Legal analysis: (1) The applicant submits an application to the township (office) where he is located with relevant materials, and the personnel of the township (office) labor and social security office conduct preliminary examination and put forward audit opinions (put forward audit opinions within ten working days), and then go to the employment bureau to apply for a certificate, which will be examined and approved by the employment bureau.
