Sixteenth selection and appointment of leading cadres of the party and government should implement democratic recommendation. Democratic recommendation includes interview, investigation and meeting recommendation, and the recommendation result is an important reference for selection and appointment, which is valid for one year.
Twenty-sixth after determining the object of investigation, the organization (personnel) department shall conduct a strict inspection.
The inspection work of dual management cadres shall be organized and implemented by the competent party, and shall be carried out jointly with the coordinator according to the needs of the work.
Article 31 When inspecting candidates for party and government leadership positions, we should listen to the opinions of the organization (personnel) department, discipline inspection and supervision organs and party organizations of the organization where the inspected object belongs, and if necessary, we can listen to the opinions of the inspection organs, auditing organs and other relevant departments.
Organization (personnel) departments should strictly review the cadre and personnel files of the inspected objects, check personal reports on relevant matters, listen to the opinions of the discipline inspection and supervision organs on building a clean and honest government, and check letters and visits that reflect specific clues and can be verified. The subject that needs to be audited for economic responsibility shall be audited in advance in accordance with the relevant provisions.
The party committee (party group) of the reporting unit or the unit where the object of investigation is located must put forward conclusive opinions on the integrity and self-discipline of the object of investigation, which shall be signed by the secretary of the party committee (party group) and the secretary of the discipline inspection commission (leader of the discipline inspection and supervision group). Candidates for leadership positions in internal organs shall also be inspected by relevant party organizations and discipline inspection and supervision institutions, and conclusive opinions on honesty and self-discipline shall be issued.
