Since the fourth quarter of 2008, affected by the international financial crisis, some industries and enterprises in our city have been hit to some extent, the demand for employment of enterprises has declined, and some jobs have been abnormally lost. The actual demand for employment is greater than the supply, and the employment is characterized by the coexistence of total contradiction and structural contradiction, and the interweaving of structural unemployment and frictional unemployment, and the employment situation is grim. In order to actively respond to the current economic situation, stabilize the employment situation and promote employment and entrepreneurship, according to the Notice of the State Council on Doing a Good Job in Employment under the Current Economic Situation (Guo Fa [2009] No.4), the Notice of the General Office of the State Council on Strengthening the Employment of College Graduates (Guo Ban Fa [2009] No.3) and the Notice of the General Office of the State Council on Doing a Good Job in Migrant Workers (Guo Ban Fa [2008])
First, establish a linkage mechanism between employment and project construction and do everything possible to expand employment.
(A) the establishment of employment and project construction linkage mechanism. Adhere to the principle of paying equal attention to economic development and expanding employment, strengthen the government's responsibility to promote employment, give full play to the role of government investment and major projects in stimulating employment, and consider increasing employment as an important content when arranging government investment and determining major projects. When applying for the examination and approval of fixed assets investment projects, the project construction unit shall submit the employment demand during and after the completion of the project to the Development and Reform Commission, the Economic Commission, the Bureau of Commerce, the Service Industry Office and other departments, and the above departments will transfer the situation to the labor and social security departments at the same level on a monthly basis. Railways, highways, reservoirs and water conveyance projects, urban roads and subways, power supply and telecommunications infrastructure, urban water supply, gas supply, heating and environmental construction, and construction projects such as science and technology, education, culture, health and sports should increase the proportion of migrant workers. Development and reform, transportation, water conservancy, construction and other departments and railway, electric power, telecommunications and other units should give priority to the local use of migrant workers as a prerequisite in project bidding. The local government of the project or bid section should do a good job of docking and organize local migrant workers to find employment in the process of project construction. Support policies such as special financial funds, financial credit and social services to encourage and support the development of enterprises should be linked to the performance of enterprises in stabilizing and expanding employment. When formulating economic planning, we should give priority to the development of labor-intensive industries and enterprises, protect and support the development of labor-intensive industries, and do everything possible to expand employment.
Governments at all levels should establish and improve the linkage mechanism between projects and employment, and strengthen coordination and liaison between relevant government departments. Employment service agencies at all levels should take the initiative to contact, on-site service, follow up new projects, keep an eye on new enterprises, expand new space, make full use of new policies and carry out new training. Realize the "three docking", that is, the effective docking of enterprise recruitment and the implementation of preferential policies, the effective docking of enterprise job demand and human resources job search information, and the effective docking of enterprise employment skills demand and employment training. Grasp the "three links", that is, when the project is established, sign the employment intention; When the project starts, sign a training agreement; After the completion of the project, sign a labor contract.
(2) Do a good job in job development around the development of service industry. It is necessary to give full play to the role of the service industry in absorbing employment, find and cultivate jobs from market demand and people's demand, and form new employment growth points. Vigorously develop new fields and methods with growth potential, such as social management, public services, production services, living services, rescue services and cultural services, and focus on developing community service posts such as old-age services, medical services, home services for the disabled, property services and low-rent housing services, and guide and support the development of service industries such as animation, creativity, leasing, domestic economics and agricultural technology promotion, and chain operation of agricultural means of production. Make full use of service outsourcing, logistics management and other supporting services in newly-built industrial development zones, industrial parks and industrial clusters to expand employment. All regions and departments should, according to the new occupational catalogue promulgated by Ministry of Human Resources and Social Security, segment market posts for specific groups or specific needs, take projects as the carrier, adopt the operation mode of employer contribution and government subsidies, and accelerate the cultivation and development of service posts.
Second, reduce the burden on enterprises and stabilize employment.
