Formal training classes or dance schools require complicated procedures, including education, culture, taxation, industry and commerce, prices and civil affairs, which is similar to running full-time schools and requires formal registration.

There are differences in laws and regulations on arbitrary charges in different places, among which "Several Provisions on Further Strengthening the Current Management and Standardizing Running Schools in Primary and Secondary Schools (Trial)" and other relevant laws, regulations and provisions jointly issued by the Office for Correctional Services of Heilongjiang Province have been formulated. As follows:

Article 2 The following eight kinds of illegal remedies are strictly prohibited.

1. Ordinary primary and secondary schools and private primary and secondary schools violate regulations, extend school hours, and organize students to make up lessons at school;

2. Teachers take up students' holidays and other spare time in school or teach new courses in violation of regulations;

3. Teachers make up lessons for primary and secondary school students;

4. Organize and mobilize students to make up classes in off-campus places, and induce, imply or force students to take up classes;

5 teachers accept individuals, units (departments) to hire paid remedial classes for primary and secondary school students;

6. Organizing students to make up classes in the name of parents' committees or parents' voluntary organizations;

7. Teachers are engaged in paid tutoring;

8. All units of the education system and private schools illegally recruit primary and secondary school students or provide school places, and organize and participate in primary and secondary school students to make up classes.

Article 3 For teachers who make up lessons in violation of regulations, once verified, their income from running classes or teaching will be confiscated. If the annual assessment fails (salary cannot be promoted), the selection of advanced qualifications will be cancelled within three years, and the middle school teachers themselves and their salary relations will be transferred to schools directly under the city located in towns and villages; Primary school teachers are not allowed to be class teachers for three years. Those who refuse to correct, if the circumstances are serious and the influence is bad, will be disqualified from teaching.
