New policy of standardized training for doctors
Standardized training for residents (hereinafter referred to as "regulation") refers to the systematic and standardized training for students with bachelor degree or above in medicine in colleges and universities, that is, clinical medicine, stomatology, traditional Chinese medicine and integrated traditional Chinese and western medicine (the same below), who are accepted as residents five years after graduation from medical colleges and universities. The training of general practitioners is an important part of training according to different professional directions. The main mode is "5+3", that is, after five years of medical undergraduate education, three years of standardized training for residents. The training is conducted in the training base, and those who complete the training and pass the process assessment and graduation assessment can obtain the national unified standardized training certificate for residents. Third, who is the target of standardized training for residents?

The standardized training targets for residents include the following three categories: (1) medical graduates with bachelor degree or above who intend to engage in clinical medical work; (2) Persons who are engaged in clinical medical work and have obtained the qualification of medical practitioners and need to receive training; (3) Other personnel who need training.

3. What does the training include?

Mainly in the rotation of relevant clinical departments, trainees are engaged in clinical diagnosis and treatment under the guidance of experienced superior doctors, and receive education and training closely combining theory with practice, focusing on cultivating and improving clinical medical prevention, health care and rehabilitation capabilities, so that they can independently, correctly and standardly deal with common clinical problems and lay a foundation for their ability to deal with complex and difficult problems in the future.

The training content mainly includes medical ethics, clinical practice skills, professional theoretical knowledge, policies and regulations, interpersonal communication, etc.

(4) Training schedule. Our province began to implement the classification from 20 15, and by 2020, the province will basically establish a standardized training system for residents. All medical graduates with bachelor degree or above in new medical posts need to receive standardized training for residents. Xishuangbanna is the third region. From 20 16, medical graduates with bachelor degree or above who enter new medical positions in tertiary medical institutions need to receive standardized training for residents. (5) Where to attend standardized training for residents. Standardized training of residents is carried out in training bases recognized by health and family planning administrative departments at or above the provincial level. In principle, the training base is located in a third-class first-class hospital, combined with the actual situation of local medical resources, supplemented by other qualified third-class first-class hospitals and second-class first-class hospitals, and the layout is rationally planned. Training bases in the region can cooperate with each other to undertake relevant training work. The standardized training base for general practitioners should include basic medical and health institutions and professional public health institutions in addition to clinical bases.

Residents who participate in standardized training are part of the resident team in the training base, and shall abide by the relevant management regulations of the training base and enjoy relevant treatment in accordance with the regulations. For the training object appointed by the unit, the original personnel (labor) and salary relationship will remain unchanged during the training period, and the appointed unit, the training base and the training object will sign an entrustment training agreement. If the salary paid by the employed unit is lower than the salary level of residents with the same conditions in the training base, the insufficient part shall be paid by the training base, and the finance shall give appropriate subsidies. Social-oriented trainees sign a training agreement with the training base, and the living allowance during training is paid by the training base. The standard is determined by referring to the salary level of residents with the same conditions in the training base, and the finance gives appropriate subsidies. The training object with postgraduate status should be national graduate students.

According to the relevant regulations of education, the training base can give them an appropriate living allowance according to the training assessment.

The central government provides special financial support for the standardized training of residents, and the financial subsidy standard is 30 thousand yuan/person-year. Two thirds of the subsidy funds are used to subsidize residents, and 1/3 is used to subsidize bases and teachers.

In the degree connection, explore the method of organic connection between standardized training of residents and postgraduate education of master of medicine (clinical, oral and traditional Chinese medicine), and gradually unify its training contents and methods. Article 13 The State practices a registration system for medical practitioners. A person who has obtained the qualification of a doctor may apply to the health administrative department of the local people's government at or above the county level for registration. Except under the circumstances stipulated in Article 15 of this Law, the health administrative department that accepts the application shall grant registration within 30 days from the date of receiving the application and issue a doctor's practice certificate uniformly printed by the health administrative department of the State Council. Medical, preventive and health care institutions can collectively handle the registration procedures of their own doctors. Article 14 After registration, doctors can practice in medical, preventive and health care institutions and engage in corresponding medical, preventive and health care services according to the registered practice place, category and scope. Persons who have not obtained the registered practicing certificate of doctors shall not engage in the practicing activities of doctors.

Article 21 Doctors enjoy the following rights in their practice activities: (1) To conduct medical examination, disease investigation and medical treatment within the registered scope of practice, issue corresponding medical certificates and choose reasonable medical treatment, prevention and health care schemes; (two) in accordance with the standards prescribed by the administrative department of health of the State Council, to obtain the basic medical equipment conditions equivalent to my practice activities;

(three) engaged in medical research, academic exchanges, to participate in professional academic groups; (four) to participate in professional training and receive continuing medical education;

(five) in practice, personal dignity and personal safety are inviolable; (six) to receive wages and allowances and enjoy the welfare benefits prescribed by the state;

(seven) to put forward opinions and suggestions on the medical treatment, prevention and health care work of this institution and the work of the administrative department of health, and to participate in the democratic management of this institution according to law.
