1 Scope These Measures stipulate the objectives, responsibility system, management organization and control of safety and environment control in the project construction of Guodian Quan Min Power Generation Co., Ltd. These Measures are applicable to the safety and environment control of Guodian Quan Min Power Generation Co., Ltd. and all relevant units in the project construction. 2 normative reference documents The clauses in the following documents become the clauses of this standard through the reference of this standard. Document No.78 Management Measures for Civilized Construction of Project Company of China Guodian Corporation 3 General Provisions 3. 1 In order to adhere to the policy of "Safety First, Prevention First" and implement the Law of People's Republic of China (PRC) on Work Safety, Regulations on Work Safety of Construction Projects and Regulations on Management of Safety, Health and Environment of Project Construction of China Guodian Corporation, 3.2 The project company of Guodian Quan Min Power Generation Co., Ltd. should establish a "people-oriented, Respect, care and care for people ",care about the work and life of employees, check and eliminate unsafe and uncivilized factors, and constantly improve the labor safety and health of employees and the engineering environment conditions. 3.3 The project of Guodian Quan Min Power Generation Co., Ltd. implements the responsibility system of safety and environmental protection for all employees, that is, "safety must be controlled in construction", "whoever is in charge is responsible" and "everyone is responsible for safe and civilized construction". 3.4 Project leaders at all levels of Guodian Quan Min Power Generation Co., Ltd. should straighten out the relationship between safety, efficiency and progress, always put safety and civilized construction in the first place, and achieve "three-level control", "four in place" and "five simultaneities" in practical work; Implement the principle of "paying equal attention to rewards and punishments" and "four no-misses" in safe and civilized construction. 3.5 Manage the safety, health and environmental protection of Guodian Quan Min Power Generation Co., Ltd. scientifically. Do a good job in accident prediction and pre-control. 3.6 These Measures are applicable to Guodian Quan Min Power Generation Co., Ltd. and relevant units such as design, supervision, construction and commissioning contractors involved in the project construction. In case of any conflict between these Measures and the spirit stipulated in the superior documents, the provisions of the superior documents shall prevail. 4. Responsibility system for safety and environmental control 5. 1 The general manager of each unit of the project is the first person in charge of safety and environmental management of this unit, and takes overall leadership responsibility for safety, health and environmental management of this unit. 5.2 The deputy general manager, chief engineer, chief economist, chief accountant and other leaders of each unit of the project are directly responsible for the safety, health and environment management within their respective business scope. 5.3 The heads of functional departments of all units in the project are responsible for the safety, health and environmental management within their respective business scope, and all employees are responsible for their respective work scope. 5.4 All kinds of personnel of each unit of the project shall be inspected, supervised and managed by the safety management department or safety supervision engineer during the safety and environmental work. 5.5 The supervision contractor shall supervise and control the safety and environmental work during the project construction, and the director shall be directly responsible for the supervision and control of safety and environment. 5.6 The survey and design contractor shall be responsible for the truthfulness, accuracy and rationality of the survey and design documents provided, and shall be responsible for giving guidance on measures to ensure the safety of construction personnel and prevent safe construction. 5.7 The construction contractor (subcontractor) is the main body responsible for the on-site safety and environmental protection work, and is fully responsible for the safety and environmental protection work within the scope of its contracted projects according to law. 6. Supervision 7. 1.2. 1 records of safety committee meetings, monthly analysis meetings and weekly safety net (including sign-in records); 7. 1.2.2 Safety and environmental inspection records; 7. 1.2.3 Notice of rectification of potential safety hazards; 7. 1.2.4 feedback sheet for rectification of potential safety hazards (verification); 7. 1.2.5 safety reward and punishment record (including reward and punishment notice); 7. 1.2.6 safety education and training records; 7. 1.2.7 safety management personnel file registration; 7. 1.2.8 Safe sending and receiving records; 7. 1.2.9 safety facility funds are put into the registration account; 7. 1.2. 10 monthly and annual safety comprehensive reports of contractors and project companies. 7.2 Safety Technical Measures Plan 7.2. 1 When bidding, the construction contractor shall list the cost plan of safety technical measures according to the General List of Safety Technical Measures Plan Projects and the Safety, Health and Environment Management Regulations of China Guodian Project Company (Trial). 7.2.2 The construction contractor (subcontractor) shall prepare the annual or unit project safety technical measures plan according to the scope of the above safety technical measures and the actual needs of safe and civilized construction, and submit it to the supervision contractor for future reference. 7.2.3 The construction contractor (subcontractor) shall ensure the investment of funds required for the safety technical measures plan, and the project company and supervision contractor shall strengthen the assessment of actual investment and establish relevant management accounts. 7.3 Management of Safety and Environmental Control Measures The management of on-site safety and environmental measures of Guodian Quan Min Power Generation Co., Ltd. can be controlled according to several processes, such as pre-entry management, construction and installation management, division trial run, start-up and commissioning of the whole machine, and trial run management. 7.3. 1 mobilization management 7.3. 1. 1 The project company has signed the Safety and Civilized Construction Agreement and the annual Safety Responsibility Letter with the contractor.
