Workers receive vocational training in employment. People's governments at all levels encourage and support qualified enterprises, institutions, social organizations and individuals to carry out various forms of vocational training. The employing unit shall establish a vocational training system, draw and use vocational training funds in accordance with state regulations, and carry out vocational training for workers in a planned way according to the actual situation of the unit.

Through various channels, the state takes various measures to develop vocational training, develop workers' vocational skills, improve their quality and enhance their employability and working ability.

Article 67

People's governments at all levels shall incorporate the development of vocational training into the social and economic development plan, and encourage and support qualified enterprises, institutions, social organizations and individuals to carry out various forms of vocational training.
