Activists who join the Party mainly refer to those who have formally applied to the Party organization to join the Party, have been recommended by the Party Group (* * * * Youth League Committee), and have been identified as planned personnel for future development by the Party branch committee or party branch meeting. According to "Working Rules for the Development of party member by the Production Party of China * * *", the basic steps to identify activists joining the Party are: 1 Apply, 2 Party branches recommend, 3 talk with the applicants, 4 party member and non-party member vote, 5 hold a branch meeting to identify activists from the applicants, and report to the higher party committee for approval, 6. Officially enter the inspection period and fill in the registration form for activists joining the Party. The inspection period is at least one year.

The development target refers to those activists who have been trained, educated and inspected for more than one year. On the basis of listening to the opinions of the party group, cultivating the contact objects and the masses inside and outside the party, the party organization, through the discussion and research of the branch committee (the branch meeting without the branch committee), has made recommendations to those who basically have the conditions of party member and are ready for the near future development,

There are both connections and differences between development targets and activists joining the Party. The development target stage is a transitional stage, that is, a period of time when the activists who join the Party have finished their investigation and the branch committee decides that they can develop, but they have not submitted it to the branch general general party membership meeting for voting. There is no specific hard and fast rule on the length of time, but it is generally not very long. At this stage, the party branch should do a series of work well and make full preparations for the voting at the branch meeting.
