Main responsibilities include:
(a) to implement the national laws and regulations on human resources and social security, organize the drafting of local laws and regulations on human resources and social security (excluding medical security, the same below) and the draft regulations of the provincial government, and formulate the development plan of human resources and social security in the province.
(2) Formulate and organize the implementation of the province's human resources market development plan and human resources flow policy, undertake the comprehensive management of the provincial government's talent work, take the lead in promoting the structural reform of the talent supply side, guide the construction of the province's human resources market, and standardize the province's human resources market.
(3) Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving the public employment service system, formulating policies for supporting and assisting employment and entrepreneurship, improving policies related to the vocational qualification system, coordinating the establishment of a vocational training system for urban and rural workers, taking the lead in formulating employment policies for college graduates, coordinating the selection of college graduates to work at the grass-roots level, and formulating training and incentive policies for high-skilled talents and rural practical talents in conjunction with relevant departments. Formulate and organize the implementation of the Regulations on Employment of Foreigners (excluding experts) in Liaoning Province, undertake the analysis and judgment of employment situation, forecast and warn unemployment, and maintain the stability of employment situation.
