Chapter I General Provisions Article 1 In order to strengthen the management of urban construction archives and give full play to the role of urban construction archives in urban planning, construction and management, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the management of urban construction archives within the administrative area of this Municipality.

The urban construction archives mentioned in these Regulations (hereinafter referred to as urban construction archives) refer to the documents and materials of various carriers such as words, drawings, charts, audio-visual and electronic documents directly formed in urban planning, construction and management activities. Article 3 The municipal and county (city) construction departments shall be responsible for the management of urban construction archives within their respective jurisdictions, and their archives business shall be supervised and guided by the archives departments at the same level.

The relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of urban construction archives according to law. Fourth city and county (city) urban construction archives management institutions entrusted by the competent department of construction at the same level, responsible for the following urban construction archives management:

(a) to receive and keep the urban construction archives that should be preserved permanently and for a long time;

(two) collecting and sorting out important urban construction archives;

(three) the use of modern scientific and technological means to repair, improve and manage urban construction archives;

(four) the preparation of various retrieval tools, to carry out the use of urban construction archives;

(five) to supervise and guide the work of urban construction archives business and train business personnel;

(six) to participate in the acceptance of construction project completion files;

(seven) to organize and participate in the academic research activities of urban construction archives;

(eight) to publicize and implement the laws, regulations and rules of urban construction archives;

(nine) other work related to the management of urban construction archives. Article 5 The municipal and county (city) people's governments shall strengthen their leadership over urban construction archives work, incorporate urban construction archives work into the national economic and social development plan, establish and improve urban construction archives management institutions, determine the necessary staffing, and make overall arrangements for the funds needed for urban construction archives work. Sixth units or individuals who have made outstanding contributions in the management of urban construction archives shall be commended and rewarded in accordance with the relevant provisions of the state and the province. Chapter II Submission, Handover and Reception Article 7 The following urban construction archives shall be submitted or handed over to the urban construction archives management institution:

(1) Archives of construction projects such as industrial buildings, civil buildings, municipal infrastructure, public infrastructure, transportation infrastructure, garden construction, scenic spots construction, city appearance and environmental sanitation facilities construction, urban flood control projects, earthquake-resistant projects, civil air defense projects, etc. (except for projects above the confidential level);

(two) urban underground buildings (structures) and water supply, drainage, gas, heat, electricity, telecommunications, cable television and other pipeline engineering files and underground pipe network survey, supplementary measurement, supplementary drawing results files. In the military engineering archives, except for the military restricted zone and the military administrative zone, the direction of underground pipelines passing through the urban area and the location map of related concealed works;

(three) the business management and business technology files formed by the professional management departments of the construction system;

(four) the principles, policies, regulations and plans of urban planning, construction and management, scientific research results, urban history, natural and economic basic information and other documents. Eighth construction units shall register with the urban construction archives management institution before handling the construction project planning permit, and sign a letter of responsibility for the construction project archives submission with the urban construction archives management institution.

The relevant departments shall, when issuing the construction project planning permit and the construction project construction permit, check the responsibility letter for the construction project file submission. Article 9 The construction unit shall prepare the construction project files synchronously with the progress of the project to ensure the truthfulness, accuracy and completeness of the construction project files. If the construction unit provides false files, causing losses to the user unit or individual, the file providing unit shall be liable for compensation according to law.

The urban construction archives management institution shall put forward specific requirements for the project archives submitted by the construction unit, and conduct inspection and guidance in time. Tenth submitted to the urban construction archives shall meet the following requirements:

(a) the file should be the original. If a copy or duplicate can be submitted in accordance with the regulations, the copy shall indicate the place where the original is kept and be stamped with the seal of the unit where the original is kept;

(two) construction project documents and drawings shall not be signed with non-durable writing tools such as pencils and ballpoint pens;

(three) the file should be true, complete and complete, with clear handwriting and uniform specifications;

(four) the completion of the construction project is clear, consistent with the engineering entity, and stamped with the completion stamp;

(five) the completion drawings of various pipeline projects should be based on the completion measurement results.

The construction unit shall, at the same time as submitting the paper files of the construction project, submit the audio-visual and electronic files of the project to the urban construction archives management institution. Eleventh construction units in the application for a construction project planning permit, should be to the urban construction archives management agencies to inquire and obtain the construction site underground buildings (structures), pipeline engineering status information; If there is no current information, it shall entrust a surveying and mapping unit with corresponding qualifications to make up the surveying and mapping, and submit the surveying and mapping results to the urban construction archives management institution in a timely manner. Twelfth construction units in the organization before the completion of the project acceptance, shall apply to the urban construction archives management institutions for pre-acceptance of construction projects.

Urban construction archives management institutions shall complete the pre-acceptance within ten working days from the date of receiving the application for pre-acceptance from the construction unit. If the construction project archives meet the requirements, it shall issue an approval document for the construction project archives; Do not meet the requirements, the construction unit shall be in accordance with the requirements of urban construction archives management institutions to supplement and improve, and re submit the pre-acceptance.

Without the pre-acceptance of the construction project files or the unqualified pre-acceptance, the construction unit shall not organize the final acceptance.

The competent department of construction shall examine the approval documents of the construction project archives issued by the urban construction archives management institution when handling the project completion acceptance record.

Major fixed assets investment projects organized or entrusted by the government investment department for completion and acceptance shall be accepted by the archives management department at the same level.
