First, the National Civil Servant Characteristic Practice Education Base (hereinafter referred to as the Practice Education Base) is determined by the National Civil Servant Bureau according to the training needs of civil servants, in accordance with the principles of prominent theme, distinctive features, scientific standardization and dynamic management, and education and training are carried out around the theme of characteristic practice education.

Two, the National Civil Service Bureau is responsible for the identification and revocation of the practical education base, to provide operational guidance to the practical education base, supervise the operation and management of the practical education base, and promote the practical education base to give full play to its role.

The Provincial Civil Service Bureau assists the National Civil Service Bureau in managing the practice education base. The competent department of practical education base shall support the construction of practical education base.

Three, practice education base should have the following qualifications:

(A distinct theme of practical education.

(two) according to the need to develop and write training courses in line with the characteristics of this practical education base, and organize the implementation of characteristic training projects.

(3) Having the teaching infrastructure to undertake training and full-time (part-time) teachers to carry out training around the characteristic theme of this practical education base.

Four, the application procedure of practical education base.

(a) the applicant submits a written application with relevant materials, which is submitted to the State Civil Service Bureau after the preliminary examination by the provincial civil service bureau.

(two) the State Civil Service Bureau to verify and demonstrate the application materials, and organize field visits and review.

(three) after passing the review, it will be confirmed in the form of reply, and will be awarded the plaque of the national civil servant characteristic practice education base.

Five, practice education base should strictly abide by the relevant laws, regulations and policies of civil servant training, according to the training needs of civil servants, undertake training tasks, carry out practice education and training around the characteristic theme, and shall not carry out profit-making business activities in the name of the base.

Six, the practice education base should strengthen the system construction, form a training mode and training mode in line with the characteristics of this practice education base, and constantly strengthen the construction of teachers and hardware.

Seven, practice education base should strictly manage training funds, practice economy, oppose waste, improve the efficiency of the use of training funds.

Eight, the national civil service bureau to implement dynamic management of practical education base, establish exit mechanism, timely evaluation of practical education base. If the evaluation results are unqualified, it shall be ordered to make rectification within a time limit. If the requirements are still not met within the specified time, the qualification of the practice education base shall be revoked and the plaque shall be recovered.

Nine, the practice education base does not undertake the training task for a long time or is investigated for violation of discipline, the qualification of the practice education base shall be revoked by the National Civil Service Bureau, and the plaque shall be recovered.

Ten, these Measures shall apply to the identification and management of the practice education base declared by the central government.
