All regions and departments shall not set up national vocational qualifications outside the catalogue without approval, and it is strictly forbidden to carry out licensing and identification of vocational qualifications outside the catalogue.
Social organizations are not allowed to license and identify qualifications in disguised form, and the words "People's Republic of China (PRC)", "China", "China", "country", "country", "professional qualification" or "personnel qualification" and the national emblem are not allowed to be used in certificates. If the qualification holder does not have the proper professional level, resulting in gross negligence, the unit responsible for licensing shall also bear corresponding responsibilities.
