Hebei meat pie originated in Xihe Village, Shenze County, Hebei Province. Its founder is Li Luoti of Xihe Village in the late Qing Dynasty, commonly known as Xihe Meat Pie. It is famous in more than 20 counties and cities such as Hengshui, Baoding, Renqiu, Shijiazhuang, Tianjin and Beijing, ranking first in Shenze's "Three Great Cuisine".

According to the textual research of the county cultural department, Xihe meat pie was formed at the end of19th century. At that time, Li Wei's grandfather, Li Luoti from Xihe Village, worked as a waiter in a rich man's butcher shop. At the end of the year, the host gave everyone a piece of donkey meat. Don't let people go it alone. During that time, Li Wei's grandfather worked in the meat department of Chengguan Supply and Marketing Cooperative. He also made meat pies in cook the meat, and the inheritance has not been interrupted. In 1980s, Li Wei's father took over, from pushing a wheelbarrow to a country market to setting up a stall in the county market. After Li Wei took over, he opened his first store in the county in 2000, which changed from a simple meat stall to a fast food restaurant mainly selling baked wheat cakes and meat buns.
