People's governments at all levels should include the funds needed for the cause of the disabled in the financial budget and gradually increase them according to the local social and economic development level. Article 4 The municipal and district people's governments shall organize, coordinate, guide and urge the relevant administrative departments of the people's governments at the same level to do a good job in safeguarding the rights and interests of the disabled. Article 5 The relevant administrative departments of civil affairs, finance, health, education, labor and social security, culture, sports, industry and commerce, construction, planning, land and housing management, municipal administration, public security, transportation, judicial administration, personnel, etc. of the municipal and district people's governments shall, according to their respective functions and duties, perform their duties of safeguarding and safeguarding the rights and interests of the disabled according to law. Article 6 Disabled persons' federations at all levels shall perform the following duties:

(five) to guide and manage all kinds of organizations and service institutions for the disabled in this area, and promote the protection of the rights and interests of the disabled in the community;
(six) contact and educate the disabled in this area, help the disabled according to law, safeguard the legitimate rights and interests of the disabled, and serve the disabled;
(seven) to mobilize social forces to support and develop the cause of the disabled;
(eight) other duties as prescribed by laws and regulations. Article 7 The Municipal Federation of Disabled Persons shall, jointly with the development and reform, planning, health, education, labor and social security, civil affairs, finance and other departments, formulate plans for rehabilitation, education, employment and other construction projects serving the disabled, which shall be incorporated into the overall urban planning and regulatory detailed planning of this Municipality after being approved by the Municipal People's Government. Eighth people's governments at all levels and their relevant administrative departments shall strengthen the protection of the rights and interests of the disabled and the publicity and education of relevant knowledge.
Radio, television, newspapers and other media should arrange public welfare publicity content for the cause of the disabled. Article 9 Social organizations and individuals are encouraged to donate property to promote the development of the cause of the disabled. The use and management of donated property shall conform to the provisions of the People's Republic of China (PRC) Public Welfare Donation Law. Article 10 The government gives preferential policies and support to institutions for the care, foster care, rehabilitation and education of the disabled organized by social forces, and can help the disabled by purchasing services from them. Eleventh no unit or individual may embezzle, misappropriate, intercept, occupy or privately divide the funds and articles used for the cause of the disabled. Poor disabled people seeking medical treatment in medical institutions organized by governments at or above the district level are exempted from ordinary registration fees, and bed fees, examination fees and operation fees are reduced by 20%; Those who seek medical treatment in the town health center are exempt from registration fees. Seventeenth without the consent of the disabled or their guardians, no unit or individual may disclose or disseminate medical information, rehabilitation information or other personal privacy of the disabled, except as otherwise provided by law. Eighteenth projects related to the rehabilitation of the disabled are included in the scope of social medical insurance and new rural cooperative medical care according to regulations.
