Going abroad is handled by individuals. 1, conditions for studying abroad in public schools (1) Political conditions Love the motherland, love socialism, have excellent ideology and morality, have outstanding performance in practical work and study, and actively serve socialist modernization. (2) College students who go abroad with business conditions should be high school graduates with excellent grades. Graduate students who go abroad should be excellent people who have graduated from university or above, and should stipulate the actual working years before going abroad according to the characteristics of different disciplines. Overseas students and visiting scholars should be the backbone of teaching, scientific research and production, have a bachelor's degree or above, and have been engaged in this major for more than five years in institutions of higher learning, scientific research units, industrial and mining enterprises and other departments (especially excellent or can be shortened appropriately due to work needs), or have been engaged in this major for more than two years after obtaining a master's degree, or engaged in vocational and technical education for more than two years. The age of international students and visiting scholars should be determined according to the different types of studying abroad, and generally should not exceed 50 years old. The short-term (three to six months) visiting scholars of associate professors or associate researchers may be appropriately relaxed. (3) Foreign Language Conditions All kinds of students studying abroad should master the language of the corresponding country, be proficient in reading foreign language professional books and periodicals, have certain listening, speaking and writing skills, and be able to conduct academic exchanges in related disciplines in foreign languages after short-term training. The foreign language ability of college students and graduate students who go abroad must reach the level of being able to attend lectures. (4) Physical Conditions The health status of all kinds of public students studying abroad must meet the prescribed standards for studying abroad, pass the examination in provincial and municipal hospitals and obtain a health certificate (the certificate is valid for one year). 2. Selection of Public Students Studying Abroad (1) Public students studying abroad refer to those who are sent by the state and relevant departments, localities and units in a planned way through various channels and ways according to the needs of national construction. According to the national unified plan, overseas students who enroll students nationwide, make salt uniformly, dispatch uniformly, and implement the unified expenditure regulations are national public overseas students (hereinafter referred to as national public schools); According to the plans of departments, localities and units, students who enroll students, add salt and walk students to their own regions and units, and those who implement the provisions of expenditures of departments, localities and units to study abroad (including those who have obtained various scholarships, loans and subsidies with the consent and support of their units and are included in the dispatch plan) are public students sent abroad by various departments, localities and units (hereinafter referred to as "public schools"). (3) The study period of undergraduate, junior college and graduate students studying abroad is generally determined by the sending unit according to the educational system of the other country. The time limit for studying abroad and visiting scholars, according to the actual needs of the study and research projects, is generally three months to one year, and may be one and a half years in special circumstances, which shall be determined by the sending unit according to the dispatch plan. (4) The sending unit should help and guide the overseas students to choose the units that study, study, practice or engage in research abroad. These units should have a high level or professional knowledge. After the graduate students sent abroad by the government to study for doctoral degrees obtain doctoral degrees, the length of service is calculated during the approved doctoral degree study period. On-the-job personnel sent abroad to study for a degree shall be paid according to the relevant regulations of similar personnel in China during their study. (2) The expenses for settling down abroad, travel expenses, study living expenses during studying abroad, and round-trip international travel expenses for graduate students and college students returning to China for vacation shall be handled in accordance with the unified provisions of the state. Passport application for students studying abroad on business The following students studying abroad on business refer to international students, graduate students, advanced students, visiting scholars or related personnel who have been sent abroad by ordinary passport (1) agreement and contract according to state regulations; (2) Personnel sent abroad for internship, training, manufacturing supervision and inspection. The issuing institution of the above-mentioned ordinary passport for business is the Ministry of Foreign Affairs of China or the foreign affairs offices of provinces and cities authorized to accept it. (4) During the postdoctoral research or internship abroad, the domestic salary will be paid as usual. 2. Measures for Postgraduates Abroad to Engage in Postdoctoral Research or Internship (1) After obtaining a doctoral degree, overseas postgraduates who want to engage in postdoctoral research or internship abroad should submit an application report to their domestic dispatched units and our embassies and consulates abroad in advance, explaining the reasons, contents and duration of the proposed postdoctoral research or internship. (2) After receiving the application, the domestic dispatched unit shall organize relevant experts and professors to comment and sign opinions within three months, and the unit leaders shall notify the applicant through the relevant foreign embassies and consulates after examination and approval. If you don't get a reply from the sending unit after 30 months, it will be examined and approved by our embassies and consulates abroad. (3) After the applicant gets in touch with foreign units engaged in postdoctoral research or internship and receives the letter of appointment, I declare the research direction or internship scope, unit and time limit of postdoctoral research to domestic dispatched units and foreign embassies and consulates. If the business scope of its research topic or internship is