The market supervision and management department is responsible for the supervision and management of the production and sales market of electric bicycles. Enterprises and electric bicycle drivers should fulfill the main responsibility of traffic safety. Industry associations and enterprises should strengthen the training of electric bicycle drivers, improve drivers' legal concept of traffic safety and traffic quality, and implement pre-job training system for all drivers. Article 31 Encourage Insurance Encourage owners of electric bicycles in non-specific industries to take out relevant liability insurance for electric bicycles. Article 32 Responsibility for Traffic Accidents If a traffic accident occurs while driving an electric bicycle, the driver shall bear the responsibility for the accident according to law. If the actual driver is inconsistent with the registered driver, the actual driver shall bear the responsibility for the accident. Registered drivers who rent, lend or transfer electric bicycles without authorization in violation of these regulations shall also bear corresponding responsibilities. Thirty-third legal liability in violation of the provisions of article sixth, assembly, modification or installation of electric bicycles, by the municipal public security traffic management department fined one thousand yuan to ten thousand yuan. Article 35 Legal Liability III Anyone who drives an unregistered electric bicycle on the road in violation of Article 8 of these Provisions shall be detained by the municipal public security traffic management department and fined 2000 yuan. Article 36 Where an enterprise with legal responsibility violates Article 18 of these Provisions and provides false filing materials, the municipal public security traffic control department shall impose a fine of not less than 5,000 yuan but not more than 50,000 yuan, and record it in the enterprise credit file. In violation of the provisions of Article 23 of these Provisions, non-specific industry units or individuals who provide false filing materials shall be fined by the municipal public security traffic control department in 500 yuan. Article 37 Legal Liability V. If an enterprise rents, lends or transfers an electric bicycle without authorization in violation of Article 21 of these Provisions, the traffic administrative department of the public security shall impose a fine of 1000 yuan and record it in the credit record of the enterprise. Non-specific industry units or individuals who violate the provisions of the third paragraph of Article 23 and fail to go through the formalities for filing changes according to law shall be fined by the public security traffic management department in 200 yuan. Article 38 Legal Liability VI Whoever, in violation of the provisions of Article 22 of these Provisions, forges, alters or uses the forged or altered uniform logo of electric bicycles shall be detained by the municipal public security traffic management department and fined 5000 yuan. Article 40 Legal Liabilities VIII If relevant industry associations and enterprises violate the provisions of the first paragraph of Article 30 and fail to establish relevant safety management systems or punishment systems, the municipal public security traffic control department shall give them a warning or order them to make corrections, and incorporate them into the records of enterprise integrity files. If an enterprise violates the provisions of the second paragraph of Article 30 of these Provisions and fails to conduct pre-job training for electric bicycle drivers, the municipal public security traffic control department shall impose a fine of 2000 yuan. Forty-first management of electric tricycles in specific industries Except that electric tricycles in specific industries can drive in the quasi-traffic areas designated by this Municipality after filing, any electric tricycles are prohibited from driving on the roads in this Municipality. The management activities of electric tricycles in specific industries in this Municipality shall be implemented with reference to the relevant provisions on the management of electric bicycles. The specific administrative measures shall be formulated by the municipal public security traffic management department in conjunction with the relevant administrative departments.
