In order to implement the spirit of the 17th National Congress of the Communist Party of China on encouraging young cadres to exercise and grow in grassroots and hard areas and the requirements of the Central Organization Department and the Provincial Party Committee on doing a good job in Selected Graduates, we should further strengthen the work of selecting and training outstanding young cadres, improve the structure of grassroots cadres, enhance their vitality, promote the healthy growth of young cadres and promote the construction of the economic zone on the west side of the Taiwan Strait. After research, it is decided that in 2008, our province will continue to select a group of outstanding college graduates to exercise at the grassroots level. The relevant matters are hereby notified as follows:
First, the scope of choice
Fujian Shengyuan, a key university outside the province, is a full-time undergraduate graduate of excellent universities in 2008; Full-time undergraduate graduates from Xiamen University, Huaqiao University, Fuzhou University, Fujian Normal University, Fujian Agriculture and Forestry University, Fujian Medical University, Fujian College of Traditional Chinese Medicine, Jimei University, Zhangzhou Normal University, Quanzhou Normal University and yang-en university in 2008; Full-time graduate students of master's degree and doctor's degree in 2008 in universities inside and outside the province.
All the above graduates are required to take the unified entrance examination for undergraduates and postgraduates in national colleges and universities or be exempted from the examination according to regulations. Master students must graduate and obtain corresponding degrees before September 2008 1, and doctoral students must graduate and obtain corresponding degrees before September 2008 1 and February 3 1 of that year.
Second, choose the number.
There are about 330 people in Selected Graduates, including 9/kloc-0 graduate students and 239 undergraduate students. Doctoral graduates are selected according to their professional needs, and the number of places is unlimited. Among undergraduates, 15 selects minority students to work in ethnic townships and townships with a population of 1000 or more (referred to as "ethnic townships"). Receiving and arranging the administrative establishment required by Selected Graduates shall be solved by all localities in the administrative establishment at the same level issued by the province.
Third, the selection conditions
1. Seriously study Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, support the party's line, principles and policies, and actively demand political progress; Integrity, correct style, law-abiding; Caring for the collective, uniting with classmates and having strong organizational skills.
2, study hard, solid professional knowledge, excellent academic performance, and obtain the corresponding graduation certificate and degree certificate. Wide range of interests, quick thinking, good at communication, strong oral and written expression skills.
3. Establish a correct outlook on the world, life, values, success and employment, consciously combine personal ideals with the needs of the country and society, have a correct understanding of job transfer, and voluntarily work in grassroots and hard places to exercise and dedicate their talents. Strong organizational discipline, obey organizational arrangements.
4, physical and mental health, can adapt to the needs of grassroots work and adapt to the difficult working and living environment at the grassroots level. Physical fitness must meet the qualified conditions stipulated by the Ministry of Personnel and the Ministry of Health in the General Standard for Physical Examination of Civil Servants (for Trial Implementation).
5. Undergraduate graduates should be the vice squad leader or deputy secretary of the League branch during their study in the university. The time of being a monitor or secretary of the League branch or above shall not be less than 1 year, and the time of being a deputy monitor or deputy secretary of the League branch or above shall not be less than 2 years (students in Sanming City, Nanping City, Longyan City and Ningde City shall be regarded as 1 year). During the period of studying in university, graduate students should hold the post of student cadre department above the class committee. Minority students who volunteer to work in ethnic townships may be appropriately relaxed. 6. Except for two graduates majoring in computer science who were admitted to the grassroots courts in Sanming City, those who work in grassroots courts and procuratorates are limited to law majors.
7. Undergraduate graduates are not more than 25 years old (1983, 1 born after July), master graduates are generally not more than 30 years old, and doctoral graduates are generally not more than 33 years old.
8. Passed the Selected Graduates Qualification Examination. Graduates who have obtained doctoral degrees do not participate in the unified examination, and they are selected by a special examination method combining interview and assessment.
Party member, outstanding student cadres, miyoshi students and minority students who meet the above conditions are preferred. Undergraduates and postgraduates (hereinafter referred to as "provincial eugenics") who have been rated as outstanding students, outstanding student cadres, outstanding league members at or above the provincial level during their college years will be given 5 points when taking the Selected Graduates Qualification Examination (students from Sanming City, Nanping City, Longyan City and Ningde City who wish to return to work will be given 10).
Fourth, the selection process.
1, determine the quota. The Organization Department of the Provincial Party Committee, after consulting with relevant departments and soliciting opinions from various districts and cities, determined the number of Selected Graduates recipients in 2008 nationwide, and issued the quota for adjustment in colleges and universities.
2. Registration and qualification examination. Take the form of online registration. The registration period is from 20071October 28th 165438+ to 24: 00 on February 2007. For details, please refer to Fujian Talent Network (website: www.fjrclh.com).
Candidates must fill in the Application Form for Selected Graduates in Fujian Province in 2008 accurately, and be responsible for the completeness and accuracy of the declared materials. Candidates' colleges and universities should be strictly examined. In the process of inspection or review, if the information provided is found to be untrue or unqualified, its qualification for adjustment will be cancelled.
