anti-terrorism measures in the field of big data, and prevent the use of big data for disclosure, tampering, misappropriation and illegal use to create terrorist incidents. Article 10 The leading bodies of anti-terrorism work and health departments shall guide and supervise disease prevention and control institutions, medical institutions, units engaged in pathogenic microorganism experiments, and preservation institutions in accordance with regulations. Implement anti-terrorism measures in the process of collecting, storing, carrying, transporting and using samples of infectious virus strains, viruses and infectious diseases, so as to prevent the spread or inflow of infectious disease pathogens and other substances through illegal channels and create terrorist incidents.

Laboratories of scientific research institutes and other units shall strengthen the management of dangerous goods in accordance with regulations to prevent them from flowing into society. Article 11 The public security organ shall, jointly with relevant departments and in accordance with relevant state regulations, identify state organs, schools, airports, railway stations, hospitals, water supply, power supply, gas supply, heat supply, oil storage and transportation units and facilities, as well as large-scale cultural, sports, religious and performance activities that may be subjected to terrorist attacks and cause heavy casualties, property losses or social impacts as key prevention targets.

After the key targets are determined, the public security organ shall promptly inform the key target management unit in writing to perform security duties according to law.

If key targets are cancelled due to demolition and other reasons, the key target management unit shall report to the local public security organ in a timely manner.
