First-class customs inspector regulations
Chapter I General Principles

Article 1 These Regulations are formulated in accordance with the Constitution in order to strengthen the construction of the customs team, enhance the sense of responsibility, honor and organizational discipline of the customs staff, and promote the customs staff to perform their duties according to law.

Article 2 The customs shall implement the customs title system. The General Administration of Customs, its branches, the Commissioner's office, the customs directly under it and the state civil servants subordinate to the customs and offices may grant customs titles.

The customs anti-smuggling police implement the people's police rank system.

Article 3 Customs titles are titles and symbols that distinguish the ranks of customs officers, indicate their identity and honor conferred by the state.

Article 4 Customs officers shall compile customs titles according to their job grades.

Article 5 Customs officers with high customs titles shall be higher than those with low customs titles. When a high-ranking customs official is subordinate to a low-ranking customs official, the high-ranking customs official is the superior.

Article 6 The General Administration of Customs is responsible for customs clearance management.

Chapter II Setting of Customs Titles

Article 7 Customs titles are divided into the following five grades and thirteen grades:

(1) Director of the General Administration of Customs and Deputy Director of the General Administration of Customs;

(2) Customs supervision: Level I, II and III;

(3) Customs inspectors: Grade I, II and III;

(4) Customs supervision: Level I, II and III;

(5) Customs officers: Grade I and Grade II.

Article 8 Customs officers shall compile customs titles according to the following job grades:

(1) Chief at the division level: Director of the General Administration of Customs;

(2) Deputy director at the bureau level: deputy director of the General Administration of Customs;

(3) Chief post at bureau level: from the first-level customs supervision to the second-level customs supervision;

(4) Bureau-level deputy: second-level to third-level customs supervision;

(5) Chief position at department level: from the third-level customs supervision to the second-level customs inspector;

(6) Deputies at department level: from the first-class customs inspector to the third-class customs inspector;

(7) Chief position at department level: from the second-level customs inspector to the second-level customs inspector;

(8) Deputy director: from the third-level customs inspector to the third-level customs inspector;

(9) Position of customs declarant: from the first-class customs supervisor to the first-class customs declarant;

(10) Clerk position: from the second-level customs supervisor to the second-level customs officer.

The title symbol of the Director General of Customs is a customs badge surrounded by olive leaves and three stars; The official title symbol of the Deputy Director of the General Administration of Customs is a customs badge surrounded by olive leaves and two stars.

The title mark of the customs supervision is an olive leaf and a customs emblem, and the title mark of the first-class customs supervision is three stars; The title of the second-level supervision of the customs is two stars; The title symbol of the third-level customs supervision is a star flower.

The title symbol of customs declarers is three bars and a customs emblem, and the title symbol of first-class customs declarers is three stars; The title mark of the second-class customs inspector is two stars; The title symbol of the third-level customs inspector is a star flower.

The customs supervision title marks are two bars and a customs emblem, and the first-class customs supervision title marks are three stars; The second-level customs supervision mark is two stars; The title symbol of the third-level customs supervisor is a star flower.

The title marks of customs declarers are horizontal bar and customs emblem, and the title marks of first-class customs declarers are Samsung; The title of the second-class customs officer is two stars.

Chapter III Granting of Customs Titles

Article 9 The conferment of customs titles shall be based on the current posts, moral integrity, service years and working years of customs officers.

Article 10 The customs shall recruit, employ or transfer customs staff from other departments, and shall be awarded corresponding titles after confirming their posts.

Article 11 Customs titles shall be awarded in accordance with the following provisions:

(1) The Commissioner of Customs, the Deputy Commissioner of Customs, the first-class customs supervisor and the second-class customs supervisor are granted with the approval of Premier the State Council;

(two) the third-level customs supervision to the third-level customs inspectors shall be approved by the Director General of Customs;

(three) the following first-class customs supervision titles of the organs of the General Administration of Customs and the agencies dispatched by the General Administration of Customs shall be approved and awarded by the director of the Political Department of the General Administration of Customs;

(four) directly under the customs and the customs supervision at the next level directly under the customs shall be approved and awarded by the director of customs directly under the customs.

Chapter iv promotion of customs titles

Article 12 Customs officers below the second-level customs inspector shall be promoted within the scope of their post grades according to the following time limits:

Customs officers from Grade 2 to Grade 1 are promoted to Grade 1 every three years; From the first-class customs inspector to the first-class customs inspector, he is promoted to the first level every four years.

Article 13 After the expiration of the promotion period, the customs officers with the following titles, who meet the promotion conditions after examination, will be promoted step by step; Those who do not have the conditions for promotion shall be postponed. Outstanding achievements in work can be promoted in advance upon approval.

Article 14 A customs officer who is promoted to the post of first-class customs inspector or above shall be promoted according to his ability and political integrity and work performance within the scope of his post rank.

Article 15 If a customs officer is promoted to a post, and his post grade is lower than the lowest post grade of the new post grade, he shall be promoted to the lowest post grade of the new post grade.

Article 16 Customs declarers are promoted to customs inspectors, and customs inspectors are promoted to customs inspectors. Customs inspectors can only be promoted to customs inspectors after passing the training.

Article 17 The provisions of Article 11 of these Regulations shall apply to the examination and approval authorities for the promotion of titles.

Chapter v reservation, demotion and cancellation of customs titles

Article 18 Customs officers shall retain their posts after retirement, but shall not wear signs.

If a customs officer is transferred, resigned or dismissed, his customs title will not be retained.

Article 19 If a customs officer is transferred to a lower post because he is incompetent for his current job, and his post level is higher than the highest post level of the new post, he will be reduced to the highest post level of the new post. The approval authority for the demotion of professional titles is the same as that of the original professional titles.

Article 20 Customs officers who are subject to administrative sanctions of demotion or dismissal shall have their titles reduced accordingly. The approval authority for the demotion of professional titles is the same as that of the original professional titles. After the demotion of professional titles, the promotion period shall be recalculated according to the demoted professional titles.

The demotion of customs titles does not apply to second-level customs officers.

Article 21. If a customs officer is given administrative dismissal, deprived of political rights or sentenced to fixed-term imprisonment for a crime according to law, his customs title will be cancelled accordingly and he will no longer perform the examination and approval procedures.

Where a retired customs officer commits a crime, the provisions of the preceding paragraph shall apply.

Chapter VI Supplementary Provisions

Article 22 The style and wearing method of customs title marks shall be stipulated by the State Council.

Article 23 These Regulations shall come into force as of the date of promulgation.