Voluntary reporting: only one of the three types of work is allowed: party and government, court and procuratorate. The work area is divided into coastal areas (Fuzhou, Xiamen, Zhangzhou, Quanzhou and Putian) and mountainous areas (Sanming, Nanping, Longyan and Ningde). Undergraduate students must apply according to the principle of source of students (that is, the area where the middle school before entering the university is located), and only one application is allowed. Master's and doctoral students implement "two-way selection" and are not limited by their place of origin. In the process of adjustment, if there are insufficient candidates in mountainous areas, they can be adjusted appropriately with the consent of the students themselves.
Ethnic minority students who volunteer to work in local "ethnic townships" should fill in their alternative volunteers. If they cannot be selected in the same competition, they will be included in the separate places of ethnic minority Selected Graduates as the basis for priority selection.
According to the charging standard of civil service examination in our province, candidates (including doctoral graduates who are exempted from taking the unified written examination) must pay the registration fee of 80 yuan. Students with special difficulties in life may submit a written application by an individual and be exempted from the registration fee during the registration period after being audited by the relevant department of the institution (signed by the party organization department of the institution or department, and signed by the organization department of the Party Committee or the student office of the institution). Candidates also need to prepare 4 one-inch bareheaded photos of the same edition (registration form, admission ticket, stub of admission ticket, physical examination form 1).
The process for colleges and universities in the province to apply for Selected Graduates: (1) Colleges and universities release information. (2) Eligible students register online. (3) The Party Committee of the College is responsible, and the Organization Department of the Party Committee of the College will conduct qualification examination in conjunction with the Political and Educational Affairs Office. (4) According to the comprehensive performance of students, the Party Committee of colleges and universities recommends candidates according to the ratio of the number of transfer plans 1:6. (five) colleges and universities to recommend candidates for a three-day publicity. (6) Candidates are recommended to pay the registration fee and photos, and the College Student Affairs Office is responsible for collecting and summarizing. (7) issue admission tickets. The college student affairs office downloads the admission ticket centrally, affixes the seal of the student affairs office, and keeps the root. (8) Submit materials. Colleges and universities submitted the List of Candidates Recommended by Selected Graduates in Fujian Province in 2008, the Application Form for Selected Graduates in Fujian Province in 2008 and the stub of the admission ticket to six cadres of the Organization Department of the Provincial Party Committee on February 3, 2007. The qualification of "provincial eugenics" shall be verified by colleges and universities, and a copy of the relevant honorary certificate shall be submitted at the same time (it shall be signed by myself and sealed by the student affairs office of colleges and universities).
The process for colleges and universities outside the province to apply for Selected Graduates: (1) Publish the selected information. (2) Eligible students register online. (3) The Organization Department of Fujian Provincial Party Committee conducts qualification examination, and determines the candidates who enter the qualification examination according to the ratio of 1:6. (4) Candidates who have passed the qualification examination shall pay the registration fee by postal electronic remittance (postal code: 350 108, Fuzhou University New Campus, Shang Jie Town University Town, Minhou County, Fujian Province, payee: Yan Zhiqiang, tel: 059/KLOC-059 1-228666662, fax: 05965438+. (5) After the registration fee is paid and confirmed, candidates can download the registration form directly from the Internet and send it to the party organization of their college for review and seal. A copy of the honorary certificate related to the qualification of "provincial eugenics" shall be signed by myself and sent to the College Student Office for review and seal. (6) From February 25th, 65438 to February 25th, 2007, candidates downloaded the admission ticket from the Internet. (7) At 9: 00 a.m.-11:30 a.m. on October 27th, 2008, candidates will bring the admission ticket, ID card, student ID card and the registration form audited and sealed by their institutions to Zixing Teaching Building of Fuzhou University (Yishan Campus, located at No.523 Ye Highway, Fuzhou) for examination and seal. "Provincial eugenics" also fulfilled the original certificate of honor and submitted a copy. At the same time, fill in the physical examination form, pay the medical examination fee in advance (do not participate in the physical examination, the credentials will be returned), and be familiar with the examination room.
Candidates must remember their personal password for surfing the Internet, so that they can check the medical examination results, inspection results, survey list, transfer notice and other information in the future. Application form, admission ticket, copy of honorary certificate, application for fee reduction, etc. It must be copied (printed) on A4 paper, and the paper should be kept clean and tidy.
3. Examination. Selected Graduates Qualification Examination was held in Fuzhou University (Yishan Campus) from 2: 00 to 5: 00 pm on June 27th, 2008. Candidates must enter the venue before 1: 45 pm, and the answer time is 180 minutes. The contents of the examination are mainly "Administrative Professional Ability Test" and "Application".
4. Physical examination. On the morning of June 28, 2008, 5438+1October 28, 2008, candidates from universities outside the province were organized for physical examination. Candidates in colleges and universities in the province arrange physical examination after examination. The physical examination of doctoral graduates will be notified separately after the initial implementation of the receiving unit. The physical examination is organized by the Organization Department of the Provincial Party Committee, the Provincial Personnel Department, the Provincial Court and the Procuratorate. The medical examination fee is paid by the examinee himself, and the medical examination fee is paid by the organization department of the provincial party committee from the special fund of Selected Graduates. Those who fail to attend the physical examination on time or fail to pass the physical examination will not be included in Selected Graduates.
