3. If the training institution does not refund the relevant fees, it is generally a civil dispute. If negotiation fails, a civil lawsuit shall be brought to the court where the defendant is located for settlement. Complaints may be lodged with the Consumer Association, and complaints against consumers shall be handled by the Consumer Association or its subordinate branches where the defendant is located.
