Legal basis: People's Republic of China (PRC) Law on Work Safety.
Article 3 Work safety in production should be people-oriented, adhere to safe development, adhere to the policy of safety first, prevention first and comprehensive management, strengthen and implement the main responsibility of production and business units, and establish a mechanism in which production and business units are responsible, employees participate, government supervision, industry self-discipline and social supervision.
Article 4 Production and business operation entities must abide by this Law and other laws and regulations related to production safety, strengthen the management of production safety, establish and improve the responsibility system and rules and regulations for production safety, improve the rules and regulations for production safety, promote the standardization of production safety, raise the level of production safety and ensure production safety.
Article 5 The principal responsible person of a production and business operation entity shall be fully responsible for the safety production of the entity.