5. Determine the object of investigation. According to the volunteer area, job type and education level, colleges and universities in the province determine the list of candidates for investigation according to the ratio of test scores (plus points) and the number of transfer plans 1:2. According to the volunteer area, post type and academic qualifications, and according to the test scores (plus points), colleges and universities outside the province determine the list of candidates taking the test according to the ratio of the number of adjustment plans 1:3. According to the principle of "two-way selection", doctoral students are recommended by the organization department of the provincial party committee to the relevant provincial units and districts and cities according to the candidates' wishes, and the provincial units and districts and cities' organization departments determine the candidates for preliminary admission as the candidates for investigation according to the talent demand.
Step 6 check. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department led the inspection team to the school to conduct a comprehensive inspection of the candidates. After the inspection, fill in the Registration Form for Candidates in Selected Graduates, Fujian Province in 2008.
7, determine the Selected Graduates list. After the inspection, each inspection team will determine the preliminary list of selected tracks according to the comprehensive performance and quality of candidates during their school days. The list of Selected Graduates is determined by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department in conjunction with relevant departments.
8. Publicity. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department entrust relevant universities to publicize the list of students to be transferred and accept the supervision of teachers and students. The publicity period is 3 working days. During the publicity period, problems can be reflected to the Organization Department of the Party Committee of the College or the Student Office, or to the Organization Department of the Provincial Party Committee and the Provincial Personnel Department. Verify whether it is suitable for Selected Graduates and make timely adjustments.
9. Employment. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department issued a notice of transfer and employment to the Organization Department of the Party Committee or the Student Office of the relevant university. The relevant institutions shall, jointly with the provincial department in charge of graduate employment, handle the relevant procedures for graduate employment. Arrange the party and government organs, court organs and procuratorial organs in Selected Graduates to handle the recruitment procedures of civil servants. Party and government Selected Graduates is appointed by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department; Selected Graduates of the court and procuratorate is employed by the Organization Department of the Provincial Party Committee.
10, relevant requirements. Colleges and universities should be serious about the discipline of graduates' employment dispatch. After the Selected Graduates list is confirmed, Selected Graduates candidates must obey the organization's selection. Selected Graduates implements the minimum service period system. After being selected to work at the grassroots level, they should have served for 3 years (including probation period) within the scope of their districts and cities. Students from Fuzhou, Xiamen, Zhangzhou, Quanzhou and Putian volunteered to work in Sanming, Nanping, Longyan and Ningde. The service period is 4 years (including probation period). Work in "ethnic townships" with a service period of 4 years (including probation period).

V. Distribution report
1, distribution direction. In 2008, Selected Graduates will be enriched to the grassroots in principle. Undergraduate students are arranged to work in township party committees, governments (street offices in individual cities) or grass-roots courts and procuratorates below the county level according to their place of origin; Graduate students can be arranged to work in county (city, district) party committees, government agencies or courts and procuratorates in districts and cities (Xiamen is the district); Doctoral students can arrange to work in party and government organs at or above the district level when they have the preparation time.
2. Allocation procedure. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department issued a list of Selected Graduates to all districts and cities. Selected Graduates, the court and procuratorate, was put forward by the courts and procuratorates of the districts and cities respectively, and audited by the Organization Department of the Municipal Party Committee, the Municipal Party Committee's editorial office and the Municipal Personnel Bureau. For Party and Government Selected Graduates, the Organization Department of the Municipal Party Committee will put forward specific arrangements with the Municipal Personnel Bureau and solicit opinions from the Municipal Party Committee. All Selected Graduates sub-formulas shall be summarized and reported to the Organization Department of the Provincial Party Committee by the Organization Department of the Municipal Party Committee with districts, and approved and implemented by the Organization Department of the Provincial Party Committee in conjunction with the Provincial Personnel Department after soliciting opinions from relevant departments.
3. File transfer. According to the specific requirements of the transfer notice, the Selected Graduates Archives will be sent by the student's unit to the organization department of the relevant municipal party committee. The organization department of the municipal party Committee should do a good job in file registration, inventory and forwarding in a timely manner. Selected Graduates files working in counties (cities, districts) are managed by the organization department of the county (city, district) committee.
4. Registration arrangements. Registration is the responsibility of the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau. At 9: 00 am on July 22nd, 2008, Selected Graduates reported to the Personnel Bureau of the distribution area with the original diploma and degree certificate, and went through the relevant formalities. The Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau, together with the municipal courts, procuratorates and other units, have a collective talk with Selected Graduates. Before August 2008 1, Selected Graduates was assigned to the work unit.
5. Pre-job training. In order to help Selected Graduates adapt to grass-roots work as soon as possible, provincial and municipal departments will organize Selected Graduates's induction training at the end of 2008.
