Chapter I General Provisions Article 1 In order to ensure road traffic safety, prevent and reduce road traffic accidents, and improve traffic efficiency, these Regulations are formulated in accordance with the Law of the People's Republic of China on Road Traffic Safety and the Regulations for the Implementation of the Law of the People's Republic of China, combined with the actual situation of the autonomous region. Article 2 Vehicle drivers, pedestrians, passengers and units and individuals related to road traffic activities within the administrative area of this Autonomous Region shall abide by these regulations. Article 3 People's governments at or above the county level shall organize the formulation and implementation of road traffic safety management plans, increase investment in road traffic safety infrastructure construction, and ensure the coordinated development of road traffic safety management and economy and society. Article 4 The traffic administrative department of the public security organ of the people's government at or above the county level shall be responsible for the management of road traffic safety within their respective administrative areas.

Transportation, construction, planning, finance, agricultural machinery, industry and commerce, education, judicial administration, health, meteorology, safety supervision, quality supervision, insurance supervision and other relevant departments shall, according to their respective functions and duties, do a good job in road traffic safety.

Newspapers, radio, television, internet and other news media should strengthen public welfare publicity such as road traffic safety laws and regulations, and publish and broadcast road traffic safety information. Article 5 Any unit or individual shall have the right to dissuade or report to the traffic administrative department of the public security organ when it discovers illegal acts of road traffic safety.

Citizens, legal persons and other organizations that have made outstanding contributions to road traffic safety shall be commended and rewarded by the people's governments at all levels. Chapter II Responsibility for Road Traffic Safety Article 6 The people's governments at or above the county level shall establish and improve the responsibility system for road traffic safety and the coordination mechanism for traffic safety work, incorporate road traffic safety work into the comprehensive management assessment of safety production and social management, and organize regular assessment of traffic safety conditions.

Township (town) people's governments and sub-district offices shall implement the responsibility system for road traffic safety of the units under their jurisdiction, eliminate potential safety hazards in time, and educate citizens to abide by laws, regulations and rules on road traffic safety. Article 7 The traffic administrative department of the public security organ shall carry out the management of vehicle registration, driver assessment and certification according to law, investigate and deal with road traffic safety violations, handle traffic accidents and maintain traffic order.

The traffic administrative department of the public security organ may, according to the needs of road traffic safety management, hire a road traffic safety coordinator. Under the guidance of the traffic police, the traffic safety coordinator assists the traffic police to maintain road traffic order. Traffic safety coordinators shall not impose administrative penalties or administrative compulsory measures. Article 8 A professional road transport enterprise shall be responsible for traffic safety by its legal representative, set up a traffic safety working institution and be equipped with full-time traffic safety personnel.

Professional road transport enterprises that employ drivers to drive motor vehicles shall conduct qualification examination and special road traffic safety training and assessment for drivers, establish and improve the system of driver files and vehicle registration, use, maintenance, repair and inspection, and register the vehicle and driver information with the traffic management department of the local public security organ for the record.

Passenger transport enterprises and dangerous goods transport enterprises shall establish and implement the responsibility system for production safety to prevent illegal activities such as vehicle overload and fatigue driving; Passenger station (field) should strengthen safety inspection to prevent passengers from carrying dangerous goods into the station.

The traffic administrative department of the public security organ shall copy the traffic accident records and traffic safety violation records of vehicle drivers of professional road transport enterprises to the traffic administrative department, and take the copied information as an important part of the traffic administrative department's qualification examination of professional road transport enterprises. Article 9 State organs, enterprises, institutions, social organizations and other organizations shall educate their personnel to abide by the laws, regulations and rules on road traffic safety, establish the safety management system for motor vehicles and full-time motor vehicle drivers in their own units, and implement the target responsibility for road traffic safety. Article 10 Motor vehicle safety technical inspection institutions shall use qualified inspection equipment to inspect motor vehicles in accordance with national motor vehicle technical standards and prescribed items and methods, and shall not issue false motor vehicle inspection results. Eleventh motor vehicle maintenance units and scrapped motor vehicle recycling enterprises shall establish a maintenance and recycling registration system according to the relevant provisions of the state.

If the appearance of the vehicle is damaged, the maintenance unit shall register the identity certificate of the repairer and the vehicle number plate, engine number and vehicle identification code, and record the damaged position and appearance degree by taking photos or videos; Registration and video materials should be kept for at least six months. If a vehicle suspected of hit-and-run is found, it shall immediately report and cooperate with the traffic management department of the public security organ for investigation. Chapter III Vehicles and Drivers Section 1 Motor Vehicles Article 12 The autonomous region implements a motor vehicle registration system. To apply for motor vehicle registration, the motor vehicle owner shall provide authentic, lawful and valid certificates and vouchers to the traffic administrative department of the public security organ. If the contact information of the motor vehicle owner changes, it shall promptly inform the traffic management department of the public security organ or the competent department of agricultural machinery at the place where the motor vehicle is registered. Thirteenth coaches should receive the license plate and driving license issued by the traffic management department of the public security organ; Tractor coach license plate and driving license issued by the competent department of agricultural machinery.

The traffic administrative department of the public security organ shall, according to the changes of road traffic, timely adjust the driving route and time of the coach car.