(3) Reduce the burden of corporate social insurance premiums. Taking 2008 as the base, this year, the minimum payment base for basic pension, medical care, unemployment, work injury and maternity insurance for urban workers will not be raised.
(four) phased reduction of four social insurance rates. In 2009, on the premise of ensuring that the level of social insurance benefits of the insured personnel will not be reduced, the social insurance system will operate smoothly and there will be no fund gap, four social insurance rates will be reduced by reducing the basic medical insurance, unemployment, work injury and maternity insurance premiums of urban insured units and employees (including flexible employees) 1 month.
(five) allow enterprises in difficulty to delay payment of part of social insurance premiums within a certain period of time. On the premise of ensuring that social insurance benefits are paid in full and on time, and there is no gap in the social insurance fund, enterprises in difficulty who are temporarily unable to pay social insurance premiums are allowed to delay payment of basic medical insurance, unemployment insurance, work injury insurance and maternity insurance within a certain period of time. The implementation period of holdover is within 2009, and the longest holdover period is no more than 6 months. During the approved holdover period, the enterprise shall continue to declare the social insurance premiums payable on a monthly basis, and the payment period of the enterprise and employees shall be calculated continuously. Social insurance premiums that are deferred are not subject to late fees. The conditions for the identification of difficult enterprises shall be subject to the provisions of the provincial government (the same below).
(six) to help enterprises with difficulties to stabilize employment.
For difficult enterprises that do not lay off employees, social security subsidies and post subsidies will be given by means of on-the-job training, shift work and salary negotiation within a certain period of time. Social security subsidies are mainly used for basic old-age pension, medical care and unemployment insurance, with the maximum 500 yuan per person per month. The post subsidy is determined according to the current unemployment insurance standard in our city, and the standard is the highest 500 yuan per person per month. The maximum period of social security subsidies and post subsidies shall not exceed 6 months, and the implementation period of subsidies shall be 2009. The maximum number of subsidies shall not exceed 50% of the total number of employees on the job under the normal production and operation of enterprises. Our city is dominated by social security subsidies, and the social security subsidies and post subsidies of the same enterprise cannot have both.
Third, vigorously promote the employment of college graduates.
(7) Develop grass-roots management and service posts for college graduates. According to the indicators of grass-roots management and service posts issued by the province in 2009, cities are oriented to communities, and rural areas are concentrated in towns and below. Priority is given to the employment of college graduates from urban and rural poor families who are registered unemployed (the proportion of female college graduates is not less than 50%), so as to meet the needs of extending government management functions to the grassroots and covering urban and rural people with government service functions. Grassroots management posts mainly include labor security, family planning, health and epidemic prevention, quality inspection, comprehensive management, investigation and analysis, etc. Grassroots service posts mainly include rights and interests maintenance, dispute mediation, medical and health care, employment and entrepreneurship, education and training, social culture, maternal and child health care, agriculture, forestry and water technology promotion and other fields. The above positions are purchased and subsidized by governments at all levels. Each person shall enjoy a monthly salary or living allowance of not less than 1 000 yuan, and pay social insurance and housing accumulation fund.
(8) Actively cultivate market service posts. Governments at all levels should proceed from market demand and people's demand, guide and cultivate market service posts, and encourage college graduates from poor families to find jobs. The market service jobs guided and cultivated by the government include health management, public nutrition, aromatic health care, floral environmental design and other fields with great market potential. City employment and social security leading group office put forward a list of posts, and the financial department will give appropriate post subsidies to college graduates with family difficulties who are engaged in designated posts.
(nine) the implementation of college graduates internship subsidy policy. Implement the real-name management practice plan for college graduates, select 300 enterprises as practice bases, and guide 3,000 fresh college graduates to practice in the base, so as to enhance practical experience and promote market employment. The probation period is no longer than 6 months. During the probation period, trainee subsidies will be paid. The trainee subsidy standard is not less than 60% of the local minimum wage standard, which shall be borne by the finance for 2/3, and the rest shall be borne by the trainee unit. College graduates enjoy personal accident insurance during their internship, and the expenses incurred shall be borne by the finance. The trainee subsidy expenses incurred by the trainee unit shall be charged before income tax, and shall not be included in the social insurance premium payment base.