inconsistent with the original application, it should be re-submitted. (4) All expenses required for engaging in postdoctoral research or internship abroad, including the travel expenses for returning to China after completing postdoctoral research or internship, shall be borne by me. (5) After obtaining a doctorate abroad, graduate students who need to transfer to a third country for postdoctoral research or internship should generally return to China for a period of time before applying. In case of direct transfer from abroad to a third country due to special needs, an application shall be filed six months in advance and submitted to the Ministry, the Commission or the competent departments of provinces, autonomous regions and municipalities directly under the Central Government for approval. (6) Postdoctoral research or internship abroad is generally one year to one and a half years. (4) Relevant regulations on studying abroad at one's own expense 1. Conditions, length of service and treatment of students studying abroad at their own expense (1) Students studying abroad at their own expense refer to those who are provided with reliable certificates by China citizens, funded by their relatives and friends who have settled abroad and in Hong Kong, Macao and Taiwan provinces, or who use domestic foreign exchange funds to study or further their studies in foreign universities and scientific research institutions. (2) Non-employed persons, college graduates, returned overseas Chinese and their families, overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, and families of overseas Chinese in the Mainland who meet the requirements of (1) and have obtained foreign admission notices and financial guarantees may apply for studying abroad at their own expense. (3) In-service employees who want to leave their jobs and study abroad at their own expense shall obtain the consent of their units in advance. The graduating students in colleges and universities have been included in the national distribution plan and should obey the distribution and serve the country. Graduate students studying in China are generally not allowed to interrupt their studies and study abroad at their own expense. (4) All graduates of full-time publicly-funded institutions of higher learning at all levels, students above grade four (including grade four), graduate students, students who dropped out of school during this study period, and graduates of full-time adult institutions of higher learning must complete the service period according to regulations before they can apply for studying abroad at their own expense. Students in the fourth grade and below in full-time institutions of higher learning (excluding the fourth grade) and students in full-time adult colleges at public expense may apply for studying abroad at their own expense after repaying the training expenses borne by the state during their studies. Those who return to China for service within eight years from the date of leaving the country will be refunded the training fees they have paid. Full-time overseas students or graduate students studying in full-time institutions of higher learning or studying late are returned overseas Chinese, their relatives, compatriots from Hong Kong, Macao and Taiwan and foreign Chinese, and are exempt from training fees. Persons with university education or above who want to study abroad at their own expense must go through the examination procedures of education and length of service at the level of provinces, autonomous regions and municipalities directly under the Central Government, and only after approval can they apply to the public security organ for a passport to go abroad. (5) Professional and technical backbones, including assistant researchers, lecturers, engineers, attending doctors and above, graduate students, outstanding literary and artistic backbones, outstanding athletes, backbone of government work and talents with special skills. Those who apply for studying abroad at their own expense should be included in the scope of public schools as far as possible. After approval, the management and domestic treatment during the period of studying abroad shall be handled in accordance with the Measures for Studying Abroad in Public Schools. (6) Students from institutions of higher learning who are allowed to study abroad at their own expense can retain their school status for one year. If employees are allowed to study abroad at their own expense, their wages will be stopped from the next month after leaving the country and they will remain in public office for one year. (7) After the on-the-job personnel go abroad to study and return to work at their own expense, the length of service before going abroad can be retained and combined with the working time after returning home to calculate the length of service. Those who have obtained doctoral degrees and returned to work in China, who are studying for doctoral degrees abroad, will be combined with their length of service in China. The method of calculating the length should be the same as that of public students. (8) For self-funded overseas students who have completed their studies and returned to China and obtained a bachelor's degree or above, their international travel expenses for returning to China shall be provided by the state or the employing unit, and their domestic resettlement expenses shall be subsidized by the employing unit according to different situations. (nine) graduate students, undergraduate and junior college graduates who study abroad at their own expense can contact our embassies and consulates abroad for relevant registration procedures in the first half of graduation, and the State Education Commission is responsible for arranging the distribution work; Or after returning to China, register with the State Education Commission, and handle it according to the provisions on the distribution methods and wages of similar public students studying abroad. 2. Application for Passport of Students Studying Abroad at Their Own expense Students studying abroad at their own expense should apply for ordinary passports for personal reasons. Passports are issued by authorized public security departments of provinces, autonomous regions and municipalities directly under the Central Government. Is a student or employee, the school or unit shall sign an opinion. When going through the formalities, you must prepare the following materials (1) letter of introduction from the unit (2) proof of household registration book or collective household registration book, indicating your place of birth and date of birth; (3) A copy of the translated "economic guarantee".
