Interim Measures for Qualification Examination of Primary and Secondary School Teachers Chapter I General Provisions

Article 1 These Measures are formulated in accordance with the Teachers Law, the Regulations on Teachers' Qualification and the Outline of the National Medium-and Long-term Education Reform and Development Plan (20 10-2020) in order to establish a national teacher qualification examination system, strictly enforce teachers' professional access and ensure teachers' quality.

Article 2 The primary and secondary school teacher qualification examination (hereinafter referred to as the teacher qualification examination) is an examination to evaluate whether the applicant for teacher qualification (hereinafter referred to as the applicant) has the basic quality and ability of education and teaching necessary for engaging in the teaching profession.

Article 3 These Measures shall apply to the provinces (autonomous regions and municipalities) undertaking the pilot reform of the teacher qualification examination to organize the implementation of the teacher qualification examination.

Article 4 Passing the teacher qualification examination is a prerequisite for teachers' professional access. To apply for the qualifications of teachers in kindergartens, primary schools, junior high schools, ordinary high schools and secondary vocational schools and the qualifications of internship instructors in secondary vocational schools, you must take the corresponding teacher qualification examinations respectively.

Article 5 The teacher qualification examination shall be conducted in a unified national examination. The examination adheres to the educational orientation, ability orientation, practice orientation and specialization orientation, and adheres to the principles of science, fairness, safety and standardization.

Chapter II Application Conditions

Article 6 Persons who meet the following basic conditions may register for the teacher qualification examination:

(1) Having China nationality;

(two) abide by the Constitution and laws, love education, and have good ideological and moral character;

(3) meeting the physical examination standards for applying for teacher qualification;

(four) meet the academic requirements stipulated in the "Teachers Law".

Students in the third grade and above in ordinary colleges and universities can apply for the exam with the certificate of studying abroad issued by the school.

Article 7 An applicant shall register for the teacher qualification examination at the place where his household registration or personnel relationship is located. Students in ordinary colleges and universities can register for the teacher qualification examination at the place where they study.

Full-time normal college students who have enrolled before the start of the pilot work in the eighth pilot province can apply for the corresponding teacher qualification directly with their graduation certificates. After the pilot work is started, students majoring in normal education who apply for the qualification of primary and secondary school teachers should take the teacher qualification examination.

Article 9 A teacher whose teacher qualification has been revoked may not apply for the exam within five years; Those who are deprived of political rights, or who have received criminal punishment of more than fixed-term imprisonment for intentional crimes, may not sign up for the examination. If there is cheating in the teacher qualification examination, it shall be implemented in accordance with the relevant provisions of the Measures for Handling Violations in the National Education Examination.

Chapter III Contents and Forms of Examination

Article 10 The teacher qualification examination includes two parts: written examination and interview.

Article 11 The written test mainly examines the basic abilities that an applicant should possess in teaching, such as educational philosophy, professional ethics, knowledge of laws and regulations, scientific and cultural literacy, reading comprehension, language expression, logical reasoning and information processing. Basic knowledge of education and teaching, student guidance and class management; Teach the basic knowledge of the subject field, the knowledge and methods of teaching design evaluation, and the ability to analyze and solve practical problems in education and teaching by using the learned knowledge.

Article 12 The written test is mainly conducted in two ways: computer test and paper-and-pencil test. The scope and scale of computer examination and paper-and-pencil examination are determined according to the actual situation and conditions of each province (autonomous region or municipality).

Article 15 The interview shall be conducted in the form of structured interview and scenario simulation, including topics selection, lesson preparation (activity design), answering prescribed questions, trial lecture (demonstration), defense (demonstration) and grading.

Article 16 The state determines the qualified line of written test scores and the provincial education administrative department determines the qualified line of interview scores.

(four) engaged in related professional teaching or scientific research work for more than 5 years, generally should have a deputy senior professional and technical positions (titles);

(five) to participate in the training organized by the provincial or national teacher qualification examination institutions and obtain certificates.

Twenty-seventh education administrative departments at all levels and teacher qualification examination institutions shall not organize teacher qualification examination training.

Chapter V Examination Safety and Violation Punishment

Twenty-eighth provincial teacher qualification examination institutions according to the "measures for the implementation of emergency plan for primary and secondary school teacher qualification examination (Trial)" to deal with and respond to emergencies during the examination.

Chapter VI Organization and Management

Article 31 The Ministry of Education shall, according to teachers' professional standards and teachers' education curriculum standards, formulate standards for teachers' qualification examination and organize an outline for teachers' qualification examination. The Examination Center of the Ministry of Education (Teacher Qualification Examination Center of the Ministry of Education) is responsible for organizing the implementation of the teacher qualification examination. The main responsibilities are:

(a) according to the examination standards to develop the examination outline;

(two) the organization of written tests and interviews, the construction of examination questions;

(three) to formulate examination management regulations, research and develop and maintain the examination management system;

(4) Organizing inspection work and training technical personnel;

(five) organize marking, responsible for the management and evaluation of examination results;

(six) to guide, supervise and inspect the implementation of examinations in all provinces, autonomous regions and municipalities directly under the central government.

Thirty-second provincial education administrative departments are fully responsible for the teacher qualification examination within their respective administrative areas. A leading group for teacher qualification examination may be established, with the main leaders of the provincial education administrative departments concurrently serving as the leader of the leading group. The designated professional education (teacher qualification) examination institutions shall be responsible for the examination organization under the leadership of the provincial education administrative department, and their main responsibilities are:

(a) to formulate specific measures for examination management in this region;

(two) to organize the examination work in this area;

(3) Organizing the training of interview examiners and examination staff;

(four) to manage, guide and supervise the work of the examination area within their respective administrative areas;

(five) responsible for the safety and confidentiality of the teacher qualification examination within their respective administrative areas.

Thirty-third teacher qualification examination in the city (prefecture, league) as a unit to set up the examination area. The organization and implementation of the teacher qualification examination in each test area shall be the responsibility of the education administrative department and the teacher qualification examination institution of the city (prefecture, league).

Article 34 The teacher qualification examination fee shall be charged in accordance with the Notice of the National Development and Reform Commission of the Ministry of Finance on Agreeing to Charge Examination Fees for Teacher Qualification Examination (Caizong [2012] No.41).

Chapter VII Supplementary Provisions

Thirty-fifth provincial education administrative departments can formulate detailed rules for implementation according to these measures, and send a copy to the Ministry of Education.