(ten) the implementation of college graduates to rural grassroots employment loan compensation policy. For college graduates who have been employed in rural grass-roots units below cities and counties (excluding counties) and have worked for more than two years, the interest of applying for national student loans during their school years shall be borne by the finance at the same level according to the affiliation of colleges and universities, and the principal shall be repaid by the provincial, municipal and county finance respectively according to the ratio of 4:4:2; After working for 4 years, the tuition fee will be refunded by the government in one lump sum, and the required funds will be shared by the provincial, municipal and county finances in a ratio of 4:4:2.
(eleven) to give social insurance subsidies to college graduates engaged in tutoring. Engaged in family education to achieve employment of registered unemployed college graduates in our city, can hold my identity card, unemployment certificate, diploma, family education agreement, community proof, by the financial sector according to the social insurance subsidy standard for flexible employees to give social security subsidies. The policy implementation period is within 2009.
(twelve) to carry out skills training for college graduates. Incorporate the skills training of college graduates into the scope of GSP employment training in our city, and encourage higher vocational colleges, technician colleges, technical schools and vocational schools to carry out vocational skills training. For graduates of higher vocational colleges and college students who are about to graduate in four years, the "double certificate" system of graduation certificate and vocational qualification certificate is implemented. Labor and social security departments and education departments at all levels should, according to the actual needs of graduates, reasonably connect vocational skill appraisal with teaching plans, appropriately relax the minimum academic system requirements for declaration and appraisal, and ensure the authority of vocational qualification certificates through strict quality management and evaluation standards. The policy implementation period is within 2009.
(thirteen) to encourage scientific research projects to absorb the employment of college graduates. Scientific research institutes and institutions of higher learning that undertake major national and local scientific research projects in our city should actively hire outstanding college graduates to participate in the research, and their labor costs and related social insurance premiums shall be charged from the project funds according to regulations. During the period of college graduates participating in the project research, their accounts and files can be stored free of charge in scientific research institutes or talent exchange centers where colleges and universities are located and their families are located, or kept free of charge in the original colleges and universities. After the expiration of employment, employees can be renewed or employed in other positions according to their work needs. The length of service after employment and the working time during the project research are calculated together, and the social insurance payment records are calculated continuously.
(fourteen) to encourage enterprises to absorb the employment of college graduates. If all kinds of employers recruit registered unemployed college graduates for employment, sign labor contracts for more than 1 year and pay social insurance premiums according to law, they will be given a one-time social insurance subsidy according to the actual number of people absorbed. The implementation period is 2009. When the labor contract expires, the employer will receive a subsidy, and the subsidy standard is 50% of the actual amount paid by the enterprise. In particular, large and medium-sized state-owned enterprises, especially innovative enterprises, should be encouraged to create conditions to attract more college graduates with technical expertise. Support difficult enterprises to retain more technical backbones of college graduates in the work of stabilizing the workforce.
(fifteen) to encourage college graduates to work in remote towns and villages in our city. To further improve the "one college student in one village, three supports and one support" program, institutions with spare time in each aided area can take the combination of examination and assessment, and give priority to recruiting qualified personnel after the expiration of the above-mentioned program services. College graduates go to Hongqi Township, Yaobao Township, Zhoutuozi Township, Daliutun Township, Yujiawobao Township, Taojiatun Township, Dongshe Zi Shan Township, Daheigangzi Township, Niuxintuo Township, Laodafang Township in Liaozhong County, Sijiazi Township, Shuangtaizi Township, Woniushi Township, Baojiatun Township, Xiushui He Zi Town, Yemaotai Town and Kangkang Township in Faku County.
