What is a high-tech enterprise? High-tech enterprises refer to resident enterprises registered in China (excluding Hong Kong, Macao and Taiwan), which have formed core independent intellectual property rights through continuous research and development and transformation of technological achievements.
Conditions for accreditation of high-tech enterprises Article 11 of the Administrative Measures for Accreditation of High-tech Enterprises? As a high-tech enterprise, it must meet the following conditions:
(1) Enterprises must be registered at least 1 year when applying for accreditation.
(2) The enterprise obtains the ownership of the intellectual property rights that play the role of core technology support for its main products (services) through independent research and development, transfer, donation and merger.
(three) the technology that plays a core supporting role in the main products (services) of the enterprise belongs to the scope stipulated in the "high-tech field supported by the state".
(4) The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in that year shall not be less than 10%.
(5) The proportion of the total R&D expenses of the enterprise in the last three fiscal years (if the actual operating period is less than three years, it is calculated according to the actual operating time, the same below) to the total sales revenue in the same period meets the following requirements:
1. Nearly 1 The proportion of enterprises whose annual sales income is less than 50 million yuan (inclusive) is not less than 5%.
2. The proportion of enterprises with recent 1 year sales income of 50 million yuan to 200 million yuan (inclusive) shall not be less than 4%.
3. The proportion of enterprises with recent 1 year sales income of more than 200 million yuan shall not be less than 3%.
Among them, the total R&D expenses incurred by enterprises in China are not less than 60% of the total R&D expenses.
(six) in the past 1 year, the income of high-tech products (services) accounted for no less than 60% of the total income of the enterprise in the same period.
(seven) the evaluation of enterprise innovation ability should meet the corresponding requirements.
(8) No major safety, major quality accidents or serious environmental violations occurred within 1 year before the enterprise applied for accreditation.
Legal basis:
"Standardization Law of People's Republic of China (PRC)" Article 2 Standards (including standard samples) mentioned in this Law refer to the technical requirements that need to be unified in agriculture, industry, service industry and social undertakings. Standards include national standards, industry standards, local standards, group standards and enterprise standards. National standards are divided into mandatory standards and recommended standards, while industry standards and local standards are recommended standards. Mandatory standards must be implemented. The state encourages the adoption of recommended standards.
Conditions and Measures for Identifying High-tech Enterprises Outside the National High-tech Industrial Development Zone Article 4 According to the present situation of world science and technology development, the scope of high-tech is defined as follows:

Article 5 High-tech enterprises are knowledge-intensive and technology-intensive economic entities.
High-tech enterprises in the Development Zone must meet the following conditions:
(a) engaged in the research, development, production and operation of one or more high-tech and its products within the scope specified in Article 4 of these Measures. Except for pure commercial operation.

(3) The person in charge of the enterprise is a scientific and technical person who is familiar with the product research, development, production and operation of the enterprise, and is a full-time employee of the enterprise.
(four) scientific and technical personnel with college education or above account for more than 30% of the total number of employees in the enterprise; Scientific and technical personnel engaged in the research and development of high-tech products should account for more than 10% of the total number of employees in enterprises. In labor-intensive high-tech enterprises engaged in the production or service of high-tech products, scientific and technical personnel with college education or above account for more than 20% of the total number of employees. (5) Having funds of more than 100,000 yuan, and having business premises and facilities suitable for its business scale.
(six) funds for research and development of high-tech and its products should account for more than 3% of the total annual income of enterprises.
(seven) the total income of high-tech enterprises is generally composed of technical income, output value of high-tech products, output value of general technical products and technology-related trade. The sum of the technical income and the output value of high-tech products of high-tech enterprises should account for more than 50% of the total income of the enterprise in that year. Technical income refers to the income of high-tech enterprises from technical consultation, technology transfer, technology shareholding, technical services, technical training, technical engineering design and contracting, technology export, digestion and absorption of imported technology and pilot products.
(eight) there are clear articles of association and strict technical and financial management systems.
(nine) the business period of the enterprise is more than ten years.
