(3) Other workers who need to learn and improve their vocational skills. Article 5 Vocational training institutions shall carry out vocational training activities according to law. Article 6 The labor administrative departments of local people's governments at or above the county level shall comprehensively manage the vocational training institutions within their respective administrative areas. Seventh vocational training institutions can take various forms to run schools according to needs. Conditional vocational training units may apply for the establishment of vocational skill appraisal institutes (stations) for related jobs. Article 8 A vocational training institution shall meet the following basic conditions:
(a) A stable source of funds;
(2) Having a school place suitable for the scale of running a school, training equipment and practice and experiment places suitable for the major (type of work);
(3) Having teachers and administrators suitable for the task of running a school;
(four) the necessary teaching documents, teaching materials, teaching AIDS, teaching instruments, books and materials and management system. Article 9 The establishment, renaming and cancellation of vocational training institutions shall be handled in accordance with the following procedures:
(a) the vocational training entity organized by the government and approved by the local people's government, whose main task is to train primary vocational skilled workers and unskilled workers, shall be reported to the labor administrative department at the next higher level for the record; Organized by a social organization with legal personality, approved by the competent department at the next higher level and reported to the labor administrative department at the same level for the record; Organized by individuals, the county and district labor administrative departments for examination and approval, reported to the labor administrative department at the next higher level for the record.
(2) Vocational training entities whose main task is to train workers with intermediate vocational skills shall be organized by the relevant industry authorities (social organizations) in the State Council, approved by the labor administrative departments of the provinces, autonomous regions and municipalities directly under the Central Government where the vocational training entities are located, and approved by the relevant industry authorities (social organizations) in the State Council; Organized by relevant local units or individuals shall be examined by the labor administrative departments of provinces, autonomous regions and municipalities directly under the Central Government and submitted to the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for approval.
(3) Vocational training institutions whose main task is to train workers with advanced vocational skills shall be examined and approved by the labor administrative department of the State Council.

(seven) the staff training base organized by enterprises and institutions shall be examined and approved by enterprises and institutions themselves and reported to the local labor administrative department for the record. Tenth vocational training entities to implement the administrative leadership responsibility system. The principal (director) is fully responsible for the management of vocational training entities. The headmaster (director) should have the qualifications prescribed by the state and be appointed and removed according to the prescribed procedures. Eleventh vocational training entities should play the democratic management and supervision role of the workers' congress. Twelfth vocational training entities have the right to determine the enrollment number, enrollment method, specialty (type of work) setting, internal organization setting, faculty appointment method and bonus distribution system according to law. Thirteenth vocational training entities can sign training contracts with trainees; You can also sign a training contract with the employer. The training contract shall specify the training objectives, training contents, training duration, training expenses or employment methods after graduation (completion). Fourteenth vocational training entities shall set up professional (job) teaching in accordance with the professional objectives promulgated by the state, and implement the teaching plan and syllabus issued by the labor administrative department of the State Council in conjunction with the relevant industry authorities in the State Council; The majors (jobs) that are not uniformly stipulated by the state can be formulated by themselves with reference to the teaching plan and syllabus issued by the state. Fifteenth vocational training entities should strengthen the construction of laboratories and practice places according to the actual needs of specialty (type of work) setting. Sixteenth vocational training entities should adopt advanced teaching methods and means, carry out teaching research and carry out teaching reform.
Vocational training entities should strengthen patriotism, professional ethics and legal education in combination with the training content.
