The aviation safety officer works under the leadership of the captain. Article 4 The General Administration of Civil Aviation of China (hereinafter referred to as CAAC) shall exercise unified management over aviation safety officers. The Public Security Bureau of CAAC leads the aviation safety officer business of the civil aviation system.
The Public Security Bureau of the Regional Civil Aviation Administration shall give guidance to the aviation safety officer business in this area.
The security department of a civil air transport enterprise is responsible for managing the aviation safety officer team of the enterprise. Article 5 The Public Security Bureau of the General Administration of Civil Aviation may appoint aviation safety officers as representatives of aviation safety technical supervision according to the situation, and inspect and assess the training and duty performance of aviation safety officers. Chapter II Functions and Powers Article 6 The tasks of aviation safety officers are to maintain the order of civil aircraft in flight, prevent and stop hijacking, bombing and other illegal interference with civil aircraft, and protect the safety of civil aircraft and its goods and property. Article 7 The duties of aviation safety officers are:
(1) Check the cabin before boarding and after disembarking to prevent irrelevant personnel and unknown articles from being stranded in the cabin;
(two) to prevent personnel unrelated to the mission from entering the cockpit;
(three) in flight, search the threatened aircraft and properly dispose of the explosives, combustibles and other suspicious items found;
(four) to deal with hijacking, explosion and other illegal interference incidents;
(5) to stop acts that disturb the order in the aircraft;
(six) to assist the relevant departments to do a good job in the supervision of criminals in custody and those who fled and were repatriated;
(seven) to assist the security department to do a good job in the security of civil aviation flights and special planes and important passengers;
(eight) to perform other security tasks assigned by the superior. Article 8 Aviation safety officers may exercise the following powers when performing their duties:
(1) Checking passenger tickets, boarding passes and identity documents when necessary;
(2) Take necessary measures against the perpetrator in emergency situations such as hijacking and plane bombing;
(3) Take control measures against those who disturb the order in the aircraft and do not listen to dissuasion, and hand over the aircraft to the civil aviation public security organ for handling after landing;
In order to stop acts endangering aviation safety, aviation safety officers may ask passengers to provide assistance when necessary. Chapter III Compilation Chapter III Compilation Article 9 The staffing of aviation safety officers shall be determined by civil air transport enterprises according to the staffing standards of civil aviation units. Article 10 A civil air transport enterprise shall be specifically managed by its flight department or safety department according to the allocation of aviation safety officers. Chapter IV Employment and Technical Grade Article 11 The political and physical conditions of aviation safety officers must comply with the relevant provisions of the State and the General Administration of Civil Aviation.
Aviation safety officers shall carry out physical examination in accordance with the regulations, and if they pass the examination, they shall be issued with a certificate of physical examination. Article 12 The probation period for aviation safety officers is one year. After the probation period expires, the aviation safety officer will be converted into an aviation safety officer, and the aviation safety officer license will be issued by the Public Security Bureau of CAAC. Article 13 The professional skills of aviation safety officers are divided into Grade One, Grade Two and Grade Three, and their professional skills appraisal standards shall be formulated separately. Article 14 The appraisal of the professional skill level of aviation safety officers shall be organized and implemented in accordance with the relevant provisions of the State and CAAC. Fifteenth aviation safety officer recruitment, appointment, promotion and transfer, shall solicit the opinions of the enterprise security department. Article 16 The salary, flying hours, labor insurance and welfare benefits of aviation safety officers shall be implemented in accordance with relevant regulations. Article 17 The age limit for aviation safety officers shall not exceed 50 for men and 45 for women. Chapter V Training Article 18 Newly hired aviation safety officers must undergo professional training in accordance with the training syllabus approved by the Public Security Bureau of the Civil Aviation Administration of China and the Department of Science, Technology and Education, and become trainee aviation safety officers after passing the examination. Article 19 Aviation safety officers shall be retrained once every two years for no less than 20 days. Training standards are formulated by the Public Security Bureau of CAAC and the Department of Science, Technology and Education. Article 20 The daily training of aviation safety officers shall be organized and implemented by their subordinate units or safety departments, and the training time shall not be less than 12 class hours per month. Article 21 The security department of a civil air transport enterprise shall conduct annual assessment and appraisal on the professional and technical level of aviation safety officers, and establish professional and technical files of aviation safety officers. If the examination fails, the Public Security Bureau of CAAC shall withdraw its aviation safety officer license. Chapter VI Service Dispatch Article 23 The security department of a civil air transport enterprise shall, according to the needs of aviation safety and security work and the instructions of the Public Security Bureau of the General Administration of Civil Aviation and the Public Security Bureau of the Regional Administration of Civil Aviation, dispatch aviation safety officers to board the plane to perform tasks. Article 24 The daily service dispatch of aviation safety officers shall be proposed by the unit where the aviation safety officers work and reported to the flight department of the enterprise for approval.
