Bayinguoleng Vocational and Technical College was established with the approval of the People's Government of Xinjiang Uygur Autonomous Region on February 19, 2002. In April 2007, with the approval of the People's Government of Xinjiang Uygur Autonomous Region, "Bayinguoleng Technician College" was officially listed, and in April 20 10, "Bayinguoleng Technician College" resumed listing, forming a "one body and two wings" pattern with higher vocational education as the main body, academic education and skills training as well as undertaking the training tasks of technicians, intermediate workers, senior workers and technicians.
Since the establishment of the College, the guiding ideology of running a school has been clarified, and a talent training model based on students' ability has been established. The reform of education and teaching has been promoted by adhering to the service-oriented, employment-oriented, student-oriented and skill-oriented. With the goal of cultivating advanced skilled and applied talents and focusing on the needs of regional and industrial economic development, the reform of talent training model of school-enterprise cooperation and work-study alternation has been vigorously implemented.
In order to explore the management rules of vocational education, according to the different nature, responsibilities, tasks and objectives of each secondary unit, the college gives the college (department) full autonomy in running schools and management, and encourages all secondary units to independently formulate development plans and organize their implementation under the guidance of national and college policies.
With regard to the reform of the teaching staff, we focus on improving the quality of the teaching staff in an all-round way, breaking through the original structural model of the teaching staff with "in-service" teachers as the main body, and establishing a "three-thirds system" structural model of the college teaching staff, that is, the proportion of full-time teachers, long-term part-time teachers and temporary part-time teachers accounts for13 of the total number of teachers in the hospital, and we have set strict qualification conditions and strict assessment.
In line with the law of vocational education development and socio-economic development, the college actively innovated the school-running mode, determined the school-enterprise combination and in-depth cooperation mode, and realized the innovation of the school-running system. Under the operating mechanism of school-enterprise combination, we will work with enterprises to formulate talent training plans, develop core courses, compile teaching materials, monitor the quality of talent training, and build training bases. Through the practice of in-depth cooperation between schools and enterprises, the college has established a close cooperative relationship with enterprises, and basically realized the five seamless connections of "enterprise recruitment and school enrollment, employment standards and training objectives, enterprise demand and specialty setting, internship and training and enterprise production, and enterprise culture and school culture", and realized the all-round and whole-process in-depth cooperation between enterprises and colleges.
In terms of serving the society, it has delivered more than15,000 professionals and urgently needed talents to the society. Starting from the market demand, actively carry out vocational skills training and appraisal, and provide multi-level and multi-form training, appraisal projects and technical services for the whole society, including laid-off workers, unemployed people, on-the-job employees in enterprises and rural surplus labor transferred from cities and towns. More than 39,000 practical technicians at all levels have been trained for Bazhou, which has effectively promoted the scientific and technological progress of enterprises and industries and provided strong talent guarantee and intellectual support for economic development.
Adhering to the motto of "Do Everything Well", around the needs of local economic construction and social development, and closely combining with the ten pillar industries of Bazhou, such as petroleum and petrochemical, characteristic mining, green energy, characteristic fruit industry and cotton series processing, the College has constructed a teaching structure system with characteristics and advantages that adapts to the industrial structure of Bazhou. At present, there are 30 higher vocational majors and 53 secondary vocational majors, among which the animal husbandry and veterinary specialty and metallurgical technology specialty of the college are rated as key cultivation majors by the autonomous region.
