(3) to implement the principles, policies, laws, regulations and rules on the classification, employment, assessment, appointment and dismissal, rewards and punishments, training, communication and avoidance, resignation and dismissal, complaints and accusations, and post appointment of civil servants. Do a good job in the declaration and transitional registration of staff in institutions managed by the Civil Service Law, study and draft implementation opinions on strengthening civil service management in combination with the actual situation in this district, and organize their implementation.

Improve the civil service appraisal system in this district, cooperate with relevant departments to formulate government performance appraisal management measures, do a good job in the daily work of the performance appraisal leading group office in this district, and guide organs at all levels to do a good job in civil service performance appraisal. Improve the system of civil servants' complaints and the arbitration system of civil servants' personnel disputes in this district to protect the legitimate rights and interests of civil servants. Improve the exchange system of civil servants in the region, formulate plans, plans and standards for civil servant training and internship, and be responsible for the training of civil servants in the region.

Optimize the employment environment and promote entrepreneurship to drive employment. In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.

(seven) responsible for the implementation of the higher authorities, institutions, staff wage income distribution policy, the establishment of organs, institutions, staff wage growth and payment security mechanism, the implementation of organs, institutions, staff welfare and retirement policies. The macro-control policy and the minimum wage system shall be implemented for the wage income of enterprise employees.

(eight) to be responsible for the mediation and arbitration of labor and personnel disputes and the coordination of labor relations in this area, improve the coordination mechanism of labor and personnel relations, standardize the behavior of employing people, organize the implementation of labor security supervision, coordinate the work of safeguarding workers' rights, and investigate and deal with illegal cases according to law.

(9) To be responsible for the management of overseas intelligence, overseas experts and overseas students coming to China (returning to China) to work or settle down, formulate relevant policies to attract overseas intelligence, coordinate the dispatch and placement of overseas students in the non-educational system, and examine and manage overseas training groups and personnel.

Responsible for the implementation of basic medical insurance diagnosis and treatment projects, medication and service facilities, designated medical institutions and designated pharmacies and other management opinions, responsible for the management and supervision of basic medical insurance, responsible for the reform of payment methods of related medical insurance funds, and jointly with relevant departments to study and formulate relevant policies for the reform of medical insurance system.

(fifteen) responsible for employment, unemployment, social insurance fund forecasting and information guidance, formulate response plans, implement prevention and control opinions, and maintain the stability of employment situation and the overall balance of payments of various social insurance funds.

(sixteen) responsible for accepting administrative reconsideration and administrative litigation.

(seventeen) to undertake other tasks assigned by the district party committee and district government.
