Changsha implements a sub-regional management system for dog raising, which is divided into no-dog-raising areas, strict management areas and general management areas.

Dog-keeping prohibition area refers to office area, hospital, kindergarten, school teaching area, student dormitory area and unit dormitory area, and dogs are not allowed to be raised, bred and managed in this area.

Strict management area refers to the area under the jurisdiction of street offices under the jurisdiction of city and county (city) people's governments, as well as other areas delineated and announced by county (city) people's governments. The region implements a dog licensing system and a dog rabies compulsory immunization system. It is not allowed to raise, breed or manage dangerous dogs, and each household is limited to one ordinary dog, except for guide dogs and dogs with severe physical disabilities. If a dog gives birth to a puppy, the dog owner shall hand over the over-limit dog to others within 60 days from the date of birth of the puppy, or send it to the dog detention place.

The general management area refers to other areas outside the kennel area and the strict management area, and the compulsory immunization system for rabies in dogs is implemented. At the same time, dogs raised beyond the limit before the implementation of the Regulations shall be handled by dog owners within 90 days from the date of implementation.

1. What are the rules for keeping a dog?

1. Keep dogs in government offices, hospitals, kindergartens, nursing homes, schools and other areas to protect the environmental sanitation in public areas.

2 large dogs must be kept in captivity or in captivity, and dogs are not allowed to walk outdoors. If you want to go out, you need to put a muzzle and a chain on the dog to prevent it from hurting people for no reason, and it should be led by an adult.

3. Dog owners should hold relevant dog-raising certificates and register dogs. Dogs should be regularly taken to the animal epidemic prevention department for rabies vaccine injection, and the immunization certificate should be handled in accordance with the relevant provisions of animal epidemic prevention.

4. When the dog owner takes the dog out, he should promptly remove the excrement discharged by the dog outdoors. If it is not cleaned up in time, the urban management will impose penalties according to relevant regulations.

5. Dogs raised by dog owners shall not affect and interfere with the normal work and rest life of others, and dogs shall not be allowed to intimidate or hurt others.

Two, the dog license processing method is as follows:

1. First, determine whether your dog is a forbidden breed. It is forbidden to raise strong dogs in urbanized areas, and it is forbidden to raise large dogs about 40 cm high in some areas;

2 to the local neighborhood committee or police station to receive the "dog registration application form", and fill in as required;

3. Get a dog, bring an application form, ID card, real estate license or house lease certificate, and a front photo of the dog, go to the immunization point to receive rabies vaccination and implant an electronic chip to obtain an immunization card;

4. Bring the immunization card, personal ID card, real estate license or house lease contract to the local police station for dog registration;

After successful registration, you will get a dog license and a dog tag.

Legal basis: Article 5 of the Interim Measures for the Administration of Dog Raising in Beijing, if a dog is raised in a quasi-raising area, it must be approved and registered by the local township people's government and issued with a quasi-raising certificate; If the organs, military units, scientific research and medical units in the forbidden area really need to raise dogs because of their work, they shall report to the higher authorities for approval, and the local public security bureau (county) shall approve the registration and issue a quasi-raising certificate. Foreign institutions in China and foreigners raising dogs must be approved by the foreign affairs department of the Municipal Public Security Bureau. Entry dogs must be quarantined at the port where Beijing Animal Quarantine Office is located. Units and individuals that are allowed to raise dogs shall, within 10 days after receiving the license, take the dogs to the designated animal husbandry and veterinary department for quarantine and inject rabies vaccine for animals, and obtain the domestic dog immunization certificate. The immunization card was valid that year.