To improve the proportion of grassroots work experience personnel who have worked in various organs for more than two years, municipal organs should reach 50% in principle, and county (city) organs should reach 30% in principle. Municipal institutions for public recruitment, should gradually increase the proportion of grassroots work experience personnel recruitment; Graduates who have worked in remote areas for more than two years will get 5 points for two subjects, such as 2.5 points for one subject. After the written test and interview, the same conditions will be given priority. From 2009 onwards, college graduates who are employed in non-public units or start their own businesses and pay social insurance premiums according to law and college graduates who volunteer in rural grass-roots units are employed or recruited to work in state organs and institutions, and their payment years or volunteer service years are calculated as length of service.
(sixteen) cancel the restrictions on the settlement of college graduates. For all kinds of enterprises to recruit non-local registered college graduates, all restrictions on settlement will be lifted. College graduates recruited by enterprises established in rural areas are allowed to choose to settle in urban areas or county towns. For college graduates who work at the grassroots level in rural areas, they are allowed to choose to settle down between the city where their families are before entering school and the city where they are studying in colleges and universities. For college graduates who have not implemented their work units when they leave school, the file management agency will waive the file storage service fee. The school may, according to its own wishes, move the registered permanent residence to the place where it was registered before entering school or keep it in the original university within 2 years. After the implementation of the work unit, the account will be moved to the place where the work unit is located. For college graduates who have worked in the work unit for more than 2 years, the school and archives management institutions will move the school accounts and archives back to the place where they registered before entering school.
Four, the implementation of special vocational training plan
(seventeen) expand the scope of GSP employment training. All urban and rural workers who are within the legal working age, have employability and training needs, and can guarantee the study time can be included in the GSP employment training category of the whole province. On the basis of short-term simple skills training and secondary training for the unemployed employees of the merged state-owned enterprises, we will carry out characteristic training of industrial projects around the development of local industrial clusters and the construction of major projects, and do a good job in improving the skill level of low-skilled workers in view of the problem of skill asymmetry. Entrepreneurship training should be the focus of GSP employment training, mainly for college graduates, laid-off workers and returning migrant workers, while taking into account other people who are interested in entrepreneurship in society.
(eighteen) outstanding skills training, improve the quality of training. According to the characteristics of different employment groups, flexible training forms such as full-time, half-day and evening classes are encouraged, and personalized, interactive and classified skills training is carried out to improve practical operation ability. Appropriately extend the training period and raise the training subsidy standard. The training subsidy standard is 3 yuan, 5 yuan and 10 yuan per class.
(nineteen) vigorously promote entrepreneurship training and entrepreneurship education. Standardize the teaching management of entrepreneurship training, adopt SYB entrepreneurship training materials uniformly printed by Ministry of Human Resources and Social Security, and implement a unified syllabus and teaching plan. The total training hours shall not be less than 200 hours. Improve the subsidy standard for entrepreneurship training, and implement the highest training subsidy standard for entrepreneurship training, namely 10 yuan per class hour. Reform the distribution method of entrepreneurship training subsidies. Before the start of entrepreneurship training, 50% of the training fee will be allocated according to the number of people in the training plan, and 50% of the training subsidy will be allocated after the training is qualified. It is necessary to incorporate the returning migrant workers with entrepreneurial will into the entrepreneurship training system, and formulate the curriculum system and teaching plan in combination with the entrepreneurial characteristics of returning migrant workers. Adhere to the principle of "local proximity", provide various convenient conditions for the training of returning migrant workers, and increase the entrepreneurial training of returning migrant workers. Subsidy standards and methods are the same as other entrepreneurship training. Extensively carry out entrepreneurship education and training for college students and strengthen the establishment of demonstration schools for entrepreneurship education; Our city will set up a demonstration school of entrepreneurship education 10 (2 labor security schools, 2 personnel schools, 2 education schools, 2 trade unions 1 schools, 2 youth league committees, and 2 women's federations 1 schools), and the municipal finance will give special support through the construction of practice bases to meet the needs of school entrepreneurship education.
