Secret-level state secret institutions are designated as secret departments, and special places for centralized production, storage and custody of state secret carriers are designated as secret parts, which are equipped in accordance with national secrecy laws and standards and equipped with necessary technical protection facilities and equipment. State organs and units shall identify institutions involving top secret or relatively secret state secrets as key departments of secrecy, identify special places for centralized production, storage and custody of state secret carriers as key parts of secrecy, and equip and use necessary technical protection facilities and equipment in accordance with state secrecy regulations and standards.

The security assessment of commercial password application (referred to as "classified assessment" for short) refers to the assessment of compliance, correctness and effectiveness of password application in the network and information system where integrators use password technology, products and services.

The main body responsible for the classified assessment is the construction, use and management unit of the network and information system, which is an important field involving national security and social public interests. The objects of classified assessment include basic information networks, important information systems related to the national economy and people's livelihood and basic information resources, important industrial control systems, government information systems oriented to social services, key information infrastructures and information systems with network security protection level above level 3.

The Cryptographic Application Research Center of the Ministry of Industry and Information Technology is a scientific research institution established with the approval of the central government, which specializes in cryptographic application research in the industrial and information industries. Together with China Industrial Internet Research Institute, "one set of personnel, two brands" mainly undertakes the work of cryptographic infrastructure construction, applied research, standard formulation, security assessment and related testing and certification, personnel training and publicity training in the industrial and information industries.

Legal basis: Article 32 of the Law of People's Republic of China (PRC) on Guarding State Secrets, organs and units shall designate institutions involving state secrets above the top secret as key secrecy departments, designate special places for centralized production, storage and custody of state secret carriers as key secrecy parts, and equip and use necessary technical protection facilities and equipment in accordance with state secrecy regulations and standards.