(twenty) encourage enterprises to carry out employee training. For enterprises that implement the separation of main and auxiliary industries and the restructuring of auxiliary industries, vocational training subsidies can be given to those who divert surplus personnel from their own units and carry out job-transfer training. Enterprises with difficulties in participating in unemployment insurance in our city, under the premise of not laying off employees and ensuring the basic livelihood of employees, organize employees waiting for posts to carry out skills upgrading training, job transfer training or entrusted training, and give training subsidies according to the standard of 300 yuan per capita (social security subsidies, post subsidies and training subsidies cannot be both). The term of the policy is within 2009.
(twenty-one) to do a good job in employment training for the disabled. All training institutions carry out personalized employment training for the disabled, organize the disabled to carry out skills training such as blind massage, hand weaving, pottery, animation production, led, rural farming, etc., and give special training subsidies to the training funds required for training hours beyond the GSP training period.
(twenty-two) do a good job in the skills training of retired soldiers and rural "two generations". Where the retired soldiers registered in our city, can hold the relevant documents to technical colleges and universities to learn skills free of charge, after obtaining the vocational qualification certificate, the finance will give a one-time tuition subsidy. For those rural junior high school graduates (rural "post-graduates") who cannot continue their studies, organize them to participate in free labor preparation training for 6 to 12 months.
(twenty-three) to do a good job in the training of characteristic industrial projects. Government-funded training should serve the development strategy of Shenyang Economic Zone and be coordinated with the construction of industrial bases and industrial parks in the region, the development of county economy, the industrial upgrading of modern service industry and major investment projects. All regions should organize labor and social security, personnel, finance, development and reform departments according to local leading industries and key construction projects, and determine the professional catalogue of industrial project characteristic training that serves the development of industrial clusters and major projects in the region. With the consent of the municipal government, the municipal finance will give special subsidies in accordance with the relevant provisions, and train urgently needed skilled personnel in a planned and targeted manner. The training professional catalogue takes into account the brand training of our city, such as domestic service and rehabilitation of the disabled, and is adjusted and improved once every six months.
(twenty-four) governments at all levels should co-ordinate industrial project training. All regions should put the characteristic training of local industrial projects in an important position, pay close attention to it as an important high-quality investment environment, effectively organize relevant departments to do a good job of docking, and ensure that the project skill demand is docked with the training willingness of workers, with the training capacity of powerful training institutions, and with the shortage of professional teachers and training bases. Local industrial bases and industrial park management agencies should keep abreast of the structure and progress of employment demand for projects entering the zone, establish quarterly notification and linkage working mechanism with labor and social security departments, and plan and arrange human resources and skills training in advance. It is necessary to strengthen the construction of labor security platforms in industrial bases and industrial parks, establish human resources and skills training service stations in key industrial bases and industrial parks based on the grass-roots management and service post plans of college graduates, and be responsible for investigation and statistics, organization docking and park training. We should give full play to the foundation and advantages of higher vocational education and scientific research institutes, formulate relevant policies to introduce excellent teachers flexibly, do a good job in the development and use of courseware for famous teachers, and strive to improve the level of training teachers.
(twenty-five) to strengthen the management of GSP training base. It is necessary to strictly grasp the standards of training institutions, adhere to the principle of becoming stronger and bigger, and cancel the qualification of training bases for institutions with incomplete training facilities, weak teachers and incomplete teaching functions. According to the training objects and tasks of GSP, GSP training bases should be divided into two categories: skill training and entrepreneurship training. Each base should refine the training specialty according to the training specialty, and participate in the training task bidding after obtaining the fixed-point qualification. Especially for the characteristic training of industrial projects, select some training institutions with good hardware conditions, strong teachers and high training level. The GSP training base is evaluated, adjusted and improved once every six months, so as to achieve the goal of getting in and out.
